Minutes of the June 13, 2008 Chapter Meeting

President Wood called the meeting to order at the El Dorado Country Club meeting facility; the salute to our flag and self-introductions followed. We were welcomed to El Dorado County by Building Official, Larry Lohman.     

The May minutes were approved as submitted.

BOARD REPORTS:

Presidents Report:
Chapter President, Mark Wood thanked those in attendance for coming. He discussed AB 1531 which was chaptered October of 2007 indicating that it is going to be difficult for jurisdictions to be able to enforce this bill if passed. Mark focused specifically on private parking facilities indicating that building departments are going to be required to enforce the regulations for parking in all parking lots which is going to be very difficult to do. Mark talked about loading and unloading zones, signage requirements, and enforcement issues associated with the proposed bill.

Mark also discussed the matter of SVABO’s contract with ARC that is completed on November 1st of 2008. He indicated that ARC has provided a new proposed contract that Bob Latz and Rick Swenson will be reviewing. Mark indicated that the contract cost was not going up and if any members had comments regarding the contract they should contact either Bob or Rick. Mark indicated that SVABO was looking at ways to cut costs for training and that this would also mean less expense for our ARC contract. Ideas such as web seminars and cutting back on mailings were discussed.

Mark informed the membership that SVABO has completed its application for the ICC Chapter award. Mark reviewed the accomplishments of SVABO’s membership and discussed the various duties and aspects for operations of the organization. Mark indicated that this is a very nice application and that it really shows how well SVABO is doing and how involved they are. Mark thanked Karen of ARC for her assistance in putting the packet together.

Vice Presidents Report:
Chapter Vice-President, Bob Latz welcomed those in attendance. Bob discussed the membership indicating that there had been five members renewing their memberships in May and that there were also four new members signed up.

Treasurer Report: 
Chapter Vice-President, Bob Latz
provided the Treasure’s report in Rick’s absence. Bob discussed the income and expenses of the chapter. He indicated that SVABO is solvent at this time but we are not currently making any money as we are ending our fiscal year and have now moved on to the next fiscal cycle; he explained that as training opportunities are offered our income levels will increase. 

Secretary Report: No Report

Committee Reports:

Code Development Committee:
Code Development Chair, Michael Vieira provided the report. Michael indicated that the committee had met in Davis last month and discussed the actions from Palm Springs looking at 6-8 different proposals settling on discussion of 4 of those proposals. Michael indicted that he had received word back that our comments had been received and will be discussed at the final action hearings in Minneapolis. Michael indicated that it is very important that we get representatives to the hearings for representation of our issues. Michael reviewed each of the comments in detail with the membership.  
 

Education Committee:
Education Committee Chair, Becky Fraser provided the report. Becky reported that there would be and accessibility class offered on July 22nd and 23rd in Rancho Cordova and in September there would be a residential class. The committee will be meeting in July to plan the next fiscal year classes and will be taking a specific look at half-day classes during their planning process for the new fiscal year.

Inspector Training Program:
Inspector Training Program Chair, Rick Walters provided the report. Rick reported that the group held a recent senior inspector breakfast meeting; they had a representative from the sheetrock institute at their most recent meeting. Rick indicated that the group is growing and has been sharing a great deal of information, exchanging ideas and discussing the issues related to inspection processes; some very good networking. He encouraged building officials to send a representative to come to these meetings. The meetings are held the first Tuesday of each month.   

Code Review Committee:
Code Review Committee Chair, Bob Stetson presented the report. Bob indicated that the group had met and is working very well together with good attendance. He reported that the committee continues to look at the language in the IRC noting various issues to make recommendations on. Bob discussed various code questions and how those items are being responded to well by the membership. Bob announced that the next meeting is June 25th at 12:00pm at the SVABO office; please RSVP if you are coming; he encouraged the membership to get involved.     

Scholarship Committee:
Chapter Vice-President, Bob Latz
provided the Scholarship Committee report in Winfred’s absence. Bob reported that the group had received twelve applications for the Jack Atkins scholarship. The committee is meeting on June 20th to review the applications and bring forth the award recommendations at the July meeting. Bob also announced that beginning August 1st the Bob Stoddard scholarship will be advertised.

Outreach Committee: No Report

STATE AGENCY REPORTS:

CALBO Report:
CALBO Board Member, Becky Fraser provided the report. Becky asked how many people might be attending the Monterey meeting next year by asking for a show of hands. Becky asked those that are attending to email her so that they could get an idea of how many rooms will be needed for the event. Becky also discussed that the flyers for CALBO education weeks should be out soon. Becky indicated the she would be asking Rick Renfro to address the chapters concerns and questions regarding the IRC proposal.

League of Cities:
Member Pete Guisasola provided the report. Pete discussed AB 1608 regarding the application of disabled access standards and the responsibilities of business owners. He indicated that the bill is mostly a private matter; the bill currently requires that there be a certified access specialist to review the compliance of disabled access measures. The part of this bill that is recommended to be amended is the bills requirement that building departments have a certified access specialist on staff; getting certified was estimated to be $2200.00 dollar cost. The league is supporting the bill but the access specialist program may be a burden if not revised. There was a great deal of discussion regarding the issues of this bill and the impact that it is going to have on the industry.

Contractors State License Board (CSLB) No Report

California Energy Commission (CEC):
Chris Olvera of the California Energy Commission provided the report. Chris indicated that he still has free materials and handouts. Chris indicated that staff is working on the new code adoption with an effective date sometime in 2009. Chris indicated that there is an energy hotline for building officials and provided some handouts for that purpose. Chris extended an invitation to share information with the commission and that the commission is working to come up with checklists for plans examiners and inspectors.

California Code Enforcement Officers Association (CACEO) No Report

State Fire Marshall (SFM)
Greg Lake, Sacramento Metro Fire was welcomed by President Wood. Greg reported that he is working with SFM Division Chief Ernie Paez to create a power point presentation on Residential Care Facilities for training in our area. Greg discussed information regarding “R” occupancies and what the State Fire Marshals Office is doing with those type occupancies to work out future regulations.

Building Standards Commission (BSC) No Report

ICC Report: No Report

Past Presidents Report:
SVABO member Becky Fraser provided the report. Becky indicated that past presidents will be holding a meeting in July and creating an informational brochure to explain what SVABO is all about. This will be a good way to get the word out about our organization.

SRFPOA (Sacramento Regional Fire Protection Officers Association) No Report

Announcements:
President Wood announced that he had finally heard of his little friend; the one-legged gavel; the gavel had been spotted sitting atop a Mayan Pyramid. Mark presented an 8.5 x 11 photo to the membership for review. Although there was no evidence presented as to those that may have been involved with the abduction and sending of the photo; the news that the gavel is still out there was reassuring. President Wood unveiled a temporary replacement for the interim; a rather large gavel which would be much more difficult to lift and requires a carrying case.

Next Meeting:
President Wood announced that the next meeting will be held on July 11 and the Host will be Paul Klein of Yuba City. The program will be; “establishing an ADA coordinator program”.

President Wood announced that the presenter for today’s meeting is Linda Wright, presenting the GIS mapping program.
