Minutes of the May 14, 2004 Meeting
President Brett Hale called to order the joint meeting with the Yosemite Chapter of ICC at 10:00 a.m. The meeting was held at Simpson Strong-Tie in Stockton.  Following the flag salute and self-introductions, host Rick Reid welcomed all. 

The April 9, 2004 minutes were approved. 

Treasurer’s Report: Report by Larry Leonard.  Approved as submitted.

Committee Reports: 

Education Committee: Becky Fraser spoke about the Jack Atkin’s Scholarship.  The closing date for the application is May 31, 2004.  Rick Renfro reported on the April 22nd Education Committee meeting.  The committee discussed CEU’s for participants in the inspector’s training program.  Rick Swenson will be handing out certificates to all that attend the inspector’s training.  It will be the responsibility of the participant to track all certificates received for this training.  An intense electrical class designed to assist in the inspector’s electrical certification was discussed.  Brett Hale asked for feedback with regards to the 8-9 week class.  If developed, the class will probably be a 3 hours a week class held during business hours.

Plan Review/CRDC:  Mark Wood reported that 10 people attended the last plan check committee meeting.  Four items were discussed at the meeting, including the property line question distributed during the last association meeting.  Future monthly questions will go out with the meeting announcement as an attachment.  The other items discussed were: 1. Exiting from R-1 occupancies. 2. Should the occupancy load and sq. ft. include deck and balcony areas. 3. Number of exits required from a 3 story townhouse.  Mark can be contacted by e-mail at mwood@ci.davis.ca.us . The membership discussed an assembly bill relating to accessibility in townhouses.  Pete discussed certification for access specialists.

CRDC Report: Doug reported for Kevin Reinertson. Doug updated the membership on the Urban Wildlife regulations, NFPA 5000 copyright issues, HCD’s amendment process to the IRC and HCD’s pending adoption of the structural provisions developed by the LA Basin and the Tri-chapter of ICC. Code revisions to the Plumbing, Mechanical and Electrical Codes should go forth in August.  Doug informed the group that the director for HCD has resigned as of May 8, 2004.  His replacement is unknown at this time.

Status/Information

HCD, DSA, SFM Agency Adoption process

HCD has considering proposed structural updates to the 2001 CBC. these amendments are the same or similar to those which were proposed by the BSC as an emergency rule making package, HCD will be holding a public workshop in the future for these amendments.
 
HCD is continuing the process of amending the IRC.
 
Several State Agencies have halted the review process of the amendments proposed by the NFPA consultants to the NFPA 5000 and NFPA 1 until copyright and licensing issues are resolved.

CBSC report

May 12 CBSC meeting.
Steve Winkle was voted in as the Vice Chair.

The proposed energy amendment package to be submitted to the CBSC was postponed till the July 21 CBSC meeting. Valerie Hall and Bill Pennington from the Energy Commission gave a report on the proposed regulations and the process to amend those amendments.

Rich Friedman and Chris Anderson from HCD gave a report on the automatic gas shutoff valves for seismic and excess flow valves.

SB1992 required HCD to to consider whether to propose the adoption of regulations mandating the installation of seismic gas shutoff devices and/or excess flow gas shutoff devices in all or a portion of dwelling units, motels, hotels and lodging houses. The determination whether to propose building standards were to be made during the annual code adoption cycle following January 1, 2003. Any proposal to the CBSC must include an analysis of the cost and safety benefits of the proposal. If the Department’s determination is not to propose building standards mandating the installation of seismic gas shutoff devices and/or excess flow gas shutoff devices, SB 1992 requires the Department to explain in writing the rationale for its decision. Proposed Effective date of CEC, CPC, CMC

Agencies will be resubmitting* the CPC and CMC packages to the commission by August 2 to begin the CBSC rule making process for the 2004 Annual Code Adoption Cycle. At this time the CBSC has not stated a proposed effective date for that cycle (possibly in the first quarter of 2006).

*Proposals originally submitted to the CBSC 10/24/03 for the CPC and CMC had been pulled back by the State Agencies due to executive order S-2-03 form the Governors office.

Status of 11A rewrite

HCD anticipates submitting the revised chapter 11A to the CBSC by August 2nd for the 2004 Annual Code Adoption Cycle.

Liaison Reports:  Greg Lake, secretary of the Sacramento Valley Fire Marshals Association, reported that Ray Snodgrass is the interim State Fire Marshall. The Sacramento Valley Fire Marshals Association sent a letter of support of AB2065 regarding fire sprinklers and alarm required in care facilities.  June’s association meeting will be a joint meeting in Roseville with the SVFMA.

Larry Leonard liaison for AIA will be attending the next meeting.

CALBO:  None

CEC:  Elaine    Hebert, with the California Energy Commission, reported that the 2005 Building Energy Efficiency Standards have been adopted by the Energy Commission and are awaiting adoption by the CBSC.  Standards should become effective Oct. 1, 2005.  Training will be announced as developed.

Program: Simpson Strong-Tie tour: Members were invited to attend a tour of the Simpson facility.

Old Business: None

New Business: A discussion pertaining to soils reports for sub-divisions took place.  Lot testing is required for individual lots if expansive soil is identified in the soil report. 

Next Meeting: The next meeting will be a joint meeting with the Sacramento Valley Fire Marshals Association on June 11th at Woodcreek in Roseville.  The program will be a round table forum.

Announcements:  Ken Welch sadly announced the passing of member Tom Cross of Colusa County.
