Minutes of the May 11, 2007
Chapter Meeting
President
Becky Fraser called the meeting of SVABO to order at the City of Rancho Cordova
City Hall Building.
Greg
Lake
with Sacramento Metro Fire led us in the flag salute. Self-introductions
followed. We were welcomed to the Rancho Cordova City Hall Building by Thomas
Trimberger, Chief Building Official for the City of Rancho Cordova.
The March
and April minutes were approved as submitted.
Treasurer Report
Bob Latz reported that revenues are coming
in from the recent IBC education classes. Expenses for the CALBO ABM are nearly
complete.
The

Secretary Report / No report
Presidents Report
Becky Fraser informed the chapter that we have
received a packet from ICC. The packet has been given to OMG consultants. The
packet includes information on ICC training and education, the 2007 Chapter
Awards Program Application, information about the “Chapter of the Year Award”
and “Chapter Merit Awards” and the 2007 Chapter Annual Report. We will be
submitting an application for “Chapter of the Year” as well as our annual
report. Becky wanted to thank CALBO for providing financial support to help
with expenses in sending our representatives back to the ICC Code Hearings.
Vice
Presidents Report
Mark Wood reported that we have twelve new SVABO members for the month of
April.
Committee Reports Education Committee
Robert Keefe reported that the Education
Program is doing well. We had 151 people present at the April 26, IBC
transition class and 114 people present for the April 27, IBC transition class.
Evaluations for the classes were very favorable. The next seminar is a 2 day
event on June 19 and 20th. It is a class where attendees need to
attend both sessions. The course is IBC Non Structural Fire and Life Safety
Principals. Robert expects that the class will sell out. Sign up right away or
you will miss out. The next education committee meeting will be held on May 16th
at the OMG office in Sacramento.
Committee Reports Free Inspector Education Training Program
Rick Swenson reported for Todd Cunningham that the last of the three
Anti-Entrapment classes was completed May 3, 2007. Approximately 200
inspectors attended the classes. We expect more information to come out in the
future to clarify the issues. Inspectors gained useful information on the
safety issues of the different types of entrapment in swimming pools and spas.
The “Inspector Breakfast Program” held its second meeting in
Yuba City
on May 8, 2007. The group discussed how different jurisdictions deal with
“Special Inspection” and “Structural Observation” requirements. Two future
topics for the Inspector training program will be “guidelines for inspecting
trusses” and “guidelines for inspecting metal stud installations”. Future
meeting times, locations and agendas for the Inspector Breakfast meeting will be
available on the SVABO web site or emailed to you at your request.
Scholarship Committee
Bob Latz reported that we are still in the application period for the Jack
Atkins Scholarship. The application period will end May 31, 2007. The committee
will meet June 19, 2007 at the OMG offices in Sacramento to select the award
winners. Members who would like to participate on the committee should contact
Bob Latz.

CALBO Report
Gene Paolini reported that CALBO held their first board meeting with Gene as
president. CALBO had our first Legislative Day. There were about fifty people
who attended who broke up into teams of three to four to meet with legislative
representatives. The message that was passed on to the legislators was to allow
the Building Code process to work by getting input from CALBO and the
appropriated State agencies so that proposed building code changes make sense
and can be enforced. CALBO met at the County Building Officials business
Meeting and had a one day work shop with CALBO committee chairs present. Goals
and objectives were discussed. A calendar is being finalized. CTI education is
going strong. IBC classes have begun. The first Education Week will be located
in Modesto during the first week of June. The second Education Week will be
located in San Diego the last week of June. The summer code education will be
held in July. CALBO is off to a great start.

Robert Schlichting reported that he will represent the California Energy
Commission at future SVABO meetings. He has worked with the Energy Commission
for the past fourteen years. He has worked primarily in the media office.
Fire Protection Officers Association /

SFM
Kevin Reinertson
reported that he met with
the County Building Officials Business Meeting where he gave a presentation of
the status of the “Wild Land Urban Interface”. An emergency package is being
prepared that would push the implementation from 01/01/2008 to 01/01/2009. The
requirements affect “SRA” lands and “Very High Fire Hazard Severity Zones”. The
delay is due in part to the work load necessary for the IBC implementation and
the work necessary to hold hearings and get maps out. Training will be provided
with the offering of six classes. Information can be found at the web site
http://www.fire.ca.gov/wildland.php. Sixteen classes will be offered on the
State Fire Marshall Amendments to the IBC codes. Classes will begin to be held
in June and August. Six people will be sent back to the ICC Code Hearings.
Changes on height and area and balanced protection are of particular interest.
Adopting national model codes as opposed to doing it separately in the State is
a goal. Kate Dargan is the new California State Fire Marshall. The next
Assistant State Fire Marshall should be selected within the next month.
League of Cities
Pete Guisasola reported that representatives attended a meeting at the
Governor’s office to talk about accessibility issues and the State process.
Pete reported that there will be a class on the “Wild Land Urban Interface” that
will be offered at Education Week.
Code Development Committee
Michael Vieira reported that the Code Development
Committee has put together a list of code changes and positions that are of
particular interest to the SVABO chapter. The group expects that in the future
we will become much more involved with code change proposals as we all begin to
use and work with the IBC codes. Positions can change during the Code Hearings
because of comments, changes and amendments presented. Michael urges the
chapter give authority to our representatives and support the decisions they
make at the Code Hearings. Michael Vieira, Mark Peterson and Greg Mahoney, all
members of the committee will be attending the Final Action Hearings. Thanks to
Michael Vieira and the Code Development Committee for all the hard work and that
has been completed and for all that has been accomplished.

New Business
Jurisdictions have been asked by Sacramento County Building Department to
provide opinions or concerns that they may have about mesh type pool barriers.
Please contact the Sacramento County Building Department with any information.
Sarah Christy provided
a short presentation about pex piping and water issues in the Southern Nevada
area. Sarah showed several photographs of residential water heater
installations and water piping installations that showed the effects of
corrosive water on the fittings.

Program
Robert Keefe did an excellent job providing a power point presentation on “Those
Darn Tables & State Amendments”. Robert Keefe discussed the use of the Matrix
Adoption Tables in the California Building Codes.
Next Meeting
The next meeting will be June 8, 2007. The meeting will be held at the Heritage
Theatre, located at 561 G Street, Lincoln CA. 95648.
