Minutes of
the
November 18, 2005 Meeting
President Larry Leonard called the meeting of the SVABO to order at 10:08 a.m.
at My Bother Vinny’s in the City of Folsom. Bill Carey led us in the flag
salute. Self-introductions followed. A welcome to Folsom from Skip Perry, Chief
Building Official for the City of Folsom..
The October minutes were
approved as submitted.
Treasurers Report
Mark Wood
The Treasures Report was approved as submitted.
Education Committee
Ron Yasui
Ron reminded us of classes planned for November 30th and December
1st. This will cover the California Mechanical and Plumbing Codes
taught by Roger Fuller of Sacramento County. The first day will cover
residential. The second day will cover commercial. Rick Swenson asked for any
suggestions for the inspectors training program.
Plan Review Committee
Paul Klein
The Plan Review committee met on October 26th, 2005. Paul reported they had
developed responses for the October questions which are posted on the Web site.
The topics include ADA complaint process, arc-fault, and master plan questions
regarding energy. Next months questions will include live/work units with regard
to accessibility and light and ventilation requirements for home theaters and
media rooms. They are continuing to compile a history in an electronic format in
the effort to have that posted on the Web site. Next meeting of the committee
will be November 30 , 2005 at the SVABO offices.
CDRC
Dan Larson
Dan has accepted the role of committee chair and is looking for a vice-chair
to share the duties. Dan will be coordinating with OMG to set up meeting times
and dates for next year. Sometime in January the 2006 IBC/ IRC should be
published. The committee will focus on code review and development of these
documents as well as the IAPMO plumbing / mechanical, and electrical codes. Dan
asked for those interested in participating to fill out an application or let
him know of your interest.
Larry reiterated the message
that our history had a strong involvement in code development and it is time for
our membership to step up and once again become a leader in the code development
process.
(Late) Education
Committee
Nancy Springer
Nancy announced the ICC Code Forum coming to Sacramento March 20th
through March 22nd, 2006. SVABO, CALBO, and ICC will partner for this
educational offering. This will be an opportunity to have national recognition
for the chapter. Additionally, this is an opportunity to partner with these
folks to insure our fair share of revenue as well as ensuring that our name, in
terms of quality educational programs, remains at the high standard that it is
today.
Nancy noted that the Mike Holt
seminars had attendance of close to 3oo participants.
Past Presidents
Pete Guisasola
Pete spoke to John LaTorra regarding the MOU between ICC and IAPMO. One of
the major points was that they agreed to the governmental consensus process.
CALBO
Rick Renfro
Rick provided the Chapter with an update on the State certification process.
The draft proposes that for $50.00 those who currently hold ICC certifications
can take a test and certify for a California credential. The California
certificate will be to recognize the California amendments.
HCD

CEC
Elaine Hebert
Elaine reminded the Chapter that the 2005 California Energy Code took effect
October 1st. Some of the things introduced with this code were new rules for
HVAC change outs, regulating cool roofs in the non-residential sector for low
slope roofs for the first time, regulating outdoor lighting and billboard and
other signs, changed the lighting in houses, window change outs, relocatable
public school buildings they tightened the rules for energy efficiency, as well
as a host of other changes. Elaine is the designated person for cool roofs.
Because of the numerous questions evolving around these new regulations they
will be providing an issue of the blue print that will be dedicated to this
subject. Elaine has been approached by CALBO to provide more training on the
energy code. Rick Renfro and Jay Salazar will be the liaisons for CALBO. The
2008 code cycle has begun. Elaine has just been elected to the national
fenestration rating council.
Pete mentioned that his
jurisdiction has been approached with an application for a CNG fueling station
in a residential garage. It is called “THILL” and is from Honda.

ABM Committee
Dan Larson
The theme will be 2007. Nancy Springer will be in charge of the Companion’s
program and decorations, Marty Griffin will be in charge of the Hospitality
Suite at the 2006 ABM in Palm Desert. Marty will be looking for committee
members. Dee Renfro will be looking into shirt colors and materials to
distinguish the Chapter.

Announcements
Rick Renfro
Rick spoke to Bret Hale and invited him and the Shasta/ Cascade Chapter to
the Christmas Installation Dinner.
Program
Dan Larson
On behalf of Mike Rodrigues, Dan conducted the elections for the Board. The
Nominations Committee selected for the position of Secretary, Bob Latz. M/S/A.
For the office of Treasurer, Mark Wood. M/S/A. For the office of Vice President,
Becky Fraser. M/S/A. For the office of President, Larry Leonard. M/S/A. The
Nominations Committee recommended Mike Rodrigues to serve as Immediate Past
President. M/S/A.
Larry, in an attempt to keep
the monthly meetings interesting to all, Larry would like to bring back code
discussion as part of the Chapter meeting. Code discussion included 3 story R3
dwelling units and exiting from the 3rd story. The plan review
committee will formulate this as a question for the Chapter.
Becky asked how different
jurisdictions were dealing with live/work units. Pete Guisasola added that many
jurisdictions viewed these units as an accessory use to the home and
accessibility issues are a concern. Discussions of accessible parking and
bathroom facilities are also factors to consider. Again, the plan review
committee will work this into a monthly question.
A tour of the Folsom Powerhouse
was available after lunch.
Next Meeting
The next meeting will be on December 3rd, 2005 at
Whitney Oaks in Rocklin.
