Minutes of the August 10,
2007 Meeting
President
Becky Fraser called the meeting to order at the Dante Club in Sacramento. Robert
Keefe from Wildan led us in the flag salute. Self-introductions followed. We
were welcomed to the Dante Club by Carl Hefner from the City of Sacramento
Building Department.
The July
minutes were approved as submitted.
Treasurer Report
The Treasurers Report was approved as submitted.
Secretary Report

Presidents Report
Becky Fraser talked about a discount on code
books offered by ICC to those who buy books from the Chapter. The discount
appears to apply to individual books and not packages. We need to order at
least thirty copies to obtain the discount. Beck will also be contacting IAPMO
to find out if individuals and jurisdictions can purchase Plumbing and
Mechanical code books through our Chapter. Contact Becky by email if you are
interested. Her email address is on the SVABO web site. Becky stated that NFPA
will be offering 4 training opportunities for northern California. The training
will be based on the 2005 NEC and include a free NEC 2005 Code book. Class size
is estimated to be 150 persons for each class. Details are currently being
worked out. The chapter is planning on having the Free Inspector Training
Program offer two of these classes. At this time one class is being planned for
Lincoln and the other for Yuba City. Details may change. Check the SVABO web
site for the details when they become available.
Committee Reports Education Committee
Robert Keefe stated that for the last 5 seminars
we had a total of 468 attendees. The next IBC training is sold out. The
training will be August 15 and August 16. Both seminars will be presented by
ICC.instructors. The seminars will be held at the Woodcreek Golf Course in
Roseville. There will be an ICC class offered on September 12 and repeated on
September 13. The class will cover the 2006 IBC Special and Mixed Occupancies.
These classes will be held at the Woodcreek Golf Course in Roseville. Robert is
trying to schedule another ICC 2006 IBC Nonstructural course some time in
November if possible. The next Education Committee is scheduled for august 22
at the SVABO office.
Free
Inspector Training Program
Todd Cunningham stated that the next free inspector training program will be
held in Lincoln on October 11, 2007. The topic of training will be guide lines
for installation and inspection of wood trusses. Please register with Todd to
save your spot. Information is available on the SVABO web site. The Free
Inspector Program is planning 4 to 5 classes for 2008. The goal is to have each
class repeat so that jurisdictions can send half their inspectors to each
session. Todd said that the Senior Inspector Breakfast Meetings have been very
successful. The last meeting was held on August 7 in Lincoln. Approximately
twelve inspectors attended. The group discussed inspection issues as well as
providing suggestions for topics for training for the Free Inspector Program.

Scholarship Committee
Becky reported for Bob Latz. Becky stated that the Bob Stoddard award
application is closing in September. Phillip Austin and Charlyn Akers were
present at the SVABO meeting to receive their Jack Atkins Scholarship awards.
Brett Schoppe received an award but was not able to be present. The next
meeting will be October 17 at the SVABO office.
Code
Review Committee
Paul Klein stated that the Code Review Committee met on July 25. The results to
last month’s code discussion questions are available on the web site. This
months questions deal with exterior eave and opening protection, restroom
accessibility requirements and pool barrier requirements. The next meeting will
be August 28 at the SVABO office.
Code
Develop Committee
Greg Mahoney reported for Michael Vieira. Greg stated that as the Chapter
starts using the IBC code, we will become more aware of issues concerning the
codes that we need to address. The goal for the Chapter is to become
influential in the code development process. The chapter needs the help of its
members to help us come up to speed with the new IBC codes. Please contact
Michael Vieira if you would like to be involved. A meeting will not be
scheduled until the publication of the monograph which should occur December 18,
2007.
CALBO
Becky reported for Pete Guisasola who was not able to be present. Becky talked
about the emergency repair clean up bill for AB2977, the pool anti-entrapment
bill. Work is being done to change the bill so that it would require
anti-entrapment provisions when a pool is remodeled. Becky stated that CALBO
has an emergency preparedness committee that is working on a “placard ordinance”
and an “emergency repair ordinance”. Becky stated that William Schock is
supported by CALBO for a position on ICC Board. The CALBO summer code training
program has been a success.

CSLB
Dennis Leavitt, an enforcement manager of investigations, talked about a pilot
program that is under way to deal with the problem of un-licensed swimming pool
consultants and un-licensed manufactured home consultants working illegally.
CSLB is available to help building departments deal with issues such as,
contractors that are not licensed, owner builder laws, and home owners using
unlicensed contractors. Dennis clarified that when the value of the labor and
material for a job was over $500 that a contractor’s license is required.
Dennis stated that the bulk of the construction industry is doing good work.
The complaints that the CSLB gets are on only about 3% of the contractors.
IAPMO

CEC
Chris Olivera, our representative from the Energy Commission, said that the
Energy Commission has plenty of brochures and handouts available for Building
Departments for their counters. Contact Chris for more information. Chris was
asked to try and bring brochures to the next SVABO meeting.
League of Cities

Old Business
Mark Wood gave a special thanks to Dan Larsen for all the hard work that Dan has
been doing to help us become knowledgeable as to what ordinances jurisdictions
may need in regards to the new codes.
New Business
Becky reported that the board retreat was very successful. Goals and objectives
for the organization were clarified. Budgets for committees were reviewed. A
tentative 2008 SVABO calendar was discussed and set. The board discussed the
potential to hold a SVABO annual business meeting in 2008 or 2009. Committee
reports were given that included accomplishments, goals and recommendations.
The cost of the SVABO monthly meetings was discussed. The annual dues will go
up from $30.00 a year to $50.00. The Plus Membership will go from $195.00 to
$255.00 a year. The lunch will go from $15.00 to $20.00. Mark Wood stated that
the chapter would still be subsidizing the cost of the meetings even with the
increase to the $20.00 lunch cost. The new fees will go into effect in
October.
Code Discussion
Announcements
Dan Larsen stated that there will be a section in the 2009 IBC that deals with
Live Work Occupancies. Dan requests that anyone in a jurisdiction that has
policies or procedures for Live Work Occupancies, please contact Dan.
Nancy Springer asked if
anyone was providing IBC Code training for contractors or architects. Becky
stated that Yuba County is providing information about the IBC requirements at
Town Meetings. Dan Larsen said that the City of West Sacramento is providing
some out reach type training on the IBC requirements to architects and
contractors in West Sacramento.
Next Meeting
The next meeting will be held October 12, 2007 in Placer County. Check the
SVABO site for the time and exact location.
Program
Bill Brooks, of Brooks Engineering presented an excellent presentation on
“Inspector Guidelines for PV Systems”. Bill invited those jurisdictions that
are in SMUD area to contact him if they would like him to provide training for
their inspectors on PV installations.
