Minutes of
the
May 13, 2005 Meeting
President Larry Leonard called the joint meeting of the
SVABO, Yosemite Chapter, and Fire Prevention Officers to order at 10:05 a.m. at
the Elk Grove Fire Training Facility with 56 in attendance. Mike Rodrigues led
us in the flag salute followed with a welcome to Elk Grove by Steve Foster, Fire
Marshall, and Keith Grueneberg, Fire Chief, of the Elk Grove Community Services
District. Self-introductions followed.
The April minutes were approved as submitted.
Treasurers Report
Mark Wood
The Treasures Report was approved as submitted.
Education Committee
Nancy Springer announced that Ron Yasui, City of Sacramento, had accepted
the position of Co-Chair. The ICC Means of Egress class had 99 attendees the
first day followed by 83 the second day for a total of 182. The April 27/28
Combo Inspector 1 & 2 classes held at the KVIE location with instructors Jim
Barret and Becky Frazier had 159 attendees. August 24/25 classes have been
postponed temporarily. The next classes will be October 19/20 featuring the 2002
NEC with Instructor Mike Holt. Classes in the works to be held November 30th
& December 1st will feature the Uniform Mechanical and Uniform
Plumbing Code. Instructor to be Roger Fuller.
Scholarship Nomination Committee
Nancy Springer listed the members of the committee with Robert Keefe as the
Chair. Scholarship deadline is May 31st. Scholarship packages were
distributed to Community Colleges throughout the area and are available on the
Web site.
Inspector Training
Nancy Springer announced that they would be on “vacation” until September as
reported to the Education Committee.
Plan Review Committee
Mark Wood reported he would not be posting the May question as not enough
responses have been received to date. He will be sending out reminders to those
who have not responded. Mark announced that Paul Klein, Assistant Building
Official of Yuba County, has accepted the position of Co-Chair.
CDRC
Kevin Reinertson provided updates on several reports. Monographs from the
Cincinnati Code Hearings are available.
HCD
Kevin Reinertson reported that HCD has proposed regulations in an emergency
rule making package to be presented at the May 18th BSC Meeting
concerning SB1025 (accessibility for multistory multifamily dwelling units).
Also to be heard at that meeting will be the Wild Land Urban Interface Building
Standards. Either Proposal are available on the BSC Web site. (bsc.ca.gov) HCD
proposals are available on their Web site. (hcd.ca.gov) Also, Title 25 rewrite of
mobile home parks provisions are going forward and open for public comment.
Kevin commented that they are already ahead and working on the IBC/IRC
amendments. All State agencies are working on the amendments toward the year
2006.
Past Presidents Council
Brett Hale announced the first meeting of the Past Presidents Council. The
topic of interest was the CALBO ABM and Brett asked Ken Welch to present an
opinion and the direction we are going to provide to the organization. Ken, as
the proposed chairman of the CALBO ABM committee, provided us with the
information he had attained from the CALBO representative that the CALBO Board
had unanimously voted to hold the 2007 ABM at the Embassy Suites in South Lake
Tahoe. The Committee’s suggestion to the President is to notify CALBO to
recommend we use the Sheraton Grand, Embassy Suites, or the Hyatt in the greater
Sacramento Valley and that we have two education days rather than one.
A motion was made and seconded that if CALBO is set on
South Lake Tahoe at the Embassy Suites that the Sacramento Valley Chapter
withdraws our name as hosts. In addition to clarify the motion, we are taking
forward our wish to host the ABM provided we can host the event in the greater
Sacramento Area to include two education days. Approved unanimously.
Public Relations
Rick Reid brought forward to the attention of the organization the City of
Tracy is hosting a Builder Safety display at a Home Improvement Center. ICC
stepped in and contributed to this endeavor as well as outside vendors. There
was some discussion as to local jurisdiction involvement at this level. Rick to
report back to the Chapter.
CALBO:
Rick Renfro will take the concern of the Chapter with regard to the 2007 ABM
back to CALBO. Rick announced that they participated in an initial Inaugural
Leadership and Advocacy day with seven members of the board who promoted
education at the Capitol.
CEC
Elaine Hebert provided information on the new code taking effect on October
1st. She indicated that the training has provided them feedback that
there are some challenges ahead with the new code. She mentioned that they were
already starting the 2008 standard process. She indicated a reorganization of
the energy policy agencies. The proposal would include a California Department
of Energy of which the energy commission would be a part. She emphasized the
Governor’s position of keeping energy efficiency a high priority. The new chair
is Joe Desmond.

New Business
Larry brought to our attention some information forwarded to him from
Marianne Oliphant regarding 2 individuals running for positions on the ICC
Board. One as Secretary and one on the Board of Directors. Yvonne Christopher
made the motion that if we don’t have someone within our regional area to
support that we inquire as to someone within the State to recommend before
making a commitment to someone out of State. Motion was seconded and unanimously
approved.
Announcements
Kevin Reinertson made available applications for exam for District
Representative 1 and District Representative 2 if anyone is interested in
getting on the list. Marianne Oliphant announced the position for Building
Official for El Dorado County is open.
Next Meeting:
The next meeting will be on June 10th, 2005 in Roseville at the
Woodcreek Golf Course. The speaker will be from HCD and the topic will be
housing.

Fire Prevention Officers Meeting
The meeting was conducted by Verne Person, Division Chief / Fire Marshall,
Lodi Fire Department.
Yosemite Chapter Meeting
The meeting was conducted by Scott Wungluck, Chief Building Inspector, City
of Ripon.
Program
Elk Grove Fire Training Facility:
The program included a tour of the facility, which is located on 4 acres with an
additional purchase of 2 acres in the near future. Highlights included the Water
Rescue Prop, Auto Extrication Area, Propane Fire fighting Area, and the State
Certified Confined Space training area. In the future they hope to develop a
wild land vehicle-training course.
