Minutes of the October 12, 2007
Chapter Meeting
President
Becky Fraser called the meeting to order at the Auburn Country Club in Auburn.
Gene Paolini, from the City of Roseville, led us in the flag salute.
Self-introductions followed. We were welcomed to the Auburn Country Club by Bob
Martino, the Chief Building Official for the Placer County Building Department.
The August
minutes were approved as submitted.
Treasurer Report
The Treasurers Report was approved as submitted.
Secretary Report / No report
President's Report
Becky Fraser greeted the group and thanked the
large number of Butte College students who were in attendance at the meeting.
Beck mentioned that there is a special $10.00 membership fee for students.
Becky offered a limited number of training books to the group at no cost. The
books were left over from previous training courses. Code books were available
for those jurisdictions that ordered them. Becky reminded folks about the
Installation and Awards Banquet that is coming up December 1, 2007. Reservation
information for the dinner is available on the SVABO web site. There are a
limited number of rooms available at a reduced rate for those wanting to spend
the night. Contact the hotel right away before these are gone. Becky asked Bob
Latz to report on a new restriction in Sacramento County concerning wood burning
appliances. Bob stated that the “Air Quality Management District” issued an
advisory rule 420 which established black out dates when wood burning appliances
in homes could not be used and rule 417 which stated that in new homes the wood
burning appliances would need to be EPA phase 2 certified. Cut sheets for wood
burning appliances would need to be included for plan check purposes.
Vice
President's Report
Mark Wood reported that we had twenty two new memberships since the last
meeting. Eight of these new memberships were student memberships.
Committee Reports
Education Committee
Robert indicated that in 2008 the goal is to have
an IBC update class as well as update classes for the plumbing code, mechanical
code and electrical code. There are plans to also present a class for permit
technicians. Becky has agreed to present a class on “how to conduct single
family dwelling inspections under the new California Building Code”. The
Education Committee’s sub committee on technology has completed its report and
it will be submitted to the SVABO Board. Rick Julian and Lori Miner worked on
the project that looks at technologies that we might be able to use to provide
training other than by traditional type seminars. An example of this might be
on line seminars from our SVABO web site. We concluded eight seminars this
year, with 949 attendees. There are three more seminars to be held for the
year. On November 13, 2007 a repeat seminar covering the 2006 IBC Nonstructural
Provisions will be offered. A 2006 IBC means of egress class will be offered on
December 12 and then repeated on December 13. Registration information is
available on the SVABO web site. The Education Committee has recommended that
the chapter
purchase a video projector to use for training purposes. The
SVABO Board has approved the purchase. The services of a consultant will be
used to provide audio for seminars. The next Education Committee meeting will
be held on December 5, 2007.
Free
Inspector Training Program
Rick Walters with the City of
Woodland
talked about the Free Inspector Training Program. The program provided training
for Pool Entrapment and Truss Installation Guidelines this past year. Rick
talked about the “Senior Inspector Breakfast Program” where senior inspectors
meet once a month to discuss inspection issues. In the past year, topics such
as methods of scheduling inspections have been discussed. Preliminary plans for
a NFPA NEC seminar are being worked out. The seminar is tentatively scheduled
for December 3, 2007 and repeated on December 4, 2007. Check the SVABO web site
for updated information as to locations and registering.
Scholarship Committee
Bob Latz reported that the Scholarship Committee will meet again on October 17,
2007 to review the applications for the Bob Stoddard Scholarship. The committee
will also work on the Jack Atkins Scholarship for next year at the October 17,
2007 meeting.
Code
Review Committee
Paul Kline reported for Don Little. The Committee met on September 26, 2007 and
developed responses to the previous month’s questions on ceiling sheet rock and
pex piping. The responses are on the SVABO web site. The October questions are
related to “path of travel” and are on the web site at this time. Please have
your spokes person go to the web site and respond to those questions. The next
meeting will be on October 31, 2007 at our new location in Folsom. Forward any
questions that concern implementation of the new IBC code to the committee.
Code
Develop Committee
Becky reported for Michael Vieira. Becky said that the committee is waiting for
the publication of the “proposed changes” to the IBC codes that should take
place on December 18, 2007. At that time the committee will prepare a report
for the Chapter concerning the changes that they feel are significant. In the
mean time the committee has received six code change submittals from Gregory
Lake on behalf of the California Fire Chiefs. Gregory has asked the committee
members to review these proposed changes and pass on any comments. The
committee is scheduled to meet in January to discuss the December 18, 2007
publication of proposed changes. The committee will present their report at the
February Chapter meeting prior to the Code Development Hearings which will be in
Palm Springs,
CA February 18, 2008 thru March 2, 2008.

No Report
CALBO
Gene Paolini, President of CALBO stated that he is about half way through
visiting all the Chapters. Gene stated that he appreciates everything that the
SVABO does for CALBO. Gene says that Assembly Bill AB 382 has gone through both
Houses and is on the Governor’s desk. It is the clean up Bill for the AB 2977,
the Swimming Pool Anti Entrapment Law. AB 382 clean up Bill would make the
installation of Anti Entrapment devices enforceable only when a permit was
obtained to remodel or up grade a swimming pool. The Bill will go into affect
January 1, 2008 unless the Governor vetoes the Bill. Gene stated that CALBO and
SVABO should be given a lot of credit because of their efforts with “Leadership
and Advocacy Day” back in May when we met at the Capitol and talked about what
CALBO is and about what Building Officials do. We were well received. We
expressed that we are the Code Officials that have expertise in the Codes. If
you get proposed legislation concerning the Codes; please go through the
Building Standards Commission. CALBO will be participating “Leadership and
Advocacy Day” again next year. The process is to go down to the Capitol for the
day. The morning starts off with a short seminar on the process. CALBO
sponsors a lunch. In the afternoon meetings are set up where you meet with your
local Assembly Person or Senator. This has been a great learning experience.
