Minutes of
the
July 14, 2006 Meeting
President
Larry Leonard
called the meeting of SVABO to
order at Butte Creek Country Club in Chico. Terry Knox led us in the flag
salute. Self-introductions followed. We were welcomed to Butte County from Scott
Rutherford, Building Official, County of Butte.
The June
minutes were approved as submitted.
Treasurer Report
Mark Wood
The Treasurers Report was approved as submitted.
Secretary Report
Bob Latz
Bob thanked
the committee chairs for the submittal of their budget items. The Board will be
meeting for the retreat at the end of July.
Education Committee
Bob Latz for
Nancy Springer
There was
no meeting of the education committee last month. Bob made the announcement,
complete with brochure, of the next class scheduled for August 23rd
and 24th, on Code Enforcement with Josh Pino at KVIE. A reminder that
pre-registration is required as we will not be accepting walk-ins. The class
size will be limited to 90 participants per day.
The
committee continues to work on finalizing the training calendar for upcoming
classes in 2007.
The next
meeting will be Wednesday August 2nd, 12:00 pm at the SVABO offices.
Plan
Review Committee
Paul Klein
The Plan
Review Committee last met on the 28th of June with 9 participants.
Paul noted a low response to the monthly question. The responses were posted on
the Web site as well as the July question. July’s questions cover the topics of
Dimensional Tolerances (accessibility) and Private Swimming Pool Barriers.
Next
meeting will be on July 26th, 2006 at the SVABO office.
CDRC
Dan Larsen
Dan announced a meeting of the committee following the Chapter meeting to
discuss committee member participation and travel arrangements to the code
hearings in September.
The ICC has
available two volumes of proposed code changes that will be heard in September.
The committee has dispersed different sections to members for review but does
not anticipate bringing any changes to the hearings this year.
Dan
mentioned that he also chairs the California Access Committee for CALBO and they
are currently reviewing the
Building Standards Code change provisions for the California Building Code.
Currently, the State Fire Marshal’s Office is in the process of transitioning to
the IBC and taking the state provisions and integrating them into the IBC as
well as the other state agencies. Chapter 10 (chapter 1007 accessible means of
egress) of the IBC and the California access provisions conflict drastically.
Dan pointed out that one of the more significant changes is the exception for
areas of refuge and the use of sprinklers currently found in the CBC, in the IBC
there will be no exceptions. Another example of changes will be the requirement
of accessible elevators for buildings 4 stories or more.

Inspector’s Program
Rick
Swenson
Rick asked
the Chapter to keep their eye on the Web site for future inspector’s classes
beginning in the early fall. Proposed classes include photovoltaic and HERS
raters. A question was raised about the splitting of classes over two days as
opposed to one and popular opinion sided with the two days to provide for as
many staff members as possible to attend.
CALBO
Rick Renfro
The last
board meting of CALBO was held June 24th and 25th. The
height and area tables were of significant discussion at the meeting and CALBO
will be taking proposals to the upcoming code hearings in September. Leadership
and Advocacy day in Sacramento had over 20 delegates to meet with legislators
and local representatives and tour the State Capitol. CALBO has applied for
recognition from ICC as Chapter of the year at the ABM. CALBO is working on a
recruitment drive for membership. CALBO is one of the associations participating
in the Western Pacific League of Building Officials. This is made up of WABO,
OBO, CALBO, and Nevada.
Nevada has
asked to partner with CALBO to provide education at their Education Week.
CALBO and
CSLB have been working on an MOU to help educate Building Officials in addition
to the public regarding the pitfalls of unlicensed contractors.
California
Building Standards Commission will be meeting on July 27th, under the
leadership of Dave Walls newly appointed as the Executive Director.
With the
upcoming need of expanded training with the new codes, CALBO CTI will be
developing an education plan to meet the training needs of members and industry
colleagues.
The CALBO
Foundation was kick started with a unanimous vote of funds to get started. This
program was developed to help with programs for the local community.
The
Communications and Technology Committee is asking for articles to help broaden
the scope of the newsletter.
CALBO
Bylaws committee is reviewing the bylaws and will be submitting any changes
necessary to keep current.

