Minutes of
the March 10, 2006 Meeting
President
Larry Leonard called the joint meeting of SVABO and the Yosemite Chapter to
order at Simpson Strong-Tie in the City of Stockton. Dee Renfro led us in the
flag salute. Self-introductions followed. We were welcomed to Simpson from Rick
Reid, Senior Sales Representative, Simpson Stong-Tie Northwest Office, Factory,
and Training Facility.
The
February minutes were approved as submitted.
Treasurers Report

The Treasurers Report was approved as submitted.
Education Committee
Nancy Springer
The last meeting of the Education Committee met on March 8th,
2006.
The
Committee assigned members to work at the ICC Codes Forum being held March 20th
through the 22nd, 2006.
The next
seminar, “Swimming Pools – the complete package”, will be held on April 26th
and 27th. The speakers will be Robert Holmer, of Neil Anderson and
Associates, and John Taecker, Civil Engineer with Underwriters Laboratories.
This
seminar will be valuable to permit technicians, inspectors, and plan checkers.
Please note that walk-ins will no longer be accepted. The registration will be
limited to 90 attendees per day.
Upcoming
seminars include a code enforcement class in August. Mike Holt will be returning
to provide a class in bonding in November. The committee continues to work on
finalizing the training calendar for upcoming classes in 2006 and 2007. They are
also looking at a possible ICC load path class with John Henry.
The next
meeting will be April 20th, 2006 at the SVABO office.

Plan
Review Committee
Paul Klein
The last meeting of the Committee was February 22nd, 2006. A new
format was presented which more closely resembles the Education Committee format
as well as the question of the month, and the results from the February
question. The new question for March is Accessible controls and switches in
apartments, contractor verification process, and canopy and overhang
requirements for medical buildings (B occupancies).
Next
meeting will be on March 29th, 2006 at the SVABO office.

Dan Larsen
There was no meeting held last month due to the CALBO ABM. The next meeting will be
March 17th, 2006 at the Willdan offices in Marysville.
The topic will be the upcoming monograph of the ICC.

CALBO

Larry
reported a successful ABM in Palm Desert. Of particular importance to the
Chapter was the Industry Award to Willdan, Robert Keefe, Nancy Springer, and
Paul Klein. Another significant award was for education that was presented to
Robert Keefe.
ABM
(2007)
Ken Welch.
Ken
reminded us that the 2007 CALBO ABM will be hosted by the Sacramento Valley
Chapter. The hospitality suite hosted by the Chapter was huge success and was
lovingly referred to as “The Party”. The theme for the ABM will follow 007 James
Bond.
Ken was
asked to comment on the 007 shirts being worn by many ABM Committee members. Ken
explained that back in 2001 we hosted the ABM with the theme of “Back to the
Future”. This year the Committee decided our theme is “007 James Bond”. The two
different styles of shirts will be available for sale.

Robert Keefe
Robert
provided an update of the Scholarship Committee. The Chapter operates two
separate scholarship programs. The Scholarship Committee is made up of five
members who include:

The
Scholarship Committee will set a date for its next meeting in June following the
closure of the application period. Currently, the Jack Atkins Memorial
Scholarship Program is in the application period. The application period began
March 1st and will close May 31st. Eligibility for this
scholarship is restricted to members, or their immediate family members, of the
Sacramento Valley Association or of the International Code Council. The
applicant must have an educational goal at an educational institution recognized
by the Chapter. Application forms are available on the Web site.

Eldon Lewis, Owner and Founder
of Sierra Stair Co., Inc
Eldon gave
a brief description of his company and the number of years in business
throughout California and Nevada. Because of his interaction in so many
jurisdictions he was looking for a way to promote consistency among Building
Officials. He offered to set up a meeting with the different jurisdictions,
stair manufactures association, and stair companies to find an interpretation /
solution for what he believes to be inconsistencies. He was encouraged to work
with the Code Development and Review Committee or the Plan Review Committee.
CALBO
Rick Renfro
Rick in
formed us of the many things CALBO has been working on such as
- The list
serve with the California League of Cities. Remember when replying to the
questions do not reply to all only to the original host. It is the duty of the
host to provide a list of all responses.
- They are
still working on rolling out the California Certification Program.
- In Palm
Springs, at the ABM, Dan Pavao was elected to the Board of Directors. Jay
Elbettar was moved up to the Executive Committee as the Second Vice President.
Gene Paolini is the First Vice President. Sheila Lee is the President.
There was
some discussion from the floor regarding college credits being awarded for those
who attend CALBO classes. Daryl Willey mentioned an arrangement through
Coastline College and they are pursuing other colleges throughout California as
well.
There
continues to be work toward adoption of the 2006 UPC and UMC. The Urban Wildland
Interface will be adopted into the next code. .
Announcements
Robert Keefe
Next months meeting of SVABO will be held at Butte College. One of the
highlights will be a power point program on graduates of Butte College that are
SVABO members and a look at where we are now. Robert requested a short list of
credentials and a photo for the program.
Dan Larsen
informed the Chapter that Don Clarke is in poor health. CALBO has placed his
name with the Educator of the Year Award. Contact information can be attained
through Fred Cullum.
