Minutes of the June 11, 2004 Meeting
Vice
President Marianne Oliphant called to order the joint meeting with the
Sacramento State Fire Marshals Association at 10:00 a.m.
The meeting was held at Woodcreek in
Roseville . Following
the flag salute and self-introductions, host Larry Leonard welcomed all.

Committee:
Rick Renfro stated that the Jack Atkin’s scholarship selection
committee meets on June 16 to determine award recipients.
Feedback for interest in an intense Electrical class is still being
requested, please forward comments to Rick Renfro.
The next Ed committee meeting will be on June 24th in Roseville. The
inspector’s training classes will resume in August with a class on restaurant
inspections.
Plan
Review/CRDC:
Mark Wood reported that the April meeting was cancelled.
The results from the March plan review question were distributed. The
monthly plan review question is now being distributed with the monthly
announcement and minutes. The
question is also available on the Web site. Mark
urges everyone to take the time and respond to the monthly question so he can
tabulate member’s viewpoints on each subject.

CRDC
Report: Dan Larsen reported that he and Kevin Reinertson attended the ICC Code
Hearings. The hearings were very interesting and their main focus revolved
around changes to the IRC.
Liaison
Reports: Sacramento
Valley Fire Marshals Association conducted
the business portion of their meeting at our joint meeting today. Larry Leonard liaison for AIA will be attending the next meeting on June 13th
and provide a report for the July meeting.
CALBO:
There was discussion about a recent meeting of the Building Standards
Coordinating Council. Due to the
copy write issues, the coordinating council discussed possibly revisiting the
state code adoption recommendation. Dan Larsen reported that the Access
Specialist Certification program is moving forward. CBSC may adopt the NEC out
of sequence, If this happens, they
plan on delaying the effective date to correspond with the other code adoptions.

DSA, SFM Agency Adoption process

HCD
has considering proposed structural updates to the 2001 CBC. these
amendments are the same or similar to those which were proposed by the
BSC as an emergency rule making package, HCD will be holding a public
workshop in the future for these amendments.
HCD is continuing the process of amending the IRC.
Several State Agencies have halted the review process of the amendments
proposed by the NFPA consultants to the NFPA 5000 and NFPA 1 until
copyright and licensing issues are resolved.

CBSC
report

May
12 CBSC meeting.
Steve Winkle was voted in as the Vice Chair.
The proposed energy amendment package to be submitted to the CBSC was
postponed till the July 21 CBSC meeting. Valerie Hall and Bill
Pennington from the Energy Commission gave a report on the proposed
regulations and the process to amend those amendments.
Rich Friedman and Chris Anderson from HCD gave a report on the automatic
gas shutoff valves for seismic and excess flow valves.
SB1992
required HCD to to consider whether to propose the adoption of
regulations mandating the installation of seismic gas shutoff devices
and/or excess flow gas shutoff devices in all or a portion of dwelling
units, motels, hotels and lodging houses. The determination whether to
propose building standards were to be made during the annual code
adoption cycle following January 1, 2003. Any proposal to the CBSC must
include an analysis of the cost and safety benefits of the proposal. If
the Department’s determination is not to propose building standards
mandating the installation of seismic gas shutoff devices and/or excess
flow gas shutoff devices, SB 1992 requires the Department to explain in
writing the rationale for its decision. The report can be downloaded at

Proposed
Effective date of CEC, CPC, CMC
|
Agencies
will be resubmitting* the CPC and CMC packages to the commission by
August 2 to begin the CBSC rule making process for the 2004
Annual Code Adoption Cycle.
At this time the
CBSC has not stated a proposed effective date for that cycle (possibly
in the first quarter of 2006).
*Proposals originally submitted to the CBSC 10/24/03
for the CPC and CMC had been
pulled back by the State Agencies due to executive order S-2-03 form the
Governors office.

HCD
anticipates submitting the revised chapter 11A to the CBSC by August 2nd
for the 2004
Annual Code Adoption Cycle.

CEC:
Elaine Hebert, with the California Energy Commission, reported that an
issue has recently been brought to their attention about unlabeled windows.
Some windows are being installed without labels or are improperly
labeled. Contact the Commission if
you need assistance resolving this issue with the builder.

Combination piping: A joint sub-committee will be pulled together to review this
issue.

Question Discussion on 3 story mixed occupancy building and if fire sprinklers
are required and if so what type.
