Minutes of the April 13, 2007
Chapter Meeting
President Becky Fraser called
the meeting of SVABO to order at Butte College in Oroville CA.
Bob Martino from Placer County
led us in the flag salute. Self-introductions followed. We were welcomed to
Butte College by Yvonne Christopher. Yvonne is an instructor for the Butte
College Building Inspector Training Program. Yvonne thanked the chapter for
meeting at Butte College and for providing assistance to the students in their
effort to obtain employment. Yvonne introduced Dean Doug Bentz and Assistant
Dean Kam Bull from the Career and Technical Program. Yvonne invited the group
to enjoy Bar B Q and home made food prepared by the students. We want to thank
Marvin Root once again for the excellent Bar B Q.
The March minutes will be
submitted for approval with next month’s minutes. The March minutes are
available for review on the SVABO web site under the Meeting Minutes Link.
Treasurer Report
Bob Latz
stated that the Annual Business Meeting expenses and revenues are still being
reviewed and should be complete by the end of the month. They will be available
for the next month’s meeting. The budget will be reviewed at the retreat in
July. Members who have items they want brought forward for discussion at the
retreat should contact a board member or the OMG offices so that those items can
be put on the agenda.

Report

Presidents Report
Becky Fraser asked for a show of hands by all chapter members who had attended
the Butte College program. Becky stated that the Butte College program is
highly recognized throughout the area and across the nation. There is a
preference for inspectors that come out of the Butte College program because of
the knowledge and expertise gained by attending the BIT program. Butte College
was specifically mentioned and recognized at the ICC Education Meeting in
Minneapolis Minnesota for the Colleges good work. Becky stated that the ABM was
very successful. Attendees were very pleased with the activities and events
that the Sacramento Valley Chapter organized. During the Installation Banquet,
the City Manager of Roseville presented a Resolution thanking SVABO for the
Foundation Project that made repairs to two sisters home. Becky Fraser received
the Presidents award from Sheila Lee, for her contributions to both CALBO and
SVABO. Becky asked folks to participate in a short SVABO survey that they will
receive in the next month that will ask questions about the monthly meeting.
Committee Reports
Education Committee
Robert Keefe talked about Critical Concept Series that is being offered by SVABO
covering training for the IBC. Flyers have been widely distributed and are
available on the SVABO web site. (SVABO.org) Extra course materials will be
available for purchase from SVABO. In June the class is a two day class where
attendees will need to attend both classes. Rick Julian will be exploring
technologies available to enhance the delivery of the SVABO training program.
The next Education Committee will be May 16, 2007 at the SVABO office.
Free Inspector Training
Program
Todd Cunningham talked about the Swimming Pool Anti-entrapment classes that have
been offered by SVABO. One more Anti-entrapment class will be offered May 3,
2007. A class covering the handling, installation and inspection of trusses is
scheduled for October. Inspection of CMU and rebar is scheduled for November in
Rocklin. Steel stud installation is being scheduled for December in
Sacramento. The schedule for 2008 is being planned. Information on the Free
Inspector Training will be available on the SVABO web site.
Scholarship Committee
Bob Latz talked about the two scholarship programs available. The Jack Atkins
scholarship application period is open until on May 31, 2007 at mid night. The
Bob Stoddard scholarship application period will open up in the fall.

CRC Committee
Don Little chair person for the committee was not present. He provided a report
with information about the committee’s last meeting that was held March 28, 2007
with 12 attendees. The committee has an updated list of building officials and
spokespersons. The committee developed the CRC supported responses to the March
2007 questions regarding:
The committee noted that there
was good spokesperson participation to the February questions. 25 spokespersons
out of an estimated 41 responded. The results and the CRC supported responses
are posted on the Chapter’s Web site.

Electronic Signatures: Does
your jurisdiction accept electronic signatures for architect and engineer
drawings and calculations?

Definition of Covered
Multifamily Dwellings: Given 10 proposed single family dwellings built from
property line to property line, does your jurisdiction classify them as
multifamily dwellings under which of several conditions? Please read and
respond to the full question posted on the Chapter’s Web site.
Next meeting is scheduled for
April 25, 2007 from noon to 3:00 pm at the SVABO/OMG offices in Sacramento. A
reminder will be sent on the Monday before the meeting. Please RSVP to assure
lunch is available for all attendees.
Code Development Committee
Michael Vieira reported that they are individually reviewing the final action
hearing agenda that will be presented in Rochester New York in May. The
committee will meet at the end of the month to prepare a presentation on the top
ten items for the chapter to review. The chapter can then give direction as to
what the chapter would like the SVABO representatives to do at the meeting.
Michael Vieira, Mark Peterson and Greg Mahoney, all members of the committee
will be attending the Final Action Hearings. Anyone interested in code
development is encouraged to attend the Code Development Committee meetings.
CALBO / League of Cities
Report
Pete Guisasola stated that the ABM meeting was very successful. Pete
congratulated SVABO for putting on a great event. Pete congratulated Gene
Paloini for his position as the new President of CALBO. Pete talked about the
growing issue of “Green Building” and how important it will be to have green
building regulations and laws go through the Building Standards Commission. The
Building Standards Commission process has the ability to help assure that
regulations are enforceable. There will be a Legislative Day the first Monday
of May where building department folks can meet with their local legislative
representatives to discuss their concerns. Information will be emailed to SVABO

State Fire Marshall Report
Pete Guisasola stated that on March 26, 2007 Governor Arnold Schwarzenegger
named Kate Dargan as the new California State Fire Marshall. She will do a
great job.
Building Standards Commission
Report
Dave Walls, California Building Standards executive director announced that the
California Codes will be published by July 1, 2007 and then will go into effect
January 1, 2008. Dave talked about how the Building Standards Commission has
been busy getting the codes ready for publication. He said that they would now
start focusing on topics such as “Green Building”.

Announcements
Yvonne Christopher stated that Butte College will be moving forward with on-line
courses that will start in the summer session. A three unit course about
transitioning from UBC to IBC will be offered. Registration should be open in
this May. This will be an on-line course and traveling to Butte College will
not be necessary. There will be an opportunity to communicate and chat with
fellow students and instructors. Check the home page for Butte College under

Dan Larsen stated that Cosumnes
River College will be offering an introduction to the 2006 IBC next fall as one
of its courses. Cosumnes River
College is also searching for an instructor to instruct a course about basic
engineering practices for builders. They prefer someone who is an engineer.
Bret Hale stated that there will
be upcoming training dealing with “ignition resistant construction” regulations
that will go into effect in January of 2008 for those jurisdictions that have
permitting authority in the “State Responsibility Areas”. “New
Building Standards have been adopted for areas within local jurisdiction Very
High Fire Hazard Severity Zones and in the State Responsibility Areas (SRA).
Phase I of the standards are already in effect. Phase II standards will go into
effect
January 1, 2008.”
Program
Becky concluded the monthly meeting and began the Career Symposium PowerPoint
presentation hosted by the Officers of the Chapter.
Next Meeting
The next meeting will be at the Rancho Cordova City Hall on May 11, 2007. It
is located at 2729 Prospect Park Drive.
