Minutes of the October 14, 2005 Meeting
Vice President Becky Fraser called the meeting of the SVABO to order at 10:10 a.m. at the Refuge in Yuba City with 32 in attendance. Ted Schoppe led us in the flag salute followed with a welcome to Yuba City by Becky Fraser, Chief Building Official for the City Of Yuba City. Self-introductions followed.

The August minutes were approved as submitted.

There was a motion to fine president Larry Leonard for not attending the monthly meeting because of personal business. Treasure Mark Wood was found to be innocent of the charge as he was in New Orleans helping with the relief effort. After discussion and a standing vote no fine was issued for the president.

Treasurers Report
Becky Fraser
The Treasures Report was approved as submitted.

Education Committee
The last meeting of the education committee was August 16th, 2005 with 10 in attendance. The “Intro to Building Codes and Plans” class originally planned for one day, turned out to be a great success. The class ended up being popular enough to warrant two days and posted attendance numbers of 172 total.  Nancy Springer announced the upcoming class October 19th and 20th with Mike Holt on the 2002 NEC to be held at the Marriott in Rancho Cordova. They also have classes planned for November 30th and December 1st. This will cover the California Mechanical and Plumbing Codes taught by Roger Fuller of Sacramento County. The next meeting of the Education Committee will be Tuesday October 25th, 2005.  

Plan Review Committee
Paul Klein reported the last meeting of the Plan Review committee was on August 31st, 2005. They are again asking for active participation from all spokespersons in providing responses to the code question of the month. The next meeting of the committee will be October 26th, 2005 at the SVABO offices.

CDRC
Dan Larson reported on the final action hearings of the “I” codes in Detroit at the ICC ABM. He announced that IAPMO and ICC have entered into discussions with regard to working together on Codes. He indicated that the committee had been inactive as of late and urged participation on the committee as the “I” codes move toward adoption. He will begin the process of setting up the committee members and setting the meeting dates.  

CALBO
Matt Wheeler provided the Chapter with an update on the State Agency’s work on the 2004 annual cycle. There was a request to the Building Standards Committee for more time with the hope to be completed by the 2nd quarter of 2006. Matt commented on the PR efforts of CALBO and an anticipated release of the new web design at the 1st of the year.

Gene Paolini reported on the FEMA efforts in Louisiana. He reported that California was the only state currently that has an OES program with safety assessment. There seemed to be some confusion as to the numbers of people currently deployed and how reimbursement for expenses was to be distributed. Ted Schoppe added that if there was interest in helping, contact your section leader through CALBO for further information.

Gene also reported a great turn out for CTI in Concord with over 1,000 in attendance. They are looking forward to the CTI programs being offered in Ontario and in Modesto.

Matt also mentioned that the location of the 2007 ABM to be held here in Sacramento was still under discussion for either the Sheraton Grand or the Hyatt at a cost of approximately $150.00 a night

HCD
Dave Walls commented on their efforts in the 2004 annual cycle and the development of the IBC.  

CEC
No report.

ABM Committee
Ken Welch announced that a meeting of the ABM committee would take place after the Chapter meeting and all who are interested in participating should plan on attending. The 2007 ABM will be held March 13th through March 17th, 2007. There was discussion of the cost of the ABM in Palm Desert and a request to the Board for discussion of monetary assistance to defray the cost for members attending.

Past Presidents
Mike Rodrigues explained the role of the Past Presidents, which is to provide leadership from past experiences and mentor the Board when called upon. Mike provided the Nomination Committee recommendations for next year. Because of the rapid changes that had occurred in the Board positions the nomination committee felt that the current board should stay in place and have another year to serve.

New Business
Secretary Bob Latz brought forth the proposed bylaw change in the membership category to add Student Membership. This change was to help encourage students to become involved in the Chapter. The motion was second and approved.

Yvonne Christopher announced an expanded plan check program to be offered at Butte College. This program would run concurrently with the Building Inspection Technology program.

Steve Carlson asked for feedback regarding how many jurisdictions approve baby guard pool barrier fencing as an adequate means of protection. There was discussion amongst the Chapter with some approvals with modifications and others adamantly denied.

Program
Paul Klein, Assistant Building Official for Yuba County, provided the Chapter with a PowerPoint presentation on the CRW software used in his department.

Next Meeting
The next meeting will be on November 18th, 2005 in Folsom.
