Minutes of the February 9, 2008 Chapter Meeting

President Mark Wood called the meeting to order at the Sudwerks Restaurant in Davis. Student member Charles Mervica led the group in the salute to our flag, self-introductions followed. We were welcomed to Davis by SVABO President, Mark Wood, City of Davis Building Official.   

The January minutes were approved as submitted.

Treasurer Report:  
Treasure, Rick Swenson provided the treasures report; the report was approved as submitted.                                                                                            

Secretary Report / No report:

Presidents Report:
President Wood thanked those in attendance for coming. President Wood thanked Member Becky Fraser of CSG Consultants for visiting the City of Davis and presenting a three-hour program on the changes in the new Codes. He indicated that those in attendance provided good feedback on the class and recommended that other jurisdictions provide this type of training. President Wood indicated that CGS and Becky are willing to provide this training to other jurisdiction and highly recommended taking advantage of this offer.   

Vice Presidents Report:
Vice-President, Bob Latz welcomed those in attendance. He thanked the members that had renewed their memberships and welcomed new student members to the SVABO membership. Bob indicated that there had been fourteen renewals of regular members and five new student memberships. He thanked those members from Butte College for attending and mentioned that Butte College students are looking for ride-along opportunities.

Committee Reports:

Education Committee:
Education Committee Chair, Becky Fraser provided the report. Becky discussed the attendance at the January classes indicating that there were 140 students in attendance each day. Becky indicated that the education committee is currently developing the class schedule for 2008 which will include commercial plumbing and mechanical classes, a wood-framing ICC class, use and occupancy ICC class as well as others. Becky called for those that are interested in becoming members of the education committee to come to the next meeting. The next meeting will be March 5th at 11:30 at the SVABO office in Folsom.

Inspector Training Program:
Inspector Training Program Chair, Rick Walters provided the report. Rick announced that the upcoming free training for the Energy Code was already full. He said the committee is considering putting another class together because of the interest in this one. Rick announced that the Inspector Breakfast Meeting is held the first Tuesday of each month. The meeting on February 5th was held in Lincoln and there were 20 in attendance representing thirteen jurisdictions. Topic of discussion included a review of the upcoming free training and recommendation for what types of training to have in 2008.  

President Wood thanked Rick for the work he has done with the program and indicated that the free inspector breakfast program is an important part of what we do. He encouraged those in attendance to send there people.

Code Development Committee:
Code Development Chair, Michael Vieira provided the report. Michael discussed the possible two-thousand, two-hundred and fifty-one (2251) proposed Code changes. He indicated that the committee focused on several of the code changes and discussed the ones the committee thought were important to the Chapter. Michael indicated that if anyone needed this information to email him. Michael also indicated that there is a link on the ICC site where the proposed code changes could be reviewed. Michael talked about some of the more important proposed changes and recommended that the members review these items in greater detail as there are many items that don’t make sense or require further review or discussion. Michael indicated that there would be five from his group attending the Code Hearings. President Wood asked for a show of hands for others that may be attending. There were an additional five people that raised their hands indicating they would be in attendance. President Wood extended an invitation to students to get involved in the Code Development Committee.  

Code Review Committee:
Code Review Committee Chair, Bob Stetson provided the report. Bob indicated that the committee had been hard at work and there have been many folks in attendance. He offered that if members wanted unofficial feedback from the committee that the committee would be discussing this at their next meeting. He welcomed discussion among plans examiners and inspectors involved with interpretation. Bob indicated that the Yosemite Chapter would be sending a member to their meeting on a regular basis. Bob indicated that there would be several new issues this year and sited the most recent interest in soils reports. He said the February question of the month deals with soils reports and encouraged all jurisdictions to respond to the questions. He invited members to come and visit the committee and be part of the code review process. The next meeting is February 27, 2008 at 12:00 noon at the SVABO office in Folsom.

Scholarship Committee Chair:
Scholarship Committee Chair, Winfred Deleon provided the report. Winfred indicated that the committee would be meeting to update the scholarship program and asked the members that want to get involved to contact him. The next meeting will be February 21st at 12:00pm at the SVABO office in Folsom.  

