Minutes of
the
August 12, 2005 Meeting
President Larry Leonard called the meeting of the SVABO to order at 10:05 a.m.
at the Sacramento Zoo. Ted Schoppe led us in the flag salute followed with a
welcome to Sacramento by Ron Beehler, Chief Building Official for the City Of
Sacramento. Self-introductions followed.
The July minutes were approved
as submitted.
Treasurers Report
Mark Wood
The Treasures Report was approved as submitted.
Education Committee
Nancy Springer announced the upcoming classes
beginning August 31st, 2005 with “Introduction to Building Code”
presented by Robert Keefe and Nancy Springer to be held at KVIE. On October 19th
and 20th will be Mike Holt’s class on the 2002 NEC to be held at the
Marriott in Rancho Cordova. The next meeting of the Education Committee will be
August 16th, 2005.
Plan Review Committee
Paul Klein reported the last meeting of the Plan
review committee was on July 27th, 2005 in which they are developing
a revised list for participation of the code questions. They are working on
distributing responsibilities to committee members. New questions are posted on
the Web site. There was some discussion on having the questions cataloged on the
Web site for referral. The next committee meeting will be August 31st,
2005 at the Natomas Permit Center.
CDRC
Kevin Reinertson announced that the final action
hearings on the “I” codes would be taking place in Detroit at the ICC ABM. He
indicated that the committee had been inactive as of late and urged
participation on the committee as the “I” codes move toward adoption.
HCD
Kevin Reinertson reported the 2004 annual adoption
cycle looks to become effective early 2007. They currently have been heavily
involved in the Chapter 11 re-write. A question regarding PEX piping was raised
and addressed by Dave Walls. The conclusion was that we are in the same place we
are currently.
Dan Larson
made an appeal to the Chapter to become involved with the new code adoption. The
State Fire Marshal is forming
work groups to assist in the review of materials for the upcoming adoption of
the California Building Code and California Fire Code. 14 work groups based on
occupancy are forming and the work plan calls for a holistic approach to public
safety when developing the state construction codes and evaluating the proposed
amendments to those codes. The intent is the final adoption package will include
amendments necessary to reasonably maintain the current level of fire and life
safety provided in California. Dan provided a handout for all those interested.

Council
Mike Rodriguez stated there was no report.
Public Relations
Rick Reid stated there was no report.
CALBO
Gene Paolini reported that CALBO was working on a new
look for their Web site. Currently, they are working on a market expansion to
include a “Train the Trainer”. Sacramento has been selected to host the 2007
ABM. CTI and ICC have entered into an agreement to provide for a CALBO State
Certification program. For those who hold ICC certifications only the State
amendments portion would be required to receive the credential. Gene reminded
everyone of the upcoming Education weeks to be held in Concord and Ontario in
October, and Modesto in November. They are looking to expand a Spring and Fall
Ed week in San Diego and/or perhaps Orange County.
ABM Committee
Ken Welch provided information that the Sheraton Grand
has been selected as the host hotel for the CALBO ABM 2007. CTI will handle the
education portion of the program. Mike Rodriguez will chair the Golf Committee
and Dan Larson will chair the Companion Program. Ken emphasized the need for a
mentoring program that will provide for some of the “younger” members to gain
experience and take ownership of the ABM responsibilities. The committee will be
looking for volunteers to be mentored in the hosting of the ABM as well as the
Golf Tournament and the Companions Program.

Scholarship Committee
Robert Keefe presented the Scholarship awards for
2005. In attendance and receiving an award of $500.00 was Cheyne Close and in
attendance and receiving an award for $1,000.00 was Brett Schoppe. Michela
Bannon could not be present but was awarded a $500.00 Scholarship.
Fire Protection
Greg Lake was interested in a response from the
Building Officials regarding the inspection and approval of residential fire
sprinkler systems. Greg said they had no problem with the local jurisdictions
performing the inspections and or having a licensed C-16 plumber inspect both
the domestic water system as well as the Fire sprinklers. Please send any

Mark Kluver
provided the membership with an analysis that compares the IBC and UBC with
regard to maximum aggregate floor area and story heights. Since the differences
seemed to so vast, and it appeared we were headed in the direction of adopting
the “I” codes, he felt it important to show one of the many differences of the
two codes. Another reason to become involved in the code adoption process.

New Business /
Announcements
The City of Lodi announced they are looking for an
Inspector and a Permit Technician. Larry Leonard notified us that he had
received a letter from Dave Martinez, City of Big Bear, asking for sponsors for
the 2006 ABM. There was some discussion as to the benefits of a Sponsorship for
a Hospitality Suite or a Gold Membership. A motion was brought before the
Chapter and after consideration the motion was withdrawn and a recommendation to
have the Board discuss the request at its next Board meeting. Becky Fraser
reported she was working on the final details for this year’s Holiday Party.
Nancy Springer announced the retirement of Greg Lamb, County of Tuolumne.
Program
Gary McDowell, Chief Electrical Inspector for the City
of Sacramento, provided a power point presentation on the National Electric Code
2002 and an Analysis of the Changes.