CALBO will provide a presentation about this at the next ABM.
The ICC conference was
held last week in Reno. California had the largest representation with 260
attendees. Over 2000 folks were in attendance. Code Hearings will be held in
February in Palm Springs, CA. Gene strongly urged folks to become involved with
the Codes and attend.
CALBO has an Access
Committee that is headed by Robert Keefe, a Seismic Safety headed by Jim Hodges,
a Emergency Preparedness Committee headed by Dan Kaiser, a Historical Committee
headed by Dan Chudy, a State Licensing Committee headed by Pete Guisasola and
with Bob Latz assisting, a Green Committee headed by William Schock, a
Legislative Committee headed by Jay Albettar, an Exam Committee is headed by Jay
Albettar, an Energy Committee headed by Jay Albettar and Tom Garcia, a
Communications and Technology Committee headed by Rick Renfro, a State Code
Committee headed by Steve Kiefer, and CTI is headed up by Dan Pavao.
CALBO is working on an
agreement with ICC concerning training and publications. CALBO will be doing
booklets and classes that are California specific. The courses would be
available to be taught by ICC, CALBO or the local chapters. This will be a
great resource for everyone locally, for the State and for Architects and
Engineers and designers outside the State and throughout the country who want
information about California Codes.
CALBO representatives
attended the “League of Cities Meeting” this year and set up a booth and brought
the “Good Wall, Bad Wall”. CALBO had about a 400% increase in folks coming
through the booth by having the “Good Wall, Bad Wall” display. CALBO presented
the message about the professionalism of Building Officials and Inspectors and
what Building Officials and Inspectors deal with on a daily basis. City
Managers, Council Persons and Planners all came through the booth. The “Good
Wall, Bad Wall” is a good way to get folks attention. Gene stated that the “Good
Wall, Bad Wall” may be available to jurisdictions to use for public relations
events.
The ABM is coming up in
March in San Diego, CA. Classes or programs are being planned covering such
topics as the certification program, fire sprinklers, how to deal with remodels
and additions to buildings designed and built under the UBC Codes for compliance
with the IBC Codes, Wild Land Urban Interface, Green Buildings, Photo Voltaic,
State Licensing Committee and a CALBO Legislation Day program. SVABO members
are encouraged to provide feedback concerning their ideas.
CTI training is active
and on going. The next training is November 14, 2007 through November.18, 2007.
CALBO Education Week in Concord will be held November 22, 2007 through November
26. Registration is closed but classes may still be registered for at the door.
CALBO Education Week for the South is the week of November 5, 2007 through
November 9, 2007 at Ontario, CA.
CEC
Chris Olivera stated that the Energy Commission is getting ready to adopt the
2008 Standards. The Standards would be published and go into affect
approximately April, 2009. The proposed Standards may be viewed on the CEC Web
site. Chris brought brochures and CD’s that talk about HVAC change out
requirements and cool roof requirements to the meeting that may be taken back to
the jurisdictions. Contact Chris if you would like these for your jurisdiction.
Chris talked about a new Enforcement and Outreach Division of the Energy
Commission. The new Division will become more involved with training and
educating Building Departments about Title 24 requirements. Chris asked
jurisdictions to contact him if they had any questions.
League of Cities
Pete Guisasola reported there is a strong interest at the Governors office to
make accessibility compliance better in State owned buildings. This extends to
local government facilities such city halls, police stations and corporation
yards. There is an interest to provide education about ADA and accessibility
requirements in general. Pete talked about an ADA program that the Chapter has
been developing to present to the business community and local chamber of
commerce’s about barrier removals. Barrier removal is an issue most businesses
need to deal with.

Nominations Committee
Becky asked Larry Leonard, the chair of the Nominations Committee, to provide a
report on nominations for the 2008 term. Elections will be held in November.
Larry Leonard, Gene Paolini and Michael Vieira were selected as the members of
the Nominations Committee. The nominations are, for the current President Becky
Fraser to be nominated for the position of Past President, current Vice
President Mark Wood to be nominated for the position of President, current
Treasurer Bob Latz to be nominated for the position of Vice President, current
Secretary Rick Swenson to be nominated for the position of Treasurer and Todd
Cunningham from the City of Lincoln to be nominated for the position of
Secretary. Larry reminded folks to please plan to attend next months meeting
where we will take nominations from the floor and voting will take place.
New Business
Rick Julian from Placer County asked the group how many folks were keeping and
how many folks were discarding their corrections notes as a permanent record of
the permit.
Bob Latz stated that 10
vouchers at no charge were available for the next two SVABO classes to
jurisdictions that had a financial need.
Becky announced that
the Yosemite Chapter has a fund raiser golf tournament for their scholarship
program coming up November 10, 2007. You can go the Yosemite web site to
register as a sponsor or a player.
Program
The program was a panel discussion that discussed the challenge of preparing
local ordinances for the adoption of the new Building Codes.