CTI
Daryl Wiley
The CTI
Commission met last month and is looking for a variety of ways to provide
education in California. They also met with the Tri-Chapter hosted by John
LaTorra to try to coordinate the many kinds of training being offered. At that
meeting, they came up with a list of trainers and organizations available to
provide such training and ICC was a participant at this meeting. CALBO will try
to manage a calendar on their Web site of all the available training
opportunities throughout the state. They are looking at providing training
through other means like IAPMO and the electrical code organizations.
Currently,
there are 4 education weeks provided through CALBO. There was one in San Diego,
next week in Modesto, Concord in October, and Ontario in November. They are
looking to add more with all the training needed you may soon see an Education
Week every other month.
CTI is
asking for those interested to consider becoming an instructor. This process is
a three part process and starts with moderating a class to learn the procedures,
partner with an instructor to learn the material, and then you too can teach a
class.

for the support of the Chapter to the State Fire Marshall’s Office for
recommendations of amendments for height and area limitations. If you are able
to attend the hearings on the 24th, 25th, and 26th
of July they would appreciate your support.

however, the Committee will be meeting directly after the Chapter meeting today.
Old Business

Larry shared
the final tally on the profit from the ICC/ CALBO/ SVABO Code Forum in February.
SVABO will be receiving a check in the amount of $6,801.09.
Scholarship Committee

for Robert Keefe
The
Scholarship Committee met on June 21st to consider applications for
the Jack Atkins Scholarship and to finalize the restructuring of the Bob
Stoddard Scholarship. The committee was comprised of Robert Keefe, Larry
Leonard, Nancy Springer, and Bob Latz substituting for absent members Michael
Vieira, Dan Larsen, and Kathy Thomas. There were nine applications for the Jack
Atkins Scholarship award. The Committee members worked independently and used
an evaluation form to establish a grade in points for each application. Once
each member reviewed all applications, the point rankings revealed the winners.
The
determination was to distribute the $2,000 of funds as follows:

These awards
are now posted on the SVABO Web site and letters of appreciation and
congratulations have been mailed to the applicants and awardees. Awardees are
invited to attend our August meeting and receive a certificate of scholarship
award.
The
Committee made changes to the Notice and Application for 2007 use. Changes
included removing the word “memorial” from the program name, requiring
membership number from ICC members who are not SVABO members, and miscellaneous
editorial changes.
The
Committee worked on restructuring the Bob Stoddard Scholarship award to be
better utilized including completing the development of the Notice of
Availability, Application, and application evaluation worksheet. Changes
include:
- Must be a
member of SVABO.
- Can use
the award for any reason related to attending a BIT program.
The
application period for the Bob Stoddard award will open on August 1st
and close at midnight on September 30th. The Notice of Scholarship
Availability and Application will be available on the SVABO Web site. We have
budgeted $2000 with no more than $1000 in one award. Eligibility is limited to
BIT students of an educational institution within the SVABO service area and who
are SVABO members.

Larry
announced that we have received a check in the amount of $1000 from the
Tri-Chapter to contribute to the 2007 ABM by way of Phil Mosely. Larry sent a
letter of thanks and appreciation.
New
Business
Terry Knox
At the
CALBO Past Presidents meeting, in Palm Desert, an item of discussion was the
availability of “gracefully matured members” to help mentor new or soon to be
new Building Officials. Terry suggested that the Chapter should consider using
the wealth of information these individuals can provide.

Mark
notified the Chapter that Marvin Root had fallen off of a roof while helping his
daughter in Winnipeg Canada. He did not have the specifics of his injuries but
suggested the Chapter send something to speed his recovery. M/S/A
Bob Latz
announced the opening of positions for Permit Technician and Senior Building
Inspector for BV located at the City of Citrus Heights.
John
Taecker announced an ICC meeting tomorrow being held in Denver which is
available by web cast regarding plumbing and mechanical codes.

Next
Meeting
The next
meeting will be at the Serrano Country Club in El Dorado Hills August 11th, 2006
with Larry Lohman as our host. The program will be on Disaster Preparedness.
