Minutes of
the
July 8, 2005 Meeting
President Larry Leonard called the meeting of the SVABO to
order at 10:05 a.m. held at Lakeland Village in South Lake Tahoe. We had 26 in
attendance. Elmer Larson led the flag salute followed with a welcome to South
Lake Tahoe by Larry Lohman of Eldorado County. Self-introductions followed.
The June minutes were approved as submitted.
Treasurers Report
Mark Wood
The Treasures Report was approved as submitted.
Education Committee
Nancy Springer reported the last meeting was held June 14th, led
by Co-Chair Ron Yasui, where they discussed a draft for the new class being
offered August 31st. They followed up on past evaluations regarding
food service and have selected JR BBQ for the next seminar. Next classes
include the August 31st “Introduction to Building Codes and Plans”
and October 19th and 20th with Mike Holt. For additional
information on Mike, you can access his Web site at www.mikeholt.com. Final
arrangements are being made to hold the seminar at the Marriot Hotel in Rancho
Cordova. November 30th and December 1st will be the
Mechanical and Plumbing class currently being developed by Roger Fuller of
Sacramento County.
Nancy informed the Chapter of interest from CALBO to
jointly sponsor some classes. Bonnie Patterson and Ilene Connerly have been
invited to attend the next Education Committee meeting to provide more specific
information. ICC, being represented by John LaTorra, has also shown interest in
providing seminars and coordinating calendars of events to better serve all the
Chapters. John has also been invited to attend the next Education Committee
meeting. IAPMO, represented by Jay Peters, has also expressed interest in
providing additional training opportunities.
Robert Keefe followed with information from the Scholarship
Committee. The recipients of the scholarship awards have been invited to attend
the August Chapter Meeting.
The next meeting of the Education Committee is scheduled
for July 11th, 2005 at the SVABO office.
Inspector Training
Nancy Springer announced that they would be taking the summer off. They
should reconvene in October, but have decided not to provide training that month
in order to encourage attendance at the Electrical class.
Plan Review Committee
Mark Wood reported the committee is working to update the spokesperson list
lead by Co-Chair Paul Klein. Mark encouraged all to appoint or reappoint a
spokesperson.
The next meeting will be July 27th, 2005 from
12:00 noon to 3:00pm, at the Natomas Permit Center.
CDRC
Dan Larson reported that the committee is regrouping to work on the 2006 IBC
which should be the next code to be adopted. A call for volunteers was made to
help this committee review and develop code changes at the end of this year.
As the Chair for the CALBO Access Compliance committee, Dan
presented some issues that will be affecting all jurisdictions. First, the
multi-story multi-family townhome bill (SB 1025) which takes affect July 1st,
2005. HCD has developed emergency language which is available on their web-site.
Proposed code changes have been extended by the Building
Standards Committee to July 30th. There were two changes that Dan felt strongly
about, one being the requirement for lever hardware in dwelling units. The
second issue, was a requirement for an evacuation system from 1108(a) being
moved to 1118(a). He recommends reading this section to understand the
requirement.
Dan reported that at the design phase we recommend the curb
ramp design guidelines from DSA.
Dan urged support for a letter from the jurisdictions and
the Chapter to propose removing code language which would require permitting for
signage for accessibility with a valuation of two hundred dollars or more. Dan
will develop a form letter to use as a guideline.
Past Presidents Council
Mike Rodriguez had no report.
Public Relations
Rick Reid reported that at last meeting there was a suggestion to
participate in a function being held at Home Depots. There was to be follow up
to the Board for discussion. Rick Renfro reported that Craig Sarmento had
presented a different approach to the Board which included an idea for a
newsletter. Mike Rodriguez suggested that the Board of Directors, which would
convene later that day, give recommendations for the direction of the Public
Relations Committee.
CALBO
Rick Renfro reported not much activity. The next CALBO meeting will be July
29th.

Fire Report
Greg Lake announced that in an effort to promote fire sprinklers in homes
and help property owners they are trying to regionalize their enforcement of
NFPA 13. He requested some feedback from the Building Officials on a process
they could follow for combination system inspection and plan review. There was
some discussion of systems using PEX piping with different configurations of
sprinklerheads.
Larry Leonard provided information that in the City of
Roseville, in conjunction with their Fire Dept, they are working on developing
language for an ordinance that would use density as the key factor in
determining the requirement for sprinklers. Greg Lake added that they have
backed off on the requirement to provide sprinklers in garages to help
developers with the cost of these systems.
Becky Fraser opened discussion about the preferred
inspection process as it relates to overlapping of Building Inspectors and Fire
Personnel. Greg indicated they had no problem with the Building Inspectors doing
the inspections. Greg reminded us that the system is designed as a life/safety
system and not a property protection system. Larry added that his new home was
built with a residential sprinkler system and this significantly reduced his
homeowners insurance cost.
2007 ABM Committee
Larry announced we are moving forward with committee assignments and
responsibilities. This will be an agenda item for next couple of years.

Old Business

New Business
Robert Cox presented information on nails and nailing requirements. He
provided a handout that contained good information and a table of nail
comparisons. Robert spoke, regarding fasteners, to the Nevada Congress of
Building Officials (19) and shared this information.
Announcements
Rick Reid extended an invitation to visit the Simpson plant in Stockton for
an informative presentation of Simpson products and manufacturing. Rick voiced
his concern that ICC has put a hold on the approval process of new products.

The next meeting will be on August 12th at the Sacramento Zoo.

The meeting was adjourned.
Program
The topic of the program was a review of SVABO’s 2002 SWOT (Strengths,
weaknesses, opportunities, and threats) analysis presented by Sandy Virago. This
provided us an opportunity to look at where we were in 2002 and compare it to
where we are in 2005.
