Minutes of the July 13, 2007
Chapter Meeting
President
Becky Fraser called the meeting to order at the Cold Springs Golf and Country
Club in Placerville. Joe Willard from
Butte College led us in the
flag salute. Self-introductions followed. We were welcomed to the Cold Springs
Golf and Country Club by Larry Lohman, Building Official for Eldorado County.
The June
minutes were approved as submitted.
Treasurer Report
The Treasurers Report was approved as submitted.
Secretary Report / No report
President's Report
Becky Fraser talked about a discount on code
books offered by ICC to those who buy books from the Chapter. The discount
appears to apply to individual books and not packages. We need to order at
least thirty copies to obtain the discount. Contact Becky by email if you are

Becky talked about two new
committees that have been created at the board level. One committee will
develop a power point type presentation on handicap accessible issues pertaining
to businesses that could be presented to local Chamber of Commerce’s or business
groups. Pete Guisasola has offered to be a part of this committee. The goal of
the committee is to provide basic information to the business community to help
explain handicap accessible requirements. Please provide any ideas to Pete.

A second committee will be led
by Craig Sarmentoc. This committee will develop an on going community outreach
program. The committee will organize projects designed to help homeowners
repair and maintain their homes. Contact Craig by email if you are interested

The board will be holding a
planning meeting at a retreat to be held the end of this month. Becky requested
that members email her any suggestions or topics for discussion so that they can
be discussed.
Vice
Presidents Report
Mark Wood reported that last month twenty members renewed their memberships and
seven new members joined SVABO.
Committee Reports Education Committee
Rick Julian talked about the last seminar that
was held on June 19 and 20th. Approximately 140 folks attended.
Those who attended the IBC training said the training was quite good. The next
IBC training will be August 15 and August 16. Both seminars will be presented
by ICC.instructors. The seminars will be held at the Wood Creek Golf Course in
Roseville. Go to the SVABO web site to register for these classes. The next
free inspector training program will be held in Lincoln on October 11, 2007.
Information is available on the SVABO web site. The next education meeting will
be held on August 22 at the SVABO office.

Scholarship Committee
The scholarship committee met on June 19, 2007. Five applications were reviewed
for the Jack Atkins Scholarship. One application did not meet the application
requirements. Out of the four applications there were three that received
awards. The winners will be asked to attend next months SVABO meeting for a
presentation of the scholarships.
CALBO
Rick Renfro stated that next meeting for the board of directors is Friday and
Saturday of next week. Rick talked about the Summer Code Education Week in Los
Vegas that was held. CALBO partnered up with the Southern Nevada Chapter to
provide training. Classes were quite good. About 75 to 80 folks from
California attended.
Fire Protection Officers Association
Greg Lake reported that they are still reviewing the effects of the Rochester
New York Code Hearings. Greg talked about the measurement of corridors and door
hardware. Greg talked about the interest in residential sprinkler
requirements.
HCD / No
Report
CSLB
Dennis Leavitt, an enforcement manager of investigations, talked about efforts
the CSLB is making to help building departments establish relationships with
their investigators. CSLB is available to help building departments deal with
issues such as, contractors that are not licensed, owner builder laws, and home
owners using unlicensed contractors. The CSLB is working currently in the Tahoe
fire area arresting unlicensed contractors. Contracting in a disaster area with
out being licensed is a felony.
IAPMO
Roger Fuller stated that code books are available at a discount when ordered
from our local IAPMO organization. Roger mentioned that there are various
plumbing and mechanical code changes that are being studied. Roger stated that
regulations regarding kitchen hoods have changed significantly. IAPMO meetings
are held the third Thursday of the month. The next meeting will have a training
presentation by a HERS rater. Contact Elaine Rose if you are interested in

CEC
Chris Olivera will be our new representative from the Energy Commission. Chris
is an energy analyst who has served on the hot line for about four and a half
years. Chris will be attending our meetings as much as possible. Welcome
Chris.

Old Business
Dan Larsen would like to have jurisdictions contact him that would like to get
together and discuss preparing local code ordinances.
New Business
Ken Welch stated that the ICC annual conference and education program that is
coming up September 30 through October 3, 2007 in Reno, Nevada. Ken wanted to
know if we were developing a pin for the chapter. Jim Green will be organizing
the motorcycle ride at this event. Check the ICC web page for the registration
package that is available online.
Paul Klein asked if any
jurisdiction had performance evaluation forms that are division specific.

Code Discussion
Rick Swenson asked jurisdictions what they were doing to assure that fire
protection folks would be protected when on roofs with large photo voltaic
systems.
Becky Fraser stated
that there may be some challenges for protection of openings between three and
five feet for construction such as planned developments.

Next Meeting
The next meeting will be hosted by the City of Sacramento. It will be held at
the Dante Club, 2330 Fair Oaks Blvd. The program topic will be “The Inspection
Process for PV Installations” by Bill Brooks, P.E. Brooks Engineering.
Program
Larry Lohman and Bob Green presented an excellent presentation on how the County
of El Dorado handles expired permits.
