Minutes of the May 2, 2003 Meeting
President Mike Rodriguez called the meeting to order at Villa Toscano in Plymouth. Following the flag salute and self-introductions, host Jay Studer welcomed all. 

The April 11, 2003 minutes were approved.

Treasurer’s Report:  Approved as submitted.

COMMITTEE REPORTS:

Education/Scholarship:  Becky Fraser announced that the next Education committee meeting will be on May 29 at 2 p.m. in Roseville.  Everyone is urged to submit entries for the Jack Atkins Scholarship Award as soon as possible; we have received only one application to date.  Applications are being accepted through May 31, 2003.

The Inspector Education Program will present “The Anatomy of a Perfectly Engineered Swimming Pool” on May 8th at the Sam Pannell Center in Sacramento and on June 12th at the Rocklin Sunset Community Center. 

Plan Review/CRDC:  Brett Hale provided me with minutes of the plan review meeting held April 30, 2003.  Rather than try to summarize these notes, I’ve attached them at the end of these minutes.  Thank you Brett !!!  

Mike Rodriguez reported that the CRDC representatives from our Association, Kevin Reinertson and Larry Leonard, are pulling together the details of their trip to Nashville for the ICC ABM in September and will report their progress at the next meeting.

HCD:  Doug Hensel reported that there is a new director for the organization and that they are in the transitional phase of transferring leadership.  There is still time to respond to the Electrical Code survey and the PEME code advisory committee will meet on May 14th to consider the adoption of article 800, which HCD does not propose to adopt.  

CEC:  Elaine Hebert was able to join us (YEAH !!) by hitching a ride with Craig Sarmento.  The 2001 Energy Code is the current code and is available on the Internet, in hard copy and on CD.  She also encourages all of us to visit the training videos on the Web site www.energy.ca.gov.  She also reminds us that window labels must be original and in place on the windows.  It isn’t acceptable to when labels are missing or new numbers have been pasted over original numbers on the labels. 

Old Business:  None 

New Business:  John Otto commented that Pete Guisasola’s presentation on the matrix was excellent.  This was part of the Inspectors Education Program and John suggests that we calendar that presentation again.

Mike Rodriguez announced that the Capitol Chapter has disbanded and that they forwarded a contribution of $500 to the Sacramento Valley Association of Building Officials.  He has responded with a letter thanking them and inviting them to join our organization so that their voices will continue to be active as we proceed through this code development process.  He further proposed that we utilize the funds we received from them to provide memberships to any of their members who chooses to join SVABO.  The suggestion became a motion which was seconded and approved by a unanimous vote of those present.

Code Discussion:  Brett Hale asked who is accepting a product called “ProPress” where a compression coupling us used instead of soldering fitting onto copper pipe.  If anyone has experience with this product, please contact Brett at Brett.Hale@yolocounty.org.

Announcements:  Jay Studer has retired from the County of Amador.

Greg Lake with Sacramento Metro Fire reported that the Sacramento County Board of Supervisors recently adopted an amendment to the Fire Code implementing standards for the installation and operation of gates.  For details, contact Greg at lake.greg@smfd.ca.gov.  Greg was encouraged to submit a copy of the adopted ordinance to our Web site so other jurisdictions may use it at a model.

Tom Trimberger announced that Ed Short is resigning from Sacramento County and that there are several new staff members (names to follow when Tom remembers them) coming on board. 

Brett Hale announced that Yolo County is recruiting for Project Director.  This is a management level position for supervising the capital improvement projects.

PROGRAM:  An update on CALBO’s activities and it’s position regarding the California codes was presented by the current CALBO president, Daryl Willey, Chief Building Official of the City of Modesto.  Rather than try to summarize Daryl’s remarks today, I recommend that you read his President’s Message on the CALBO Web site at www.calbo.org/NewsArticles.asp#72.  It is an outstanding synopsis of CALBO’s position on the code issue.

NEXT MEETING:  The next meeting will be on June 13, 2003 at Woodcreek Oaks Golf Course in Roseville.  The program will be roundtable discussions on issues of common interest to us all.  One suggestion is a discussion of fee studies and another suggestion is a discussion of the new standards for pressure treatment of wood and how it interacts with metal connection products such as those produced by Simpson Strong-Tie.
