Minutes of the November 9, 2007
Chapter Meeting
Vice
President Mark Wood called the meeting to order at the Plumas Lake Country Club
in Marysville. President, Becky Fraser was teaching at the CALBO Education Week
in Ontario California. Todd Cunningham from the City of Lincoln led us in the
flag salute. Self-introductions followed. We were welcomed to the Plumas Lake
Country Club by Brent T. McLean the Assistant Chief Building Official from the
Yuba County Building Department.
The
October minutes were approved as submitted.

The Treasurers Report was approved as submitted.

Presidents Report
Mark Wood reported that we had five new memberships since the last meeting. We
had nine membership renewals.
Committee Reports
Education Committee
Robert Keefe stated that there are three seminars
scheduled for the rest of the year. On November 13, 2007 the 2006 IBC
Fundamentals of Non Structural Provisions will be held. Paul Armstrong will be a
substitute instructor. This is a repeat of a very popular class. On December
12 and 13 a Means of Egress class will be offered. The class will be repeated
the 2nd day. The committee is working on the 2008 calendar. The
committee is planning a class covering Inspection of Single Family Dwellings
under the 2007 CA Building Code for January. The details are still being worked
out. An announcement should be out soon. Check the SVABO web site for
registration information and course details. The Education Committee will meet
again on December 5, 2007.
Free
Inspector Training Program
Robert Keefe talked about the free NFPA 2005 NEC Update class that will be held
December 3 at Yuba City
and repeated on December 4 at Woodland. Check the SVABO web site to register.
Spots are filling up quickly. The classes are limited to 150 attendees each
day. The class instruction and book are being provided by the NFPA and SVABO is
providing for the facility and food. The class will include a free 2005 CA
Electrical Code book. Attendees must be employees of a jurisdiction or State
agency or contract employees for a jurisdiction or State agency. To attend you
must be registered.
Scholarship Committee
Bob Latz reported that the Scholarship Committee had selected the persons that
won the Bob Stoddard Scholarship. Brian Hicks and Michelle Oliverez won $1000
awards. Wayne Carey and Samuel Kudo won $500 awards. The students will receive
their checks, plaques and certificates at the January meeting.
Code
Review Committee
Paul Kline reported for Don Little. The Committee met on
October 7, 2007
and developed responses to the previous month’s questions on the accessible path
of travel question for October. The responses are on the SVABO web site. The
ceiling sheet rock inspection question and pex piping questions were refined.
We had one of the best responses to questions with thirty out of forty-one
jurisdictions responding in October. November’s question is a survey of how
jurisdictions handle expired re-roof permits. Please have your spokesperson go
on the Web site and respond to those questions. The next meeting will be on
November 28, 2007 at the new office in Folsom. Forward any questions concerning
the IBC implementation to the committee. Please RSVP if you are going to attend
the meeting.
Code
Development Committee
Michael Vieira
reported that the first phase Code Change Proposals for the 2007-2008 cycle have
been published to the ICC web site. These can be downloaded from the ICC web
site. The actual documents should be available in early December. The Code
Development Committee will schedule a meeting the third or fourth week of
December to review those proposals. The committee will then prepare a “top ten”
list for the chapter. As we go through the new codes and become more familiar
with them we may find that there are codes that need to be changed. We can make
code changes and revisions. The avenue to do this is through the “Code
Development Committee”. The Code Development Hearings in
Palm Springs
run from February 18, 2008 through
March 1, 2008.

Rick Renfro reported that CALBO had two successful Education Weeks with record
numbers of attendees. There is a CALBO meeting next week. Please contact Rick
Renfro if you have any suggestions or ideas for CALBO.

Out Reach Committee
Craig Sarmento reported that the Outreach Committee had its first meeting. The
committee was formed after the success of last year’s project where two homes
for deserving families were repaired by SVABO volunteers. Craig said that after
the first of the year he would provide information about projects and how people
could volunteer to participate and help.
CSLB
Rick Villucci and Heather Francis talked about how jurisdictions can get
assistance from the CSLB. Heather talked about the yellow complaint forms that
building departments can use to get special priority assistance. Building
departments can fill out these forms on behalf of “owner builders” who might be
experiencing construction issues with unlicensed or licensed contractors.
Heather said that there is a big problem with “Owner Builders” pulling permits
for unlicensed contractors. Licensed contractors are complaining because they
are getting undercut by unlicensed contractors. Rick talked about how important
it is to get the permit applications filled out correctly. Counter staff need
to do their best to make sure the permits are filled out correctly for the CSLB
to be able to prosecute “Owner Builder Violations”.
Nominations Committee
Larry Leonard, the chair of the Nominations Committee, asked for nominations
from the floor. There were no nominations from the floor. For 2008, the
nominations committee recommended current Vice President Mark Wood for the
position of President, current Treasurer Bob Latz was recommended for the
position of Vice President and current Secretary Rick Swenson was recommended
for the position of Treasurer. Todd Cunningham from the City of Lincoln was
recommended for the position of Secretary. Current President Becky Fraser will
hold the position of Past President. The nominations were closed and unanimous
ballots were cast for Mark Wood, Bob Latz, Rick Swenson and Todd Cunningham.

New Business
Bob Latz of the City of Folsom said that he still has some vouchers for SVABO
training available at no charge to those jurisdictions in need. Contact Bob
Latz for more information.
Mark Wood announced
that there are openings in Davis for plans examiners. Contact Mark for more
information.
Program
The program was an excellent presentation by the Contractors State License Board
(CSLB). Rick Villucci and Heather Francis presented videos of their recent
MSNBC nationally televised program. The videos showed recent sting programs
conducted by the CSLB and the City of Lincoln, the City of Elk Grove, Sacramento
County, Sacramento City and Napa County. Heather and Rick also talked about how
it is a CSLB violation for a contractor to not call for a final inspection on a
permit. Getting requests for final inspections on water heaters, HVAC change
outs and re-roofs can be a challenge for jurisdictions.

The next meeting will be the Installation and Awards Banquet. It will be held
on December 1, 2007 at the Lake Natoma Inn, 702 Gold Lake Drive, Folsom, CA
95630. Please go to the SVABO web site for more information and to reserve your
spot. Check with the hotels for special rates for a limited number of rooms.