Outreach Committee:
Outreach Committee Chair, Craig Sarmento provided the report. Craig indicated that the committee is working on an upcoming project in Dixon where an elderly lady had been taken advantage of by an unlicensed contractor. He indicted that the home she lives in would need a great deal of repair and that the committee is looking for volunteers to assist in preparing the project for the Licensed Contractor that has been hired to make the renovations. Craig indicated that any help from the membership is appreciated. Mike Rodriguez explained the background of the project and indicated that it is a fun time and very rewarding to get involved; it’s not all about the work.

CALBO Report:
CALBO President, Gene Paolini provided the report. Gene mentioned the CALBO ABM coming up in March 17th through the 21st. Gene discussed the Palm Springs Code Development Hearings and encouraged members to attend. Gene talked about the CALBO Foundation and the project they participated in with the San Diego Chapter. He said the project involved an Iraq War Veteran; the Foundation was able to retrofit his new home for accessibility and was able to upgrade various features in his home. Gene mentioned the legislative committee and how they would be watching the new bills coming through. He encouraged the membership to attend the leadership and advocacy day which is coming up April 29th he said that this is an important event and it makes a difference that the membership is there representing our organizations. Gene discussed the new owner/builder form that the CALBO-CSLB Committee is working on and indicated that the committee would be putting on a presentation at the ABM. He mentioned that the Green Building Committee is working toward some green standards with the Building Standards Commission. Gene made a call for members to sign up for 2008 Committees and mentioned a new committee; the Public Outreach Committee. Gene mentioned how productive the committees have been this year in reaching their goals. Gene reported that there are four Education Weeks in 2008 and encouraged the membership to have their staff attend these events.

BUILDING STANDARDS COMMISSION (BSC) Report:
Dave Walls, Executive Director for the Building Standards Commission provided the report. Dave reported that the commission is working on green building standards for California. He mentioned that the commission has put together a focus group dedicated to developing this idea further and will soon be developing the standards through their processes. Dave reported that the Structural Engineers Association of Northern California (SEAONC) has been working on the wind load issues of the new Codes. He mentioned that SEAONC has put together some proposals for Code changes in this area indicting that this may come up at the Code hearings. He indicated that there is discussion regarding the adoption of the IRC in California possibly by the 2010 Codes. Dave also mentioned that there have been many questions regarding the soils report requirements of the new Code and that BSC has fielded many calls.

HCD Report:
President Wood provided the report on behalf of Doug Hensel indicating that there would be an IRC focus group meeting on March 6th at the HCD building at 1800 3rd Street, Sacramento. 

League of Cities:
League Member Pete Guisasola provided the report. Pete indicated that one of the things he is doing for the league is to get the word out on the Urban Wildland Interface Code. He mentioned that if there are members having problems that he is willing to assist them in getting answers.

CEC Report:
Chris Silvera of the California Energy Commission provided the report. Chris discussed the Energy Commission Standards indicating that the State is not under the 2008 standards yet but still under the 2005 standards. Chris discussed the various changes in the upcoming Energy Code indicating that there would be many new standards; the proposed effective date for the new standards is April 2009. Chris indicated that the new standards are available on-line at the Energy Commission Web site at www.energy.ca.gov. Chris mentioned that the Commission is developing a new compliance and enforcement division and that the division would be available to assist jurisdictions with compliance issues.

New Business:
Mark Wood indicated that he had been asked to provide letters of support for a couple of members from the Chapter; Rick Renfro and Becky Fraser. Rick for Second Vice President of CALBO and Becky for Election to the Board of Directors for CALBO. The membership voted to provide letters of support for both members.

Announcements:
Mike Rodriguez indicated that the City of Dixon is extending its application for a Chief Building Official.

President Wood thanked all students in attendance by inviting them to the front and presenting them with a Chapter lapel pin.

Dan Larsen indicated that there is a new valuation threshold for disabled access provisions of $119,958.69; this number is to be used to determine full compliance with disabled access measures.

President Wood mentioned that Rick Swenson is the Chapter Web Monitor and to contact Rick if you have recommendations for the Web site.
