Minutes of
the
May 12, 2006 Meeting
President
Larry Leonard
called the meeting of SVABO to
order at the Sacramento Zoo in the City of Sacramento. Kathy Thomas led us in
the flag salute. Self-introductions followed. We were welcomed to Sacramento
from Carl Hefner, Deputy Building Official, City of Sacramento.
The April
minutes were approved as submitted.
Treasurer Report

The Treasurers Report was approved as submitted.
Education Committee
Nancy Springer
“Anatomy of Swimming Pools” seminar was a great success. We had over 190
attendees. Comments after the seminar were positive and we will look to bring
this class back again next year. The code enforcement class is scheduled for
August. Look for the announcement in July. This seminar will be held at KVIE and
remember to pre-register.
Scholarship
deadline is approaching May 31, 2006. Keep in mind the scholarship amount is up
to $2,000.00 and we have not had any applications to date. Please encourage
anyone you may know who can benefit from this award to apply.
Nancy
informed the membership of an upcoming meeting that she and Becky Fraser will be
attending, May 18th in Santa Cruz, which will include the ICC, CALBO,
and SVABO to coordinate upcoming educational classes that involve the “I” codes.
The next
meeting will be June 1, 2006 at the SVABO office.
Inspector’s Program
Rick
Swenson
John
Taecker, with UL, has very generously offered to provide a presentation on
photovoltaic. We will look to schedule that as soon as time permits. This will
be a “nuts and bolts” presentation for inspectors. A suggestion from Mark Wood
to provide a class on cell towers was discussed.
Plan
Review Committee
Paul Klein
The last meeting of the Committee was April 26th, 2006. The Committee
worked on the responses to the April questions regarding energy compliance for
shell buildings, accessibility for existing buildings, and door signaling
devices in accessible apartment units. The results and the PRC supported
responses have not been posted on the Chapter’s web-site but should occur early
next week.
The May
questions have been posted on the web-site regarding accessibility for 2 story
office/retail buildings, landing material for single family dwellings, water
heater change outs and T-24 energy requirements, and window change outs and T-24
energy requirements.
Next
meeting will be on May 31, 2006 at the SVABO office.
CDRC
Dan Larsen
The last meeting was held May 5, 2006 at the City of Rocklin. The Committee
discussed meeting after the Chapter meeting from now on and will coordinate with
the jurisdictional host for availability of time.
The
Committee is waiting for the monograph to be made available for the proposed
code changes. It appears the proposed code changes from the Building Standards
Commission will be published shortly and made available for review. Some of the
topics being reviewed are the differences in conventional light frame
construction provisions between the IBC and IRC and any major changes from what
we are doing in the Uniform Building Code.
Dan brought
forth a new topic dealing with the rating of a fire door between his garage and
home. The issue appeared to a labeling situation where the label could have been
removed during the process of planing the door to fit properly. Another
situation was the requirement of a full 1 3/8” solid core door and the question
of a panelized door meeting this requirement.
The topic
of stairways and railings is being researched to try and find a common goal or
interpretation for residential stairways.
The
committee is working on a budget to submit to the Board for consideration to
send at least 4 committee members back to the ICC code hearings.
Past Presidents Council
Yvonne Christopher
Yvonne reminded the Chapter that
the past presidents of the Chapter are serving as the Advisory Board to Butte
College BIT program. Yvonne has proposed a full plan check review program to be
added to the curriculum at the College.
CALBO
Gene Paolini
CALBO has a
new contract administrator Patterson Wheeler. Bonnie Patterson and Matt Wheeler
are officially the administrators. The CALBO Board met recently and had their
Leadership and Advocacy day. An educational program was provided by Matt Wheeler
and Kelly (Director of Training and Communications). They provided insight on
the legislative process and provided information on a number of bills that CALBO
is following. At the Capitol, Matt and Kelly arranged to have the group meet
with several legislators.
This week
is Building Safety Week and CALBO would like to thank those jurisdictions who
had a resolution passed by Council.
Another
item being worked on is the Western States Alliance made up of Building
Officials from California, Washington, Oregon, and Southern Nevada.
In the
CALBO newsletter you will find information on the list serve (Web site address)
through the California League of Cities and can be a very useful tool.
There are 4
CTI Education weeks that have been scheduled. San Diego June 5-8 at the
University of San Diego, Modesto July 17-20, Concord October 2-6, and Ontario
November 13-17. CTI offers certifications for California.
Gene
brought to the attention of the membership the presentation of Chapter and
Individual awards at the CALBO Annual Business Meeting. These awards are given
for the Building Department, the Building Official, CTI award for the instructor
of the year, and Hall of Fame award. With the ABM being held here in Sacramento
next year Gene proposed that the Chapter provide nominations for these awards.

