Minutes of the May 9,
2008
Chapter Meeting
President Mark Wood began the meeting with an announcement of
news that he described as troubling and heartfelt. He indicated that on
April 11, 2008 that his little
one-legged friend AKA “the SVABO Gavel” was kidnapped. Mark indicated that there
had been no correspondence; “not even a phone call” regarding a
ransom demand for his little friend; it was a sad situation for President Wood
and so he offered up a ransom of all the money in his wallet ($8.00) to start a
fund for the return of his little friend. SVABO member, Elmer Larson, being the
team player that he is, stepped up with a gesture of kindness and loaned
President Wood one of his personal gavels for use in carry on with the meetings.
With a heavy heart President Wood accepted Mr. Larson’s most generous offer and
called the meeting to order hoping that his little friend would soon return.
President Wood called the meeting to order at the City of
Folsom meeting facility; the salute to our flag and self-introductions followed.
We were welcomed to Folsom by SVABO Vice-President and Building Official of
Folsom, Bob Latz.
The April
minutes were approved as submitted.
BOARD REPORTS:
Presidents Report:
Chapter President, Mark Wood thanked those in attendance for coming. Mark made a
presentation of appreciation to instructors. He presented Becky Fraser who was
present, Mike Hosier and Roger Fuller who were not present with appreciation
awards for their efforts with instructing for SVABO. Mark discussed how
important it is that these folks are willing to assist with this and how lucky
we are to have them do this for the Chapter.
Vice
Presidents Report:
Chapter Vice-President, Bob Latz welcomed those in attendance. Bob discussed the
membership indicating that there had been eleven members renewing their
memberships in April and that there were also five new members signed up.
Treasurer Report:
Chapter Treasurer, Rick Swenson provided the
report. Rick discussed the income and expenses of the chapter. Rick indicated
that the two main sources of income for the Chapter are dues and education
thanking the membership for their renewal and for those new memberships that
have been sent in. Rick also indicated that it is important that when attending
meetings that members RSVP so that spending estimates are kept under control for
the costs of meetings and associated expenses. He indicated that the RSVP helps
to ensure there is enough food for the entire group as it is sometimes hard to
estimate.

Committee Reports:
Code Development Committee:
Code Development Chair, Michael Vieira provided the report. The group continued
their very informative discussion regarding the code development process and
proposed changes to the codes. Michael Vieira and George Kellogg reviewed
various interpretations regarding the proposed revisions and presented the
membership with information around the numerous proposals. They focused on many
of the fire protection related issues and discussion of fire protection measure
for walls in proximity to property lines. Michael discussed proposals FS-16,
FS-49, 56 & 58 as well as FS 147. George focused on some of the structural
issues and special inspection considerations discussing S-84, S-224, S-227,
S-103, S193 and G205 regarding the definition of dangerous building.
Education
Committee:
Education Committee Chair, Becky Fraser provided the report. Becky reported that
there were sixty people in attendance at the most recent Mechanical and Plumbing
for Kitchens class that Roger Fuller instructed. And that the half-day class
that Mike Hosier instructed on residential electrical had 62 in attendance;
Becky indicated that there was a great deal of interest in this class and that
it may be offered again. Becky announced that there is an accessibility class
coming July 16th & 17th that will be presented by
instructor and Chapter President Mark Wood. Becky indicated that the education
committee is exploring new venues of methods for presentations such as the WebEx
program for shorter more specific class presentations. Becky indicated that the
next education committee meeting is May 21st at the SVABO office in
Folsom.
Inspector Training Program:
Inspector Training Program Co-Chair, Greg Soliz provided the report. Greg
reported that the group held a recent senior inspector breakfast meeting on the
5th and that seventeen members attended. He mentioned that the group
had recently discussed the status of the various jurisdictions pertaining to
staffing levels and the slowdown in construction activity. Greg indicated that
the topic of discussion at the most recent meeting was the Smoke Guard System,
manufacture representative, John Wack of Smoke Guard provided information and a
discussion for the group. Greg thanked Rick Walters for his tremendous efforts
in keeping the group together and also mentioned that Rick Swenson is another
good contact for information regarding this group.
Code Review Committee:
Code Review Committee Chair, Bob Stetson presented the report. Bob indicated
that the question of the month process is working very well. He reported that
the meeting attendance is good and that the group has been tasked with the
review of the IRC mentioning the members involved with the IRC review. Bob
indicated that attendance has been good and averaged about twelve at the last
meeting. Bob invited members to get involved in either the IRC or Code review
Committee indicating that it is a good group to be involved with. Bob indicated
that it is important to review the questions developed at the meeting and stay
in touch with this program. He invited members to attend the next meeting
scheduled for May 28th at the SVABO office at noon. Be sure to RSVP
if you are attending.
Scholarship Committee Chair:
Scholarship Committee Chair, Winfred Deleon provided the report. Winfred
reported that the group has received only one application but it was found to be
incomplete. He indicated that the deadline is May 31st and encouraged
the group to inform others that may be interested to apply.

