Minutes of
the
October 13, 2006 Meeting
President
Larry Leonard called the meeting of SVABO to order at Winchester Country Club in
Placer County. Pete Guisasola led us in the flag salute. Self-introductions followed.
We were welcomed to Placer County by Ken Sibley,
Supervising Building Inspector, Placer
County.
The August
minutes were approved as submitted.
Treasurer
Report
Mark Wood
The Treasurers Report was approved as submitted.
Secretary
Report
Bob Latz
A report from the ICC ABM held in Florida included the installation of the new
officers: Wally Bailey, President, Steven Shapiro, Vice President, and voted
from the floor Adolf Zubia, Secretary / Treasurer. Others re-elected as
Directors of the Board were Greg Johnson, Tim Ryan, and Ron Piester to three
year terms. Barbara Koffron was elected to a one year term. Doug Murdock was
newly elected to a one year term and Gregori Anderson was newly elected to a
three year term. Additionally, Rick Weiland was promoted to the CEO position as
James Lee Witt steps down.
The SVABO
Board met and is in the process of finalizing the Committee Procedures. This
document will help in the transition of new Chairpersons and provide information
and guidelines for the committees. Looking forward, we are developing guidelines
for host jurisdictions to provide them with the necessary information to host
Chapter meetings. We are exploring advertising on the Web site in an effort to
generate additional funds to support the Chapter and or help raise the amount
awarded through scholarships. As we have grown, and with the involvement
anticipated toward the code hearings it became apparent to establish a travel
and expense policy to help support those committee members who have volunteered
to represent us. The Chapter should take pride; an audit of the current
membership has revealed that we have 178 General Members, 34 Plus Members, 17
Honorary Members, and 27 Student Members.
Sergeant
at Arms
David Newman
Dave provided a short statement regarding behaviors that could result in fines.
Those items included not having a name badge, cell phones ringing during the
meeting and showing up late. It was suggested to eliminate the Sergeant at Arms
report.
Education
Committee
Nancy Springer
The Committee last met on August 2nd. Brochures for the next
class which will be “Grounding and Bonding” presented by Mike Holt have been
mailed out. The class will be held November 29th and November 30th
at the Hilton Hotel in
Sacramento. The last class was the Load Path seminar with ICC
instructor John Henry held September 13th and 14th and was
extremely successful. Attendance was 98 the first day and over 125 the following
day.
Jan
Hargrave will be providing a customer service class in January. The committee
had the training calendar for the 2007 calendar year completed however, with the
adoption of the “I” codes in 2008, the committee looks to modify the calendar to
include some additional “I” code classes.
While
attending the Florida ABM, a meeting was held between ICC, CALBO, and local
chapters regarding education with specific emphasis on the international codes.
A task force was established and Becky Fraser will be the Chapter’s
representative at subsequent meetings.
The next
meeting will be Tuesday October 17th,

the SVABO offices.
Inspector’s Program
Rick Swenson
An inspectors program was held yesterday. Doug
Beaman from Doug Beaman and Associates, provided “Guidelines for plan review and
inspection of residential Title 24”. This class will be repeated November 8th
at the Samuel
Pannell
Community Center. On October 19th, Bill Brooks, consultant to the
California Energy Commission and SMUD, will be presenting a class on
Photovoltaics.
Future
programs include training from Simpson at their training facility in Stockton.
Code
Review Committee
Mark Wood
The last committee meeting was chaired by Bob Stetson. If you have questions
that you would like the committee to review please forward them to either Paul
Klein or Mark Wood. Review of the last question regarding the definition of a
reception area was discussed. An interpretation from the Fire Marshall was
included. When the question results are tabulated your jurisdiction may want to
see where you stand and consider the way you interpret the code to keep
consistency.
Larry noted
that there are areas within the Building Code that can be difficult to interpret
even for those who administer the Code daily. With that being said, the purpose
of the Code Review committee is to identify those areas within the Code that are
just not black and white so we can forward those to the Code Development
Committee that can take those code issues to the code development hearings and
hopefully integrate language to make it clearer in the code document. Mark added
that the Code Review Committee is the sister committee to the Code Development
Committee. When the results of a question are nearly 50/50 these questions need
further review.
Dan Larsen
commented that the Code Development Committee will be providing an opinion on
the monthly question.
Scholarship Committee
Robert Keefe
At next months meeting the committee is looking forward to announcing the first
Bob Stoddard Scholarship award recipients. The application period was from
August 1st through September 30th. The committee has
received 5 applications during that time period. The committee will meet next
week and consider the 5 applications. The budget this year is $5,000.00 with no
one award exceeding $1,000.00.

