Minutes of
the April 21, 2006 Meeting
Yvonne
Christopher welcomed everyone and introduced Doug Bentz, Dean of Career and
Technical Education, and Mike Dunbaugh, Director of Public Service Center.
Yvonne then introduced the Board and thanked everyone for attending. President
Larry Leonard called the meeting of SVABO to order at Butte College in the City
of Oroville. Elmer Larsen led the flag salute. Self-introductions followed.
Larry
provided a brief presentation of the SVABO Chapter supported with a power point
presentation. The presentation included a cross section of members who make up
the Chapter, the Mission and Purpose, Significant Achievements, Web Address and
items that can be found there, the SVABO Officers and Directors at Large, SVABO
Committees, the Scholarships available, and the different types of Membership
categories.
Elmer
Larsen mentioned that it might be beneficial to have the History books available
to the students to provide them a better understanding of the Chapter. There was
a motion to have the History books provided to the BIT program. Elmer Larsen to
be responsible for having the books delivered to the College. M/S/A
The March
minutes were approved as submitted.
Treasurers Report

The Treasurers Report was approved as submitted.
Secretary Report

There were some items brought to the Board for discussion at previous meetings
and Bob provided some feedback from the Board. A set of Rules and Procedures was
submitted for approval to the Board. The Board will look at creating a generic
set of rules and procedures for each committee. The 2007 ABM Shirts that were
worn by the ABM Committee members at the 2006 CALBO ABM will be available to the
membership. A sign up sheet that will include a description of the two different
types of shirts as well as the cost will be made available. Committee Chairs
were reminded that budgets must be submitted to the Secretary at the May meeting
for consideration at the next Board meeting in July.
Education Committee
Nancy Springer
The last meeting of the Education Committee met on April 20th,
2006. The next seminar will be held next week on the 26th and 27th.
The subject is “Anatomy of
Swimming
Pools”. The classes are full with 90 registrants for each day. The
calendar
for 2006 is completed and will be made available on the Web site. Future seminars
will include Code Enforcement in August, Load Path with John Henry in September,
and Grounding and Bonding with Mike Holt at the end of November.
The
Committee is working on goals and the calendar of seminars for 2007. They will
be focusing on “I Code” classes for next year.
The next
meeting will be April 20th, 2006 at the SVABO office.
Yvonne
announced the Butte College student winners of the two free passes to the next
seminar, provided by the Chapter to Butte College and Consumnes River College.
A drawing was held and the winners were Carol Kennedy and James Caglia. Yvonne
thanked the Chapter and the Education Committee for the ongoing effort to
promote education to the students.
Inspector’s Program

Rick said
to stay tuned to the Web site for the announcement of a photovoltaic class and an
energy class coming soon.
Plan
Review Committee
Paul Klein
The last meeting of the Committee was March 29th, 2006. The Committee
worked on the responses to the March questions regarding Accessible Controls and
Switches in Apartments, Contractor Verification for permitting, and
Canopy/overhang Requirements for B occupancies. The PRC has posted their
interpretations on the Web site.
Aprils’
questions include Energy Compliance for Shell Buildings, Accessibility for
Existing Buildings (Unreasonable Hardship rule), and Door Signal Devices in
Accessible Apartment Units.
Next
meeting will be on April 26th, 2006 at the SVABO office.
CDRC
Dan Larsen
The last meeting was held April 11th, 2006. There was some
discussion of various code issues and proposed code changes and review of
processes through the IBC code change process. A specific code issue of discussion was the use of
lobby areas as waiting areas in restaurants. Greg Fox and David Newman will be
doing a fire / life safety review of restaurants using the
IBC.
The
committee also reviewed a summary report that is being sent to the State Fire
Marshall prior to being sent to the Building Standards Commission. This was
based upon the 14 core committees that reviewed the proposed changes to the IBC to comply with California
State law.
The next
meeting will be the first Friday in May at the City of Rocklin. George Kellog
will be the host.
Past Presidents Council

Yvonne provided information
about the advisory board for the BIT program. This year it was determined that
the board be made up of past presidents of the SVABO Chapter. A past presidents
meeting will be held after the Chapter meeting.
CALBO
Rick Renfro
The next
meeting of the CALBO Board will be May 8th and 9th. CALBO
has a new administrator. Bonnie Patterson and Matt Wheeler have formed Patterson
Wheeler and are officially the administrators. At the April 10th
meeting of the Building Standards Commission, IAPMO focused on having the 2003
Mechanical Code adopted. That was turned down. It appears the direction will be
to adopt the 2006 code in order to have all the codes being adopted at one time.
There was more discussion on the process of the adoption and as it stands it
appears that January 2008 will be the effective date for adoption of the IBC.
Legislative
action day is scheduled for May 9th.

CEC
Elaine Hebert
Elaine explained that her role with the California Energy Commission was
with the office that writes and develops the Building Code Title 24 Part 6. The
2005 Energy Code is currently in effect, however, they are already starting on
the review of the 2008 energy code. Elaine is involved in regulations pertaining
to HVAC, outdoors signs, roof surfaces, and lighting. They also license and cite
power plants, study the supply and demand of energy consumption and track and
report fuel sources, sponsor research and development of energy related
technologies, and are beginning to look at water efficiency. They provide grant
and low interest loans available to the public sector to help them become more
energy efficient and they have a number of rebate programs for renewable energy.
Employment
with the State is civil service and there are a number of exams to be taken.
Several agencies are involved with Building Code, which includes HCD, SFM, and
OSHPD. A good place to start is the Department of Personnel Administration.
Elaine provided calendars created from a contest of students who share their
ideas of what energy is in California.

League of California Cities
Pete Guisasola
Pete briefly discussed what the California League of Cities is about and some of
the most
interesting topics are how flooding and the levy systems are addressed through
code issues. They may be looking at how we look at building within the
floodplain.
ABM
(2007)
Ken Welch.
Ken reflected on his past with the students and the use of acronyms such as
CALBO meaning California Building Officials, which is made up of all the
Building Officials throughout the State. The CALBO ABM will be held in
Sacramento next year, which is 007 and we, will be following the James Bond
theme as represented on some of the shirts being worn. The event will be held
at the Grand Sheraton Hotel in downtown Sacramento.
The next
Committee meeting to be held May 12th, 2006, at the zoo, after the
next Chapter meeting.

Announcements
Becky Fraser
announced an opening with the City of Yuba City as she has resigned her position
and accepted an opportunity with Carlton Engineering.
Greg Soliz,
City of Folsom, announced a limited term Building Inspector 1 position
available. The Building Official position is also open.
Kathy
Thomas, City of Live Oak, is currently seeking a temporary full time Building
Inspector.
Program
Larry concluded the monthly meeting and began the Career Symposium power point
presentation hosted by the Officers of the Chapter.

meeting will be at the Sacramento Zoo, May 12th, 2006.
