SVABO Monthly Meeting Minutes
March
2, 2007
President
Becky Fraser called the meeting of SVABO to order at the Dante Club in
Sacramento; CA. Scott Zangrando from the City of Folsom led us in the flag
salute. Self-introductions followed. We were welcomed to the Dante Club by
Robert Keefe with Wildan.
The
February minutes were approved as submitted.

Vice Presidents Report
Mark Wood
reported on the status of
SVABO memberships. Mark talked about the advantages of the plus membership
option.
Committee Reports
Education Committee
Robert Keefe
reported that the Education Committee met on March 1, 2007. The committee is
working with the ICC to obtain the classes and the instructors that SVABO had
previously arranged with ICC. Dates are being finalized. New information will
be coming out. There is a goal to have one registration form to allow folks to
register for a number of seminars at a reduced rate. The committee will meet
again on April 4, 2007.
Committee Reports Free Inspector Education Training Program
Rick
Swenson reported
for Todd Cunningham that the March 7, 2007, April12, 2007, and May 3, 2007 “New
Swimming Pool Legislation” training sessions were full. Rick reported that Todd
held the first “Monthly Inspector Breakfast Meeting”. Inspectors from Folsom,
Lincoln and Rocklin attended. Future meetings will be held approximately every
month. Interested inspectors should contact Todd Cunningham or Rick Swenson.
The Breakfast meeting runs from 7:00AM until 8:00AM. The purpose of the meeting
is to discuss inspection issues and determine areas where inspection training
would be beneficial.
Scholarship Committee
Bob Latz
informed the Chapter that the Scholarship Committee met on February 21, 2007.
Applicants may apply for the Jack Atkins scholarship at this time. The
application period will close on May 31. 2007. The committee will meet again on
June 19, 2007 to review the applications and make the award. To be eligible for
this award the applicant needs to be a member of SVABO or an immediate family
member of a SVABO member. Children of members under 30 years old are eligible.
Applications are available on the SVABO web site.
Code Review Committee
Paul Kline,
past committee chairman, presented the report for Don Little who was unable to
attend the meeting. The committee met on February 28, 2007. Paul reported on
the responses the committee received concerning the questions of the month that
were sent out to the jurisdictions. The topics were “pool anti entrapment and
service drops over pools”. This was the Code Review Committee’s question of the
month that can be found on the SVABO web site. Bob Stetson will be Co-Chair for
this committee. This months question will deal with energy compliance for
commercial cold shell buildings. The next meeting will be March 28, 2007 at the
Sacramento SVABO office.
Code Development Committee
Michael Vieira
reported that the committee met February 9, 2007 and discussed plans for the
coming year. Michael reported that the group would be presenting more
information to the Chapter in the future. The committee will determine which
issues will be most relevant to the Chapter.

CALBO Report
Matt
Wheeler talked
about the upcoming Annual Business Meeting (ABM). The hotel is currently sold
out. Matt reported that CALBO will declare the week March 7, 2007 thru March 13,
2007 as “Building Safety Week”. CALBO will go to the Capitol and provide
education about “Building Safety Week”. CALBO will also be providing training
April 30, 2007 thru May 2, 2007. On each of the three days, classes will be
taught on the Model Codes. Matt thanked the Chapter for the “CALBO Foundation
Event”. It was a tremendous success. Matt stated that ICC has committed to
have publication dates for the Codes set for July. Codes would then be in
effect in January 2008.

Fire Prevention Officers
Greg Lake
reported that the “fire
prevention officers” building standards committee has ten volunteers that will
be working through the applications for code changes that will be presented at
the Rochester, New York meeting. Greg also reported that there is a new wireless
smoke detector that can talk to other smoke detectors.

stated that everything is going smoothly. Everyone is busy and hard at work.
Mark especially wanted to thank Craig Sarmento, with Beutler Corp. for his hard
work and dedication on the CALBO Foundation and ABM projects.

Program
Matt Wheeler, our CALBO lobbyist, discussed “How State Government
Works”. Matt talked about how the legislation for the recent AB-2977 evolved
and became a law. This legislation appears to require “Anti-Entrapment Covers”
to be installed on existing residential pools when a building permit is obtained
for a residential remodel.
