Minutes of
the
June 10, 2005 Meeting
President Larry Leonard called the meeting of the SVABO to
order at 10:05 a.m. held at Woodcreek Golf Course in Roseville. We had 32 in
attendance. Mark Wood led us in the flag salute followed with a welcome to
Roseville by Larry Leonard. Self-introductions followed.
The May minutes were approved as submitted.
Treasurers Report

The Treasures Report was approved as submitted.
Education Committee
Nancy Springer reported the last meeting was held May 19th where they had
discussion of a new class being offered for the first time called “Intro to the
Building Codes”. This will be held August 31st at KVIE with speakers
to be Robert Keefe and Nancy Springer. A reminder that the “NEC 2002 Changes”
with Mike Holt will be held October 19th and 20th.
Following that will be classes with Roger Fuller speaking on November 30th
focused on Mechanical and Plumbing for residential and December 1st
featuring Mechanical and Plumbing for commercial. The next meeting of the
Education Committee is scheduled for June 14th.
Inspector Training
Nancy Springer announced that they would be taking the summer off. They
should reconvene in September. Later during the meeting, Rick Swenson, confirmed
that the committee was on break and should reactivate in September perhaps
October.
Plan Review Committee
Mark Wood reported the committee last met May 25th at the Permit
Center in Natomas. They will be updating the spokesperson list. He asked that
the person selected to be the spokesperson respond as the jurisdiction not as
their personal response. The committee is also including contract Plan Review
Consultants as they work with many jurisdictions and may be able to add
important input. Next meeting to be held June 29th.
CDRC
No Report.
Past Presidents Council
Mike Viera, as the only past President present, had no report since Bret
Hale moved on to Shasta County. Mike Rodriguez was appointed as the Past
President representative in Brets’ behalf but was unable to attend this meeting.
HCD
No report.
Public Relations
Craig Sarmento had no report. On second thought……. Buetler has started a
series of Title 24 seminars. It was reported that Building Inspectors and
members of Industry attended with no altercations and it appeared that they even
conversed together. Next classes will be provided on July 13th
and 14th.
CALBO:
Rick Renfro announced that last months meeting at the Elk Grove Fire
Training Center was a success and Steve Foster, Elk Grove Fire Marshall, has
offered to host again next year. Because of the time constraints of last
meeting, Rick reminded us that Matt Wheeler of Connerly and Associates set up
the Leadership and Advocacy day at the Capitol where the CALBO Board had the
opportunity to discuss with the Senate and Legislature what CALBO
represents and their position on many bills being introduced. With regard to the
position of CALBO and the location of the 2007 ABM, it appeared to be a
misunderstanding and that we are not restricted to the Lake Tahoe venue. Rick
reported that the direction of the CALBO Board in conjunction with the ICC is to
provide testing and certification for a California Inspection Certification.
CEC
Elaine Hebert reported the new Energy Code takes effect on October 1st.
Training is available through the Commission as posted on their Web site.
She indicated that there will still be a hot line to answer questions and a
series of updated videos for 2005. There is an e-mail address for asking
questions. Elaine also offered that she and staff were available for assistance.
Announcements
Larry asked for any announcements that could be shared. None being offered,
Larry introduced Craig Sarmento who provided additional information on the Title
24 changes. At last meeting, Craig had polled the membership to find out if
there was any objection to industry submitting the new Micropas 7.0 criteria now
rather than waiting for the code to take effect in October. Seeing less than a
twinkle of commitment at last meeting, Craig introduced Linda Murphy, who
intiated a comparison of the old and new versions with a summary of the changes
to help coax early acceptance of the new criteria.
Old Business
No old business to report.
New Business
Robert Keefe announced the recipients of the 2005 Atkins Memorial
Scholarships had been selected. The application period was open from March 1st
to May 31st. The availability was announced through the Chapter’s
Web site, Chapter meetings, and an effort was made to reach out to local
Community Colleges who have a BIT program. Brett Schoppe, son of Ted Schoppe
Building Official of Sutter County, received an award of $1,000.00, Cheyne
Close, daughter of Cathi Close of the Eldorado County Building Department,
received an award of $500.00, and Michela Bannon, daughter of Becky Fraser
Building Official of Yuba City, received an award of $500.00.
Kevin Reinertson informed the membership of a phone
conference training session provided by S.K.Gosh and Associates. A PDF document
was provided and a question and answer session followed.
Larry Leonard announced that Bret Hale is leaving Yolo
County and has accepted a position in Shasta County. A motion was made and
seconded to recognize Bret for all his contributions to the Chapter.
Next Meeting:
The next meeting will be on July 8th, 2005 in South Lake Tahoe at
Lakeland Village.

The meeting was adjourned.
Program
The topic of the program was Senate Bill 1025, a new law which
revised the definition of discrimination and modified disabled access building
standards relating to Multistory Dwelling Units presented Kevin Reinertson.
