Minutes of
the
August 11, 2006 Meeting
President
Larry Leonard
called the meeting of SVABO to
order at Serrano Country Club in El Dorado Hills. Rick Reid led us in the flag
salute. Self-introductions followed. We were welcomed to El Dorado Hills from
Larry Lohman, Building Official, El Dorado County.
The July
minutes were approved as submitted.
Treasurer Report
Mark Wood
The Treasurers Report was approved as submitted.
Secretary Report
Bob Latz
At the Board retreat there were many topics of discussion on the future of the
association. One of items the Board studied were the roles of the Code Review
and Development Committee and the Plan Review Committee. The Board felt the role
of the Code Development Committee was to develop code as it relates to code
changes and proposed code amendments. The role of the Plan Review Committee was
to look at the existing code and try to provide language or interpretation that
would be consistent for enforcement within jurisdictions. There may be occasion
where the Plan Review Committee may find poorly written code that they felt
should be reviewed for change and those recommendations would be sent to the
Code Development Committee. With that being said and to be consistent with the
bylaws, the Board confirmed the name of the two committees to be the Code
Development Committee (CDC) and the Code Review Committee (CRC).
Scholarship Committee
Robert Keefe
The Bob Stoddard Scholarship program is in its application period. It began
August 1st and will be open until September 30th.
Eligibility is limited to BIT students and to members of the association. At the
recent Board meeting, the budget for the scholarship program was increased from
$2,000.00 to $5,000.00. We will continue to limit the top award to $1,000.00 so
we could have 5 or possibly more awards. A flier has been sent to both Consumnes
River College and Butte College.
Robert
presented the Jack Atkins Scholarship award of $1,000.00 to Karina Lau, daughter
of Jerry Lau, and a $250.00 award to Mesha Perry, daughter of Skip Perry, who
were both present to receive their awards. Karina will be a freshman at UCLA
studying mathematics. Mesha Perry will be a junior at Chico State studying
business administration.
Education Committee
Nancy Springer
The Committee last met on August 2nd. Brochures for the Code
Enforcement class with Josh Pino have been mailed out. A change was made to have
only one class instead of two because of attendance numbers. The class will be
held August 24th. The committee continues to work on the training
calendar for the 2007 calendar year. With the forecast of adoption of the “I”
codes in 2008 the committee looks to include some transition classes.
The next
seminar will be the Load Path seminar with ICC instructor John Henry. If you
have taken this class before John has updated the material and the class and is
scheduled for September 13th and 14th.
The
following class will be Mike Holt’s Grounding and Bonding November 29th
and 30th at the Hilton Hotel in Sacramento. It will be the same class
each day.
From the
Board retreat the Committee was given direction to find new people who may have
an interest in teaching. If you have an interest in teaching or have ideas for
new classes please see Nancy, fill out one of the forms provided at the meeting,
or see a committee member. The committee is looking into having a specialist
come and review the classes and the instructors to offer innovative ways to
improve.
The next
meeting will be Thursday August 31st, 12:00 pm at the SVABO offices.

Plan
Review Committee
Mark Wood
Mark announced
the new name of the committee as the Code Review Committee. Mark briefly
reviewed the results of the June question and encouraged the designated
spokespersons to contribute each month. He mentioned that the answer given
should be from the jurisdiction being represented rather than the individual
responding. The August question has been posted on the Web site.
The
question of the month can be a combination of both questions and a survey. The
results, as well as results from past questions, are posted on the Web site.
The
committee’s intention is to provide a method of consistent enforcement of code
by posting the results so jurisdictions can see where they stand through the
efforts of the association. In addition, the committee will draw a consensus for
a committee supported response. There is an effort on behalf of the committee to
provide a method to search for key words to find results of question and
surveys.

