Minutes of
the
March 11, 2005 Meeting
New President Larry Leonard called the meeting to order at
10:04 a.m. at the Whitney Oaks Golf Club in Roseville with 33 members in
attendance. Following the flag salute and self-introductions Larry welcomed
everyone to Roseville. He then when on to explain that Marianne had sent a
letter of resignation to SVABO stating her regrets and that due to a
reorganization in El Dorado County that she would no longer be able to serve as
the President of SVABO.
A motion was made for the Association to send Marianne a
letter of appreciation. It was seconded and passed.
The February minutes were approved as submitted.
Treasurers Report:

The Treasures Report was approved as submitted.
Education Committee:
Nancy Springer reported that the next seminar presented by SVABO will be
held at a new location, KVIE, 2595 Capitol Oaks Drive, Sacramento. On
April 27 Jim Barrett will be the presenter for Combo Inspector I and on
April 28th Becky Frasier will be the presenter for Combo Inspector
II. Both classes begin at 7:30 and are scheduled to end at 5:00.
CDRC Committee:
Dan Larsen reported on behalf of Kevin Reinertson. He discussed the ICC Code
Development Hearings in Cincinnati that was attended by both he and Mark Wood.
He expressed the importance of getting this committee active again and asked for
volunteers. Kevin has determined that there is a need to have several sub
committees that will focus on specific codes including the IRC, the IBC as well
as plumbing, mechanical and electrical. Dan reiterated that SVABO has long been
the leader in the state for successfully proposing code changes and that we
should work to continue to be a leader in that area. We especially need
jurisdictions to become more involved in the area of engineering. Dan encouraged
the members to contact him if they could become involved at
dan@lp2a.com.
Inspector Training
Rick Swenson reported on the March 10th inspector training that
was presented by Old Country Roofing, Beutler Heating and Cooling, Milgard
Windows and Tyvek. It was extremely well attended, well presented and very
informative. A second training class is scheduled for 11:30-3:00 P.M. April 14,
2005 at the Rocklin-Sunset Community Center, 2650 Sunset Blvd.-Rocklin.
HCD
Tom Trimberger reminded everyone that SB 1025 regulating townhouses and
condominiums will be in effect July 1, 2005. Although HCD has not completed the
regulations, Robert Keefe noted that you could go the HCD web site and download
the proposed re-write of chapter 11A and use it for guidance. It can be

CALBO:
Tom Trimburger reported that CALBO members enjoyed a very upbeat ABM in
Yosemite. He noted that the companions program was especially nice.
After announcing that he has decided to step down from the
CALBO board he went on to congratulate Gene Poalini for being elected as the 1st
Vice President, and Rick Renfro being elected to a 2 year term on the board.
Outgoing CALBO President, Brad Remp, presented Hall of
Fame Awards to three active members of SVABO, Pete Guisasola, Bruce Gunn, and
Mike Vierra. Additionally, Pete was presented the Presidents Award for
Individual Achievement.
On March 8th 2005, the Coordinating Council
unanimously voted to recommend to the CBSC that they rescind the their decision
to select the NFPA 5000, NFPA 1 and the structural provisions of the IRC for
housing as the Building and Fire Codes for California.
UP DATE:
March 16, 2005 the CBSC voted 8-2 to rescind their previous action to adopt the
NFPA codes. State Agencies are now free to move forward with their amendments to
the ICC family of codes. The anticipated adoption of new codes for California is
late 2007 or 2008.
The Little Hoover Commission appointed by the Governor to
review state agencies, boards and commissions elected not to eliminate CBSC or
the CSLB which may have had serious consequences for CALBO.
Nancy Springer read a letter sent to SVABO from the
Yosemite Chapter stating their regrets that SVABO was not verbally recognized
for the financial help we gave their chapter for the ABM. The letter is posted
on the Yosemite Chapter web site.
2007 CALBO ABM
Larry told the membership that during a meeting with 8 past SVABO presidents
at the CALBO ABM, they expressed their commitment to help the current board move
the Association forward. They encouraged the board to host the 2007 ABM and many
volunteered their experience and offered to chair several committees. Larry, as
well as others members in attendance, stressed the importance of getting new
members involved in the process. It is important that we take this opportunity
to learn from the experienced.
After much discussion on the importance and the recognition
gained by hosting an ABM. A motion was made that the members recommend to the
board that we host the 2007 ABM. The motion unanimously passed.

Program
The program was on the new Energy Standards presented Doug Beaman. Doug
provided handouts to all of the attendees that explained many of the significant
upcoming changes. This program was very well presented and extremely
informative.