STATE AGENCY REPORTS:
CALBO Report:
CALBO Board Member, Rick Renfro and Past President, Gene Paolini provided the
report. Rick indicated that the Board had its first meeting and also attended
the legislative action day which was successful. He encouraged the members to
attend in the future indicating the importance of being involved in this. Rick
indicated that the group was working on next years ABM and getting attendance
up. He encouraged the group to send representation from their various
jurisdictions. Rick indicated that the CALBO newsletter would be in an
electronic format starting July. Rick also discussed the new Web site for the
“build-it-right” wall. He indicated that there are binders available and that
those using the wall must purchase the binder to go with the free use of the
wall. He indicated that there is information on the CALBO Web site. He also
mentioned that there may be a vinyl/poster type “wall-in-a-can” available for
purchase as well; this is something that is being worked on and will be getting
looked at by the Board. Rick mentioned that there may be a new certification for
California Accessibility certification this is something that is being looked
at. Rick mentioned that the CEC was looking for jurisdictions to allow them to
come in and see how they are doing things.
Gene Paolini discussed
accessibility bills such as; AB1608 that is being developed and how the bill
could be used to allow businesses more flexibility in making corrections to
violations of disabled access provisions verses how it’s currently done. Gene
mentioned that CALBO had some concern with the bill as it involves the building
department and exposes them to being part of the process involving them in after
the fact changes that they had not seen as well as other issues. Pete Guisasola
indicated that the recent Chamber presentations have been successful for
businesses to understand and follow through with surveys for disabled access and
ongoing barrier removal responsibilities. Both Gene and Pete indicated that the
process is still being developed and that there is still a lot of work to do to
get this ironed out.
Gene asked for a show of
hands for those supporting the IRC asking members to provide a sense of whether
they would support the document as is or with changes or how many members just
don’t support the document at all.

California Energy
Commission (CEC):
Chris Olvera of the California Energy Commission provided the report. Chris
discussed the new compliance and enforcement division and the relationship that
CEC is developing with building departments. Chris mentioned the hotline that
building officials can call to get a quicker response to our questions. He
mentioned the handouts available from the CEC and encouraged members to contact
him for those handouts. Chris indicated that the CEC is looking for volunteer
building departments for the CEC to come in and look at the processes we use for
plan check and for field review. He mentioned that the CEC is trying to develop
checklists in order to assist building departments in effectively implementing
the Energy Code. He asked members to send him their checklists in order to
understand how we currently do things. The question was asked if the CEC
adoption cycle would be brought into the same schedule as other codes. Chris
indicated that the CEC is obligated to adopt the standards but that the change
is not out of the question in the future.
California Code
Enforcement Officers Association (CACEO)
Two representatives, Pete Picardo, CACEO Board Member and Chris Wiggins,
Certification Chair talked about the training opportunities available from CACEO
around code enforcement certification and ongoing educational seminars. Chris
encouraged members to review CACEO’s programs and to get staff involved in
getting certified and attending seminars.
State Fire
Marshall (SFM)
Kevin Reinertson, State Fire Marshall’s office discussed some of the proposed
code changes. He invited the membership to contact him regarding interpretations
and other code issues. Kevin discussed the issue of high-rises, hospitals, and
the differences between the CBC and the CFC. He further discussed large family
daycare and the changes to the section of the code regarding daycare facilities.
Kevin discussed the annual rule-making cycle and the timelines involved
indicating that it would become an 18 month cycle. Kevin discussed NFPA 13 and
protections measures in comparison to the 2007 Code. Kevin indicated that the
SFM and HCD were working together on Institutional Occupancies and that there
would be an informational bulletin within the next month or so. He also
indicated that there would be a bulletin regarding Title-25 for manufactured
homes as the SFM office and HCD worked together in this area. Kevin discussed
that the SFM is looking at guidelines for photovoltaic systems indicating that
there are draft guidelines out there and that they are “Only Guidelines” at this
point and not official yet. He indicated that the SFM is moving forward to a
final document for this process.
Building Standards Commission (BSC)
SVABO President, Mark Wood provided the report on behalf of Mr. Dave Walls. He
reminded the group that the 45-day comment period would expire on Monday the 12th.
He also indicated that the draft EIR for PEX would be on the web on Monday the
12th. Mark indicated that the Pipe Trade Council had requested that
the CBSC pull T-29 errata from the CBC.
Housing
Community Development (HCD)

ICC Report:
Leslie Haberek, Senior Regional Manager for Government Relations provided the
report. Leslie asked the group how many receive the electronic newsletter from
ICC. Leslie indicated that the SVABO Chapter will be the first Chapter to be
premiered in the newsletter. She encouraged the group to get on the mailing list
for the electronic format.

President Wood
offered that SVABO still has a complete set of code books for sale;
Plumbing, Mechanical and Fire for $105.00 and $190.00 for the Building Code
Set. SVABO will give a discount for the whole set.

mentioned that there is a link on the Web site for the History Book project.

SVABO Vice
President, Bob Latz mentioned that Folsom would be providing a building
safety booth for this year on Saturday the 17th.

also mentioned that if you haven’t made reservations for a hotel room for
the annual installation dinner that the last date is May 30th for the
special rate on the block of rooms.

Next Meeting:
President Wood announced that the next meeting will be held on June 13th at the
Serrano Country Club in El Dorado Hills; the program will be “Streamlining the

Official; presenting the Urban Wildland Interface Code. President Wood adjourned