Elaine Hebert
Elaine stated they are working on developing the 2008 standards already.
They are holding a public workshop next Thursday and Friday where they are
looking at issues relating to water heating in residences and multi-family,
outdoor lighting and other non-residential outdoor lighting, cool roofs, and
evaporative coolers. Elaine asked for anyone interest in having input to please
get involved so they can get a perspective from Building Officials and
inspectors. Their ultimate goal is to work on reducing the energy demand while
concurrently working to improve the transmission of power throughout the State.
Elaine
brought forth a discussion with regard to steep sloped roofs, and those made of
clay or concrete, and metal. Research shows that if you create an air space
between the roof material and the sheathing that significant energy savings can
be achieved. Is this a concern for fire safety? Elaine was given an avenue for
research with the Orange County Fire Service. Mark Wood asked Elaine to comment
on the separation of conditioned space and attic insulation. Elaine commented
that while attic insulation helps to slow heat transfer to the conditioned space
it does not prevent the infiltration. Insulation is only part of the solution.
Another source of infiltration can be found at recessed can lights that are not
properly sealed. Duct work that also is not insulated properly is a source for
infiltration. Whole house fans can be beneficial for removing warm air within
the conditioned space, however, if not sealed properly can be a source of
infiltration when not in use much like a chimney. Elaine was asked to provide
further information on the use of attic fans versus energy consumption if made
available to her.

League of California Cities
Pete Guisasola
Pete
briefly discussed the list serve made available through the California League of
Cities and the need to play fair. This can be a very useful tool but follow the
rules and don’t clog up the system. Those who ask questions are asked to publish
the responses so all can share. There is continuing discussion of the levees and
other significant flood topics and of main concern to us is some of the flood
standards have made their way into the Building Standards.

however, the Committee will be meeting directly after the Chapter meeting today.
Old Business
Larry
Leonard presented Rick Reid of Simpson with his award for his contributions to
the Chapter as a Director at Large and as an Industry member.
New
Business
Todd Cunningham
Todd
announced his jurisdictions involvement in support of Building Safety Week by
providing a booth at the local Home Depot and providing information to
customers.
Larry asked
how other jurisdictions are sizing rainwater liters. In Roseville, they are
using the SMACNA guidelines and wondered how other jurisdictions were
calculating this requirement.
Nancy
Springer passed along some information from the Yosemite Chapter that June 22,
2006 they are having a speaker from FEMA give a floodplain management
presentation in Modesto. Those who are interested can find information on their
web-site.
Announcements
David Newman (Sgt at
Arms)
David asked
that the membership cooperate with the duties appointed to the Sergeant at Arms
with regard to collecting fines for members who are late, missing badges,
keeping side bar conversations to a minimum so all can hear, and keeping cell
phones off or on vibrate so as not to disrupt the meeting.

Kevin provided the program on
Wild Land Urban Interface.
Next
Meeting
The next
meeting will be at the City of Lincoln June 9, 2006 with Todd Cunningham as our
host. The program will be on HERS and will be held at the Heritage Theater.
