Minutes of the June 8, 2007 Chapter Meeting

President Becky Fraser was not able to attend the meeting.  She was teaching at the CALBO Education Week in Modesto. Vice President Mark Wood called the meeting of SVABO to order at the Heritage Theater in the City of Lincoln.  Greg Lake with Sacramento Metro Fire led us in the flag salute. Self-introductions followed. We were welcomed to the City of Lincoln by Todd Cunningham, Chief Building Official for the City of Lincoln.  

The June minutes were approved as submitted.

Treasurer Report
Bob Latz talked about chapter finances.  Bob used a chart to help explain where SVABO receives its money and how that money is spent. At this time we have expenses for the CALBO ABM.  There are also routine expenses for holding committee meetings, for printing educational material, for renting rooms for educational seminars, expenses to supplement scholarships, and expenses for administrative costs that go to OMG.

The Treasurers Report was approved as submitted.

Secretary Report / No report

President's Report
Vice President Mark Wood gave a report because Becky Fraser not present.  Mark talked about how important it is for folks to rsvp for the meetings.  The number of meals prepared is based on the number of reservations received.  At a previous meeting in Davis 34 folks sent in rsvps and 82 people showed up.  Mark talked about the SVABO survey that was sent out about three weeks ago.  About 7 surveys have been returned so far.  The survey will be sent out again to allow more folks to respond.  Please fill out and return the survey so we can get information that will allow us to better serve you.

Vice Presidents Report
Mark Wood reported that we have 8 members that renewed their memberships and one new membership. 

Committee Reports Education Committee
Robert Keefe reported that the Education Program is doing well.  We are almost sold out for the 2 day IBC Non Structural Fire and Life Safety Principals class to be held on June 19 and 20th.  It is a class where attendees need to attend both sessions.  The next training opportunity is August 15th for Non Structural IBC Fundamentals and August 16th for Structural IBC Fundamentals. These are separate classes. The classes will be held at Wood creek Golf Club in Roseville.  These classes will probably sell out also. Make your reservations right away.  The next education committee meeting will be held on July 11th at the OMG office in Sacramento.

Committee Reports Free Inspector Education Training Program
Todd Cunningham reported that the “Free Inspector Training” will be in Lincoln on October 11, 2007.  There will be room for 100 folks.  The topic will be “Guidelines for Handling, Installation and Inspection of Wood Trusses”.  Check the SVABO web site more information. 

Inspector Breakfast Program
Rick Swenson reported for Rick Walters that the third meeting was held in
Lincoln at the Waffle Barn on June 5, 2007 at 7 AM.  Approximately 9 inspectors attended representing 6 jurisdictions. The agenda topic was “Handling Requests for Inspections”.  The group discussed methods used by the various jurisdictions to request inspections such as fax and telephone.  Other topics included how jurisdictions compile the inspection list, who assigns the inspections, and how do jurisdictions handle special requests such as AM or PM from applicants and homeowners.  The group talked about how jurisdictions use inspector cell phones.  The City of Rocklin Building Department encourages contractors and homeowners to have the inspectors’ cell phone number.  After three or more years of experience the Rocklin inspectors like having the contractors have their phone numbers because it makes their inspection day more efficient.  For Rocklin having the inspectors’ cell phone numbers available to the public has worked well.  The next Breakfast Meeting date and agenda will be available on the SVABO web site.

Scholarship Committee
The application period for the Jack Atkins Scholarship ended May 31, 2007.  The committee will meet June 19, 2007 at the OMG offices in Sacramento at 9 AM to select the award winners.  Members who would like to participate on the committee should contact Bob Latz. 

Code Review Committee
Mark Wood reported for Don Little that the last meeting was on May 30, 2007 with 9 attendees.  There were 31 spokespersons out of an estimated 41 who responded to the “questions of the month”.  The results and the CRC supported responses are posted on the SVABO Web site.  The May 2007 questions dealt with Egress from Dwelling Units to the Public Way and Property Line Wall in a Shell Building.  The June question of the month is posted on the SVABO web site.  The questions deal with Exit Requirements for R-3/U-1 Mixed Use occupancy: (single exit from the third level of this building?) and Early Acceptance of 2007 California Building Codes.  Please see the SVABO web site for the complete questions.  The next meeting will be June 27, 2007 at noon at the SVABO offices.  Mark encouraged Building Officials to allow there staff to attend this worth while meeting.