meeting will be August 30th

Past Presidents Council
Mike Rodriguez
Mike explained that the Past Presidents don’t meet regularly, only upon request
of the Board. The Past Presidents serve the Board as an advisory committee to
provide historical reference or render an interpretation of bylaws. One of the
tasks to be reviewed by the committee that came from the retreat is an
interpretation of the different membership categories particularly article 3
section 3.1 on whether an industry member would be allowed to serve on the
executive committee. The Past Presidents will be meeting and several past
presidents will be called upon to make a recommendation to the Board at the next
Executive Board meeting to be held in September. The nominations committee which
consists of Mike Rodriguez, Yvonne Christopher, Pete Guisasola, and Ted Schoppe
will be submitting their recommendations at the October Chapter meeting.
CALBO
Gene Paolini
CALBO’s new Web site is up and running. The new look will feature 3 new homepages
to include one for Building Officials, one for the Construction Industry, and
one for Consumers. Minutes, after approval, from the Board meeting will also be
included on the site. The Legislative Committee has finished for the year.
Notable assembly bills from this year were 1278 State Seismic Board and 2977
Pool Barriers.
CALBO is
working on a membership drive to encourage a renewed interest in being a member.
They are offering some incentives such as educational credits through CTI. In
the June news Pete Guisasola had an article relating to an MOU with CSLB. Gene
encouraged everyone to take an opportunity to read the article. Contained within
the article were phone numbers and contacts to spirit cooperation between
Building departments and the Contractors board. CALBO has an agreement with CSLB
to provide for direct phone lines for information and to help with the
enforcement of unlicensed contractors.
Through the
code adoption process it is believed that we will adopt the 2006 UMC rather than
the 2003.
Through CTI,
a number of concrete classes are available to be held at Woodcreek and
throughout the State. Ed Weeks will be held the first week of October in Concord
and November 13th through the 17th in Ontario.
Certifications for the state amendments in a joint effort of CALBO and CTI will
be available online until December 2006. The next CALBO Board meeting will be
held August 25th and 26th and CTI will be meeting August
24th. A question was raised about the ICC position with IAPMO after
the Denver teleconference. CALBO has no official response at this time.

Fire
Marshall Report
Greg
Lake
Greg mentioned the State Fire Marshall’s office has put together an advisory
board for residential care facilities. The committee will be looking at
revisions of the State Fire Marshall interpretations that are difficult to
understand. If there are any questions please forward them to Greg and he will
see that they are reviewed by the committee.
League of
California Cities
Pete Guisasola
Pete mentioned that there are basically two representatives to the League being
himself and Brad Remp. They keep in contact with the League to provide insight
on issues important to Building Officials that might not normally be important
to them. Three issues that they are currently working on are the pool barrier
issue, which had to do with certifying the barrier system which is quite
different than inspecting pool barriers. They were able to work through those
changes but be aware that in the future we will probably have a requirement for
two barriers instead of one. Another topic was the area of lowlands and dealing
with flood and levy issues that is still working through legislation. The third
item is the rapport and confidence the League has in the relationship with the
Building Officials. This will help us should we have issues that we are in need
of their support.
ABM
(2007)
Ken Welch
The
committee met at the last Chapter meeting. All subcommittees are on track. We
look to have another meeting at the conclusion of the October Chapter meeting.
Larry is on schedule to send out letters asking for contributions to the 2007
ABM.
Old Business

New
Business
Bob Latz
Another item that was brought forward from the Board retreat was the formation
of a past committee chair position. This is similar to the Past Presidents
Committee in regard to helping the new committee chairs keep on task and fulfill
the goals set in motion. In an effort to keep moving forward on established
goals a binder will be handed down to the newly appointed committee chairs and
the past committee chair will act as an advisor to the committee to provide
insight and history.
Another
item from the retreat was to have OMG look into enhancing the existing SVABO pin
to include a banner that reads ICC ABM Florida 2006.
CDRC
Dan Larsen
Dan announced that the committee will be having an orientation on the
proposed code changes. The subcommittees have been working on and bringing
forward topics of interest that they felt needed to be explored.
Larry
cleared up any confusion about the direction of the Board, as a result of the
retreat that may have been misinterpreted, with the committee continuing in the
same direction but using the name Code Development Committee as outlined in the
bylaws. The plan review committee will henceforth be known as the Code Review
Committee.

Announcements
Mark Wood announced
the hiring of Greg Mahoney as his Assistant Building Official.
Rick Reid
announced a workshop at Simpson in Stockton in September. Look for a posting on
the SVABO Web site.
Program
Virgil Toothaker along with Todd Crawford and Jim Wassner of El Dorado County
provided a power point presentation on Creating a Department Operations Center.
Next
Meeting
The next
meeting will be at the Winchester Country Club in Placer County October 13th.
