Minutes of the
October 15, 2004 Meeting
President Brett Hale called
the meeting to order at 10:00 a.m. at the Depot Restaurant in Oroville.
Following the flag salute and self-introductions, host Michael Vierra welcomed
all.
Treasurer’s Report:

Upcoming Outreach Program at
Cosumnes River College Tuesday Oct. 19, 2004.
This meeting will assist Cosumnes River students with their interview skills
when applying for a Building Department position.
ICC presented the Chapter with a merit award at the annual
ICC Business Meeting conference. Becky Fraser received the award.
Congratulations to the members of SVABO, who are all instrumental in successful
attainment of such a prestigious award.
Education Committee:
Rick
Renfro reported that the Accessibility class presented by Robert Keefe was well
attended. John Henry will be teaching a seminar about Wood Frame Construction
on Dec. 1st and 2nd. John Henry will be teaching for the
Yosemite Chapter as well. The next Education committee meeting is Oct. 21st
at 2:20 p.m. in Roseville. Rick Swensen reported that the Youngdahl special
inspector program was excellent.
Plan Review/CRDC:
Mark Wood reported that the direction taken by the Plan Check committee toward
the monthly surveys is catching on. The responses compiled by the committee are
useful in helping jurisdictions make decision based off membership opinion Mark
requested members to forward questions to him and the committee. Their next
meeting is on Oct. 28th from 1-3pm at the Natomas Permit Center
located at 2101 Arena Blvd. Ste. 200.
Brett Hale reported on CRDC
for Kevin Reinertson. Brett indicated that there have been few changes at the
state level. The updated table will be included in the minutes.

HCD has
submitted the rewrite of Chapter 11A and structural updates for Title 24,
Part 2 the California Building Code to the California Building Standards
Commission (CBSC) August 2 for the 2004 Annual Code Cycle.
SFM has
posted on their web site the proposed Urban Wildland Interface Building
Standards. These proposed standards are slated to be advanced in a
emergency rule making cycle if accepted by the SFM. The File Life Safety
Advisory Board met October 8 and voted 5 to 4 to recommend to the SFM that
these standards be adopted as amended by them. |

CBSC report |
CBSC meeting September 15
Monographs for the 2004 annual rule
making cycle should be published by the end of November. CBSC Code
Advisory Committees should start meeting in January and February

Proposed Effective date of CEC, CPC,
CMC & Calif. Energy Code |
Title 24, Part 3, 2004 California
Electrical Code Publication is being proposed by the CBSC to be by the end
of the year. The BSC publication committee met July 20 to discuss the
publication of Title 24 Part 5 the 2004 California Electrical Code (CEC)
using the 2002 National Electrical Code as the base reference.
Commissioners Hill, Brink and Sauer voted unanimously to recommend to the
full CBSC that the CEC be published out of sequence without the build,
plumbing and mechanical codes.
HCD has also resubmitted to the BSC
Title 24 Part 4 and 5 the California Plumbing and Mechanical Codes using
the 2003 IAPMO model code as the base reference. At this time, the
CBSC has not stated a proposed effective date for these codes (possibly in
the first or second quarter of 2006). Proposals originally submitted to
the CBSC 10/24/03 for the CPC and CMC had been pulled back by the State
Agencies due to executive order S-2-03 form the Governors office.
The 2005 California Energy Code is
to be published by April 1, 2005 with an effective date of October 1, 2005
(these dates were established by the Energy Commission last November. |

Public Relations:
Members set up a booth at the BIA shoot out.
The association looks forward to building relationships with the building
industry.
Liaison Reports:
Greg reported that the Sacramento Valley Fire Marshals Association is looking
forward to the next joint meeting in May 2005. They are looking to have a
combination pex system installed in one of the structures at the fire training
center. The Fire Marshals asked for the Building Officials position on flex
sprinkler heads. The system is held in place by the T-Bar and is not directly
supported by the ceiling. The general feeling of the group was that the system
did not compromise the structure.
CALBO:
Gene Paolini reported that about 900 people attended the Concord Ed Week. CALBO
also presented a mini Ed Week in Modesto this year. The next Ed Week is
scheduled for Ontario in November. CALBO is working toward hiring a Public
Relations firm to assist local Building Departments. CALBO was set up a booth
at the League of Cities annual business meeting. CTI has asked CALBO to look
into a State Certification program. The next ABM will be held in Yosemite
presented by the Yosemite Chapter from Feb. 28th through March 4th
2005.