CALBO
Gene Paolini
In addition to the information provided in the Secretary report, Gene announced
that California had the largest contingency of the ICC conference with
attendance of over 300 delegates. The ICC / IAPMO proposed code merger agreement
is at rest. ICC stated that based on the governmental consensus process the
membership clearly stated they were opposed to this agreement. CALBO received
the Chapter of the Year award. Some of the criteria that led to the award were
the work in New Orleans, Education programs, and the Code adoption process.
CALBO is currently working with ICC on an MOU to provide for CALBO providing
classes on the state amendments and working with ICC on the “I” codes. CALBO has
been working with the Southern Nevada Chapter to hold a joint education week
called Summer Code 2007. CALBO is taking nominations for awards to be announced
at next years ABM being held in Sacramento. The awards are presented for
Building Official of the Year, Building Department of the Year, Industry person
of the Year, and Instructor of the Year. Shiela Lee has suggested that SVABO
make nominations and how important that is with the ABM being held here. CALBO’s
Foundation is looking for a charity event to be held as part of the ABM.
Education Week held last week in Concord was a success with over 1100 in
attendance. Special thanks to those who participated as either a moderator or
instructor.
Code
Development
Dan Larsen
Dan announced that we had a total of 6 committee members attend the code
hearings. The hearings were 8 days long and the responsibility of the committee
was to cover as many of the hearings as tolerable. The next final action
hearings will be in May 2007 in
Rochester, New York. These hearings will be for the 2009 IBC. The
committee has approximately 30 to 50 items they have identified as items that
need further discussion. One of the concerns was how the ICC members were going
to view the California contingent at the hearings with the knowledge that we
have not been very active up to this point. The SFM office pulled together a
meeting of all interested parties who had similar interests in questionable code
proposals. The conclusion of the meeting was to have the opportunity to
formulate good sound code proposals to be brought forward in Rochester next
year. Dan’s thoughts were to bring other states that have similar concerns on
height and area as California based on geography, seismic conditions and natural
disasters, together we could form a stronger alliance to move code proposals
forward. One of the concerns in talking with others that hold similar views as
California was that during a natural disaster one of the first resources to be
diminished was power that could impair the use of sprinklers for protection.
Monday, the
BSC will be voting on the final items for adoption of the IBC for California.
One of the issues that Dan feels will be drastically different will be the
introduction of the accessible means of egress which will be part of 1007 in the
code. Another issue is the accessible area of refuge.

League of
California Cities
Pete Guisasola
Pete announced that the committee work is wrapping up for this year. Please
contact Pete if you are interested in representing CALBO and Building Officials
as part of a committee with the League.
ABM 2007
Ken Welch
Larry announced that there will be a meeting of the committee directly after the
Chapter meeting today. Ken added that at the ABM March 12th through
the 16th there are a block of rooms at the Sheraton Grand being held
by CALBO consider making reservations early as attendees for March Madness will
begin to come to town around March 14th.

New
Business / Nominations
Mike Rodriguez
The nominations committee was comprised of past presidents Mike Rodriguez, Ted
Schoppe, Yvonne Christopher, and Pete Guisasola. Mike commended the current
Board for their work and commitment to stay in their respective positions for
the past additional year.
The
Nominations Committee makes the following recommendations for the coming year:
Past President, Larry Leonard, President, Becky Fraser, Vice President, Mark
Wood, Treasurer, Bob Latz, and Secretary, Rick Swenson. A vote will be held at
next months meeting.
Announcements
Yvonne
Christopher
With the advent of the new codes, Joe Willer and Yvonne have developed a Butte
College UBC / IBC crossover class that (with approval from the curriculum
committee) will be a night class available in January of 2007. The BIT program
expects to transition to the IBC in the fall of 2007.
Dan Larsen
reported that he has had discussions with Yvonne and with her blessing is in the
process of proposing a BIT curriculum similar to Butte College to the Dean at
Consumnes College.
Yvonne
provided an update on Marvin Root. As you recall, Marvin was injured while
working on his daughter’s home in Canada. Marvin faces a number of surgeries at
UC Davis in an attempt to rebuild his foot.
Program
The program “User Fee Calculations in a Changing Environment” was presented by
MAXIMUS. Speakers included Daniel Edds, Senior Manager – Cost Service Division,
and Stacey Shell, Consultant – Cost Service Division.
Next
Meeting
The next
meeting will be at offices of Carlton Engineering in Shingle Springs November 3rd,
2006.
