Minutes of the April 9, 2004 Meeting
President
Brett Hale called the meeting to order at 10:03 a.m. at Butte College in
Oroville. Following the flag salute
and self-introductions, host Anita Aguilar welcomed all.

Reports:
Education
Committee: Becky Fraser reported that the class “Double your Effectiveness” by Jan Hargrave was
extremely well received by all that attended. The membership expressed that the class would be one to repeat.
Becky briefly spoke about the student seminar program available to Butte
College and Cosumnes River College. The inspector’s training by The Wood Truss
Council was also a success. There
were 60 people in attendance in Sacramento and 50 in Rocklin. The next education
meeting will be April 22nd in Roseville at 2 p.m.
Plan
Review/CRDC:
Mark Wood reported that again
only 10 people attended the last plan check committee meeting.
The main focus of this meeting was to establish methods to obtain input
from the membership on the discussion topic. Soon the discussion topic will be
included with the monthly announcement. This
will help each jurisdiction prepare their responses in advance. Mark will
collect comments at the beginning of each SVABO meeting.
The committee will review these comments and post the general consensus
on the web site. Mark can be

The next meeting is on April 28th from 1-3pm at the Natomas
Permit Center located at 2101 Arena
Blvd. Ste. 200.
CRDC
Report: Kevin Reinertson report that numerous bills that impact Building
Departments are going through the Assembly and the Senate.

On April 28th, HCD will be hosting a workshop on the IRC and
asked interested parties to contact him to reserve a space.
Kevin updated the membership on the Chapter 11A re-write.
Brett Hale announced that SVABO is anticipating sending 2 members to the
ICC Code Hearings.

State Agencies
are continuing the amendment process of the NFPA 5000 and NFPA 1 (see the
CBSC report for timelines).
HCD is continuing the process of amending the IRC.

CBSC meeting
March 18, 2004
Isam Hasenin, 45, of San Diego, has been appointed to the CBSC. He is
currently the chief building official and the chief deputy director for
the City of San Diego Development Service Department.
Robert Pernell, 54, of Sacramento, has been appointed to the CBSC. He is
the founder and chairman of the Collaborative for High Performance
Schools, Inc., a consortium of utility, public interest and government
agency partners promoting energy efficient schools as a tool for improving
learning.
James Barthman, 69, of Castro Valley, has been reappointed to the CBSC. He
has spent the last 14 years serving as the manager of the Inspection
Services Department and as the Building Official for the City of Oakland.
The CBSC concurred and approved the adoption of proposed emergency
structural standards for the CBC that are applicable to state occupancies
regulated by the CBSC. The CBSC will start the process to get a supplement
out for the 2001 CBC.
The CBSC supported the decision of the CBSC appeals which denied an appeal
by Fresenius Medical Care, relating to OSHPD’s CMC provisions on Filters
for Outpatient Facilities. CBSC unanimously denied the appeal.
Workgroup and timeline discussions for the NFPA 5000, NFPA 1 and the IRC
were held. Stan Nishimua executive director of the CBSC went over the
workgroup and timeline handout. The CBIA and a representative from NFPA
commented about the time lines, to support it or to give an opinion on how
to shorten it. There was no action taken at this time on the proposed
timelines.
Comments from the public regarding the accessibility provisions of DSA’s
in the NFPA 5000 ensued as to how or what it should be based on. Most of
this was inaudible but it appears that 11B, NFPA 5000 chapter 12, ICC/ANSI
A117.1 and ADAAG will make up the new chapter without lessening any of the
current scoping and technical provisions. Provisions that are more
restrictive than the current CBC or the ADA may or will have some
resistance if proposed.

Effective date of CEC, CPC, CMC

Agencies will be
resubmitting* the CPC and CMC packages to the commission by August 2 to
begin the CBSC rule making process for the
2004 Annual Code Adoption
Cycle. At this time the CBSC has not stated a proposed
effective date for that cycle (possibly in the first quarter of 2006).
*Proposals originally submitted to the CBSC 10/24/03 for the CPC and CMC
had been pulled back by the State Agencies due to executive order S-2-03
form the Governors office.

rewrite

Public/focus
group meetings were held February 9th, 10th and the
19th to review the entire chapter. At this time HCD is
reviewing comments and other proposals made. There will be at least one
more public/focus group meeting on the final draft. HCD anticipates
submitting the revised chapter 11A to the CBSC by August 2nd
for the 2004
Annual Code Adoption Cycle.

Liaison
Reports:
Greg Lake, secretary of the
Sacramento Valley Fire Marshals Association, reported that John Tennant, State
Fire Marshall submitted his resignation. The
SVFMA is currently amending their Fire Sprinkler Ordinance. Greg
submitted pex-combination plumbing/fire sprinkler pipe, alternated means and
maintenance of conditions of approvals and ICC/NFPA code adoption as possible
topics for the June joint meeting with the Fire Marshals.
Larry
Leonard liaison for AIA announced that he would be attending their next meeting
scheduled on April 15, 2004. He will
report back at our next meeting.
CALBO:
Gene Paolini reported that the next Board of Directors meeting will be May 6th
and 7th at the County Building Officials conference. CALBO has
confirmed committee assignments and selected members will be notified soon.
CALBO encourages local jurisdictions to apply for ICC committee positions
for the IRC. Building Safety Week
was April 5-9. Gene encouraged the
association to help members promote this event next year.
CALBO continues to establish a partnership with the League of Cities to
affront state issues. Ken Welch announced that Bruce Gunn with the City of Napa
received CALBO’s presidential award at the annual business meeting.
Congratulations to Bruce.
CEC:
Elaine Hebert,
with the California Energy Commission, handed out the “Blue Print”, a state
publication. She also referred
students to the web site
www.energyvidoes.com
for energy videos. One energy
code change will be adding skylights to big box businesses.

The Hiring Process:
The
program included the how to apply for a job,What to do and what not to do during
the interview – including sample questions.
Old
Business: Stan,
with the California Building Standards Commission, confirmed receipt of the
letter we sent recently regarding NFPA training costs. Brett emphasized the
importance of staying involved with the code process by attending the CBSC
meetings.

Next Meeting:
The next meeting will be on May 14th
at Simpson Strongtie in Stockton. The
program will be a short tour of
Simpson Strong-Tie Co. and a look at some of their new products.
