Title: Disasters: Training vs. Real Life Response

Course Description: A preparatory program that will provide tools, resources and information that will allow Building Inspectors, Building Officials, and Building Management to prepare for disasters before and after an event by having an emergency disaster preparedness plan which includes useful documents, and resources for their building department.

Duration:  One day (8 a.m. to 4 p.m. with an hour lunch and a morning and afternoon break)

ICC CEUs:  .65 per day

Objectives: Upon completion: participants will better be able to:

1.     The importance of being prepared for a disaster- creating a disaster preparedness plan

2.     Understanding the role of the Building Department before and after a disaster

3.     Understanding of the role of federal, state, and local governments in disaster

4.     Understanding of factors affecting short and long-term recovery and rebuilding

5.     Enhance disaster preparedness capabilities through preparedness plan and training

6.     Using all resources, data, GIS, methods, tools to help increase preparedness and response by creating forms, policies and procedures

7.     Develop and maintain a disaster preparedness plan

Instructor Bio:

Ms. Springer was born and raised in Massachusetts but left to serve in the USAF. After her military duty she settled in California and entered into an Electrical Apprenticeship program for three (3) years studying the National Electric Code. After time she obtained an AS degree in Building Inspection Technology from Butte College.

She has over twenty eight years of experience in working with building codes having served in the positions of Building Inspection, Plans Examiner, Assistant Building Official and currently the Building Division Manager/Building Official for Butte County, CA. She has obtained over fifteen plus ICC certifications including Certified Building Official.

She maintains her California -SAP: ATC 20 Post Disaster Certification as a SAP Coordinator and serves in the position of Plans Intel Chief within her County’s Emergency Operation Center (EOC). She has also served as Situation Status and Damage Assessment Unit Leader. Nancy handles all Damage Assessments for local disasters within Butte County. She has worked the following types of disasters: earthquake, high wind, flood, fire and drought. She has completed ICS courses: 100, 200, 300, 400, 700 and 800.

She is active in ICC chapters having served as County Building Officials Association of California (CBOAC) Chapter President (2014) and on the Board of Directors (2012/2017) for Sacramento Valley Association of Building Officials (SVABO). Ms. Springer is committed to enhancing public safety through code compliance which is evident in her participation in serving on over fifteen plus committees. To note a few:  She currently serves on CALBO”s Emergency Preparedness Committee, and in the past has served on their Legislative and State Licensing Committees. For SVABO she has served on their Education and Scholarship Committees and for ICC serves on the Rainwater Collection System Design and Installation Consensus Committee (IS-RCSDI), IAS Sustainability Technical Advisory Council, and the Commissioning Standards Committee (IS-COMSC). Currently, serving as the Chair for the Professional Development Council (PDC).

Additionally, she is serving a second three year term (2013- 2020) as a Governor Brown appointee to the California Contractors State License Board (CSLB) as the Board’s Building Official representative. In her spare time, Ms. Springer really enjoys spending time with her family and scrapbooking. She has been married for 36 years and has one daughter and two wonderful grandchildren.
