Minutes of the March 19, 2004 Meeting
President Brett Hale called the meeting to order at 10:06
a.m. at the
Woodcreek golf course in Roseville. Following
the flag salute and self-introductions, host Larry Leonard welcomed all.

Education Committee:
Rick Renfro announced the upcoming class “Double your Effectiveness”
presented by Jan Hargrave on March 31st and April 1st at
Woodcreek Golf Course in Roseville. Rick
reminded everyone that the Jack Atkins scholarship is open and available on the
web site. The next inspector’s
training will be in Rocklin on April 8th
on roof trusses. The
next education meeting will be April 22nd in Roseville at 2
p.m.
Brett
Hale presented Ken Petersen with a plaque for his dedication and commitment to
providing education for the SVABO.
Plan
Review/CRDC:
Mark Wood reported that only 10 people representing five jurisdictions
attended the last meeting. Hot
topics from the attendees were discussed and the previously submitted topics
were tabled due to no shows from the people that submitted those topics.
Mark distributed comment sheets for input on next meeting’s topics.
Additionally comments may be submitted to Mark at
mwood@ci.davis.ca.us
The next meeting is on April 28th from 1-3pm
at the Natomas Permit Center located
at 2101 Arena Blvd. Ste. 200.
CRDC report submitted by Kevin Reinertson:
Dan Larsen to be considered for Co Chair for the CRDC.
CRDC to have a two tier element; 1) to continue with the State code
information and 2) keep the association involved with model code development (ICC,
NFPA, IAPMO) to be headed by Dan Larsen (proposed new Co chair).
ICC code hearings are May 16th – 20th in

HCD, DSA, SFM Agency Adoption process
|
State Agencies are continuing the amendment process of
the NFPA 5000 and NFPA 1 (see the CBSC report for timelines).
HCD is continuing the process of amending the IRC.

CBSC report
|
CBSC meeting March 18, 2004
Isam Hasenin, 45, of San Diego, has been appointed to the CBSC. He is
currently the chief building official and the chief deputy director for
the City of San Diego Development Service Department.
Robert Pernell, 54, of Sacramento, has been appointed to the CBSC. He is
the founder and chairman of the Collaborative for High Performance
Schools, Inc., a consortium of utility, public interest and government
agency partners promoting energy efficient schools as a tool for improving
learning.
James Barthman, 69, of Castro Valley, has been reappointed to the CBSC. He
has spent the last 14 years serving as the manager of the Inspection
Services Department and as the Building Official for the City of Oakland.
The CBSC concurred and approved the adoption of proposed emergency
structural standards for the CBC that are applicable to state occupancies
regulated by the CBSC. The CBSC will start the process to get a supplement
out for the 2001 CBC.
The CBSC supported the decision of the CBSC appeals which denied an appeal
by Fresenius Medical Care, relating to OSHPD’s CMC provisions on Filters
for Outpatient Facilities. CBSC unanimously denied the appeal.
Workgroup and timeline discussions for the NFPA 5000, NFPA 1 and the IRC
were held. Stan Nishimua executive director of the CBSC went over the
workgroup and timeline handout. The CBIA and a representative from NFPA
commented about the time lines, to support it or to give an opinion on how
to shorten it. There was no action taken at this time on the proposed
timelines.
Comments from the public regarding the accessibility provisions of DSA’s
in the NFPA 5000 ensued as to how or what it should be based on. Most of
this was inaudible but it appears that 11B, NFPA 5000 chapter 12, ICC/ANSI
A117.1 and ADAAG will make up the new chapter without lessening any of the
current scoping and technical provisions. Provisions that are more
restrictive than the current CBC or the ADA may or will have some
resistance if proposed.

Proposed Effective date of CEC, CPC, CMC
|
Agencies will be resubmitting* the CPC and CMC packages
to the commission by August 2 to begin the CBSC rule making process for
the 2004 Annual
Code Adoption Cycle.
At this time the CBSC has not stated a
proposed effective date for that cycle (possibly in the first quarter of
2006).
*Proposals originally submitted to the CBSC 10/24/03 for the CPC and CMC
had been pulled back by the State Agencies due to executive order S-2-03
form the Governors office.

Status of 11A rewrite
|
Public/focus group meetings were held February 9th,
10th and the 19th to review the entire chapter. At
this time HCD is reviewing comments and other proposals made. There will
be at least one more public/focus group meeting on the final draft. HCD
anticipates submitting the revised chapter 11A to the CBSC by August 2nd
for the
2004
Annual Code Adoption Cycle.

Business:
A letter was
received from Governor Arnold Schwarzenegger
acknowledging the letter we sent and that they are working on the
governor’s agenda. Additionally, a
letter of response to the recent NFPA certification transfer costs was sent to
the Governor and each Building Standards Commissioners.

Scott, with Sacramento County, passed
out a request for information on egress windows and patio covers. Comments may
be sent to Gary at

This subject will also go to the plan review committee.
Program:
Round tables discussion topics:
Alternate materials: Discussion on the documentation importance of approving
alt. materials, as well as the research needed to make a comfortable decision.
Plan
duplication: Discussion of laws regulating to the copying of archived building
plans, including the engineers or architects release form.
Fasteners
w/pressure treated wood: Discussed the corrosion problems associated with the
new chemicals used in treating wood. One
solution was to incorporate proper nail type into the plans to assist inspectors
in the field.
OSPD
3 clinics: Discussed local responsibility for certification of clinics.
Also discussed typical code amendments in Chapter 4 of the CBC.
Next Meeting: The next
meeting will be on April 9th at Butte College in Oroville.
The program will be on “How the hiring process works”
