Minutes of the August 13, 2004 Meeting
President Brett Hale called
to order the Association meeting 10:10 a.m. The meeting was held at the
Cathedral of the Sacrament in Sacramento. Following the flag salute and
self-introductions, host Dennis Richardson welcomed all. The program preceded
our general business meeting.
Program:
A brief presentation of the current renovations was given, followed by a tour of
the Cathedral.
The July 09, 2004 minutes
were approved.
Treasurer’s Report:
Report by Larry Leonard. Approved as submitted.
Committee Reports:
Education Committee:
Becky Fraser announced the upcoming education class on Chapter 11B Accessibility
taught by Robert Keefe. This class will be held on Sept. 15th and 16th
in Roseville. Robert Keefe presented the scholarship awards to Jordan Boilon
and Patric Purvis. Each award was $1,000. Congratulations.
Plan Review/CRDC:
Members were encouraged to participate in the monthly question on the
association’s web site.

A discussion pertaining to soffit
ventilation and floor coverings took place.
Next Meeting:
The October 15th meeting of SVABO

Agency Adoption process |
HCD has
considering proposed structural updates to the 2001 CBC. these amendments
are the same or similar to those which were proposed by the BSC as an
emergency rule making package, HCD will be holding a public workshop in
the future for these amendments.
HCD is continuing the process of amending the IRC.
Several State Agencies have halted the review process of the amendments
proposed by the NFPA consultants to the NFPA 5000 and NFPA 1 until
copyright and licensing issues are resolved. |

CBSC report |
May 12 CBSC meeting.
Steve Winkle was voted in as the Vice Chair.
The proposed energy amendment package to be submitted to the CBSC was
postponed till the July 21 CBSC meeting. Valerie Hall and Bill Pennington
from the Energy Commission gave a report on the proposed regulations and
the process to amend those amendments.
Rich Friedman and Chris Anderson from HCD gave a report on the automatic
gas shutoff valves for seismic and excess flow valves.
SB1992 required HCD to to consider
whether to propose the adoption of regulations mandating the installation
of seismic gas shutoff devices and/or excess flow gas shutoff devices in
all or a portion of dwelling units, motels, hotels and lodging houses. The
determination whether to propose building standards were to be made during
the annual code adoption cycle following January 1, 2003. Any proposal to
the CBSC must include an analysis of the cost and safety benefits of the
proposal. If the Department’s determination is not to propose building
standards mandating the installation of seismic gas shutoff devices and/or
excess flow gas shutoff devices, SB 1992 requires the Department to
explain in writing the rationale for its decision. The report can be

Proposed Effective date of CEC, CPC, CMC |
Agencies will be resubmitting* the CPC
and CMC packages to the commission by August 2 to begin the CBSC rule
making process for the
2004 Annual Code Adoption Cycle.
At this time the CBSC has not stated a proposed
effective date for that cycle (possibly in the first quarter of 2006).
*Proposals originally submitted to the CBSC 10/24/03 for the CPC and CMC
had been pulled back by the State Agencies due to executive order S-2-03
form the Governors office. |