Code Development Committee
Michael Vieira talked about the Final Action Hearings in
Rochester, New York.  Michael talked about standing room only crowd when RB-114 was discussed.  This item dealt with requiring fire sprinklers for all new one and two family dwellings and town homes.  Voting was very close.  There were 853 voters on this issue.  It was disapproved.  Most issues drew an average of 200-210 votes.  Mike stated that this Code Development session was the first that allowed electronic voting by the membership body.  Mike stated that it worked extremely well and was very efficient.  The meetings ran from approximately 8 AM until 9 PM at night.  Mike felt that there was more fire department representation than there was building department representation.  Mike states that building departments need to become more involved.  A 2/3 vote is needed to overturn a committee action and then approve a code change.  The deadline for receipt of code changes for the 2007 – 2008 code cycle is August 20th 2007.  Submit any proposals to Michael Vieira and the CDC committee as soon as possible. The next Code Development Hearings are in Palm Springs, CA. February 18th thru March 2nd 2008.  The Final Action Hearings is September 17th thru September 23rd in Minneapolis, Minnesota.

Fire Protection Officers Association
Greg Lake reported that about 75 people from the California Fire Service attended the Code Hearings in Rochester, New York.  Greg stated that RB-114, the requirement for fire sprinklers in all new one and two family dwellings and town homes came close to passing.  Greg felt that if the requirement was modified to require only dwellings over a certain size such as 3500 S.F. then the requirement would pass.  There is difficulty for fire protection people to get to the rear of larger homes that are often on larger lots. Greg talked about the advantage of having a heat type detector in garages that would be tied to the interior homes smoke detectors.  This would help to detect a fire in a garage.

CALBO Report
Pete Guisasola reported that there is a bill being proposed that would increase the education and effectiveness for complying with handicap access regulations.  There is a movement to include people who are disabled for the purpose getting a better understanding as to the ergonomics involved when doing training.  The required continuing education for inspectors would include training about handicap access regulations.

League of Cities
Pete Guisasola reported about the CPUC workshop.  Thursday dealt with new residential homes.  The workshop discussed how the State will get things in motion to recognize Green Building, sustainable communities, energy efficiency and environmental concerns. Pete felt the meeting was very good.  He felt that we made a lot of progress expressing what the problems are for local government in terms of inspections and complex regulations.  Third party providers or raters are a system that seems to be working.  Pete stated that Urban Wild land Interface Code is slated to go into effect January of 2008 but may not actually go into effect until January 2009.  There will be building standards that make buildings more resistant to ignition. We will be working more closely with fire protection folks.  Pete talked about the topic of fire protection people becoming more involved in inspecting for handicap accessible means of exiting and evacuation.

New Business
Craig Sarmento reported that he had attended a CPUC workshop in San Francisco.  Craig attended as a HVAC Contractor.  The workshop emphasis the day Craig attended was on retrofits or HVAC change outs.  Craig expressed that Building Departments received criticism about compliance and enforcement.  One problem that was brought up was that permits are not being obtained for change outs because home owners or contractors want to avoid the cost of energy requirements such as duct testing or verification by a HERS rater.  Craig suggested that Building Departments have more representation at future work shops. 

Dan Larsen suggested that jurisdictions could get together to help each other prepare any proposed amendments to the codes.  E-mail Dan if you would like to participate as a member of the group.

Code Discussion
Pete Guisasola asked if jurisdictions are requiring the detectable warnings at the curb cuts that serve only the loading or unloading aisles that go to one or two handicap parking spaces.  There seems to be a recent requirement to provide the detectable warnings at these locations by DSA.  Detectable warnings at these locations seem to be required in the Caltrans standards.  This would be a good issue for jurisdictions to work together on to get a more consistent policy.  Detectable warnings are intended to be a warning that there is a walk that adjoins a vehicular way and the walking surfaces are not separated by curbs, railings or other elements between the pedestrian areas and vehicular areas. 

Announcements
Bob Latz announced that the City of Folsom has employment positions available for a Building Inspector II and a Plan Checker II.  The job announcements are posted on the SVABO, CALBO and ICC web pages.

The next meeting will be on July 13, 2007 at 10 AM.  The location of the meeting has yet to be determined.  Please check the SVABO web site for the exact location.
