Minutes of the July 9, 2004 Meeting
Vice-President Marianne Oliphant called to order the
Association meeting 10:10 a.m. The meeting was held at the Tahoe Seasons Resort
in Tahoe. Following the flag salute
and self-introductions, host Bill Carey welcomed all.
The June 11, 2004 minutes were approved.
Treasurer’s Report:

Committee Reports:
Education Committee:
Rick Renfro reported on the
June 24th Education Committee meeting.
The committee discussed revisions to the selection criteria for the Jack
Atkin’s scholarship. The selection
committee met and chose two recipients to receive awards.
The Committee will announce the scholarship awards at the August meeting.
The next Education committee meeting will be August 26th at
2:30 in Roseville. The next class
will be on Chapter 11B Accessibility taught by Robert Keefe.
This class will be held on Sept. 15th and 16th in
Roseville.
Plan Review/CRDC:
Ron reminded everyone that the question of the month is available on the
SVABO web site. Ron encouraged
everyone to attend the plan check committee meeting held the last Wed. of each
month. The committee discussed R-1
occupancies, Impervious membranes for raised parking garages and exceptions for
parapets.
CRDC Report:
An update by Dan Larsen on the HCD rewrite of
chapter 11A. CALBO Access Committee
has been reviewing DSA access compliance changes.
One major change is truncated domes on curb ramps.
CBSC has required permits for the installation of access signage.
This change is expected to be implemented in July 2005.
The code changes will be available on the SVABO web site.
Bill Carey reported that he received a telephone call from a CBSC staff
member regarding training and costs related to the adoption of the State Codes.
CALBO:
Gene
Paolini reported the ICC coalition continues to meet. He stated that State
agencies have been directed to stop working on the NFPA code changes due to the
copyright conflicts. This issue will
be brought forward in Jan 2005. CALBO
also continues to resolve the issues related to pex piping.
CTI has three Ed Weeks this year. Check
out their web site for more information.
Liaison Reports:
Greg Lake, secretary of the Sacramento Valley Fire Marshals Association,
reported that Ruben Grijalva has been appointed the new State Fire Marshall.
The SVAFM has changed its name to the Sacramento Regional Fire Prevention
Officers Association. The committee
on Pex combination piping is moving forward. A discussion related to traffic
calming devices took place at the last meeting.
Larry Leonard, liaison for AIA, attending the last meeting.
Larry extended our interest in participating with the AIA group.

New Business:
A discussion pertaining to soffit
ventilation and floor coverings took place.
Program:
Sandy with OMG led a lively
discussion on public image for Building Departments.
Next Meeting:
The
August meeting of SVABO will feature a tour of the Cathedral of the Blessed
Sacramento, which is currently undergoing construction and renovation. Built in
the late 1800 of un-reinforced masonry, the building renovation includes seismic
upgrades and dome, steeple and loft reconstruction.
This is a hard hat, safety glasses and no open toe shoes
tour! To provide adequate meeting

HCD,
DSA, SFM Agency Adoption process
|
HCD
has submitted the rewrite of Chapter 11A and structural updates for
Title 24, Part 2 the California Building Code to the Building Standards
Commission (BSC) August 2 for the 2004 Annual Code Cycle.
HCD is continuing the process of amending the IRC.
Several State Agencies have halted the review process of the amendments
proposed by the NFPA consultants to the NFPA 5000 and NFPA 1 until
workload and other issues are resolved.

CBSC
report
|
The
BSC publication committee met July 20 to discuss the publication of
Title 24 Part 5 the 2004 California Electrical Code (CEC) using the 2002
National Electrical Code as the base reference. Commissioners Hill,
Brink and Sauer voted unanimously to recommend to the full BSC that the
CEC be published out of sequence without the build, plumbing and
mechanical codes. The public comments were mixed, NFPA, two unions, two
electrical contractors and two electrical inspectors spoke in favor of
an early/out of sequence publication. CALBO, CBIA, HCD, DSA and several
others requested that publication be held off until the other codes are
ready.
At
the July 21 BSC Commission meeting the publication committee provided
its recommendation to publish the CEC, the commission vote 9 to 2 to
approve the committee recommendation (Commission Chair
Aguiar
and Commissioner Hasenin voted against the recommendation).
The
BSC approved the California Energy Commissions proposed changes to Title
24, Part 6 the 2005 California Energy Code. The 2005 California Energy
Code is to be published by April
1, 2005 an
effective date of October 1, 2005
(these dates were had been established by the Energy Commission last
November.

Proposed
Effective date of CEC, CPC, CMC

HCD
has also resubmitted* to the BSC Title 24 parts 3 and 4 the California
Plumbing and Mechanical Codes using the 2002 IAPMO model code as the
base reference. At this time the CBSC has not stated a proposed
effective date for these codes (possibly in the first or second quarter
of 2006).
*Proposals originally submitted to the CBSC 10/24/03
for the CPC and CMC had been pulled back by the State Agencies due to
executive order S-2-03 form the Governors office.
