SVABO Monthly Meeting Minutes
February 9, 2007
President Becky Fraser called the meeting of
SVABO to order at Sudwerk Privatbrauerel Hubsch, Davis, CA. Kathy Thomas led us
in the flag salute. Self-introductions followed. We were welcomed to Sudwerks by
Mark Wood, City of Davis.
The January minutes were approved as submitted.
Treasurer Report
Bob Latz gave the Treasurer’s report.
The Treasurer’s Report was approved as submitted.
Secretary Report
Rick Swenson reported that the letters of endorsement that were requested by the
chapter for the nomination of Gene Paolini for president of CALBO, Rick Renfro
for board of directors of CALBO and Jay Salazar for board of directors of CALBO
have been prepared.
Presidents Report
Becky Fraser informed the chapter that the Board had separated the Scholarship
Committee from being under the direction of the Education Committee. The
Scholarship Committee is now an independent standing committee. The President of
ICC is doing a California tour and stopping by various Chapters. ICC President
Wally Bailey, CEO Rick Weiland, Board Member Barbara Koffron and Chapter Liaison
John LaTorra will be meeting with the SVABO Board of Directors, including some
of the Committee Chair persons and a few committee members on Monday, February
12, 2007 at Whitney Oaks in Rocklin. The group will be discussing education and
the California Code process.
Committee Reports Education Committee
Robert Keefe reported that the Education Committee held its first meeting on
January 25, 2007. The focus of the meeting was to develop a training plan for
the year. There will be nine IBC related presentations for the year. The next
Education Committee meeting will be on March 1, beginning at 12:00 at the SVABO
office.
Committee Reports Free Inspector Education
Training Program
Todd Cunningham informed the chapter about two upcoming training opportunities
March 7, 2007 and April 12, 2007 at 598 Display Way, Sacramento from 11:30 AM
until 3:00PM. The training will cover the new Swimming Pool Legislation enacted
01/01/2007 requiring anti-entrapment covers for swimming pools and spas when a
permit is issued for a single family home remodel. Pete Guisasola was able to
provide the Chapter with additional back ground information about the
legislation.
On May 7, from 11:30 AM until 3:00 PM training on the installation of trusses
will be offered. Check the SVABO web site for details.
Scholarship Committee
Bob Latz informed the Chapter that the Scholarship Committee is now a
stand-alone committee. Bob stated that there is one “member at large” position
open on the committee. Interested persons should contact him. The Jack Atkins
scholarship is available to members of SVABO, ICC or their immediate family
members who are enrolled in any education program. The application period is
March 1 and the closing date is May 31. The application form will be available
online at the SVABO web site.
Code Review Committee
Paul Kline, past committee chairman, presented the report for Don Little who was
unable to attend the meeting. Paul reminded jurisdictions to select a
spokesperson to respond to the “question of the month”. Twenty-three out of
forty-one jurisdictions responded to last month’s question. This month's
question concerns “pool anti-entrapment covers” and electric service drops over
pools. The next meeting is February 28, 2007 from noon to 3:00PM at the SVABO
office in Sacramento.
Code Development Committee
Michael Vieira reported that the committee would meet immediately at the end
of the SVABO meeting. The Code Development Committee will prepare any
information that will be going in on behalf of the Chapter and present it to the
Chapter prior to submittal to ICC Code Development. Proposed changes will be
printed and available April 6, 2007. The Code Development Committee will be
meeting diligently after this date to evaluate and prioritize the proposals and
bring them back to the Chapter prior to attending the final action hearings May
21 – 26 at Rochester, New York.
Past Presidents Council
Past President Larry Leonard asked for those in the room who were Past
Presidents to please stand up. An enthusiastic burst of applause occurred.
CALBO Report
Gene Paolini talked about the upcoming CALBO annual business meeting March 12 –
16 in Sacramento. Our chapter will be hosting the conference. The CALBO holds
its last meeting of the year in the city that will host the annual business
meeting. The CALBO board met this past January in Sacramento. The CALBO
foundation had a great turn out at two projects. One project was located in
Sacramento and the second was located in Roseville. One house at each location
were repaired and cleaned up. Everyone involved thought the projects were
extremely successful. A presentation may be available at the ABM. Gene talked
about the “Western Pacific League of Building Officials”. It is made up of CALBO,
State of Oregon Building Officials, State of Washington Building Officials and
Southern Nevada Chapter of Building Officials. It is a coalition with a
memorandum that meets three times a year to talk about mutual concerns such as
education, what is happening at the State level and at ICC. The group is looking
at the voting process at ICC and will be making some recommendations. Gene
talked about a display he is working on that shows how “Permits Protect”. Gene
thanked those who were able to show up at the Building Standards Commissions
Hearings. CALBO and the Chapter were well represented. The application date has
been extended until February 14, 2007 for anyone wanting to be on a CALBO
Committee or for anyone who wants to nominate someone for an award. An email or
letter needs to be sent in by that date. CTI will have classes on the ICC codes
the first half of the year and the state amendments the second half of the year.
Classes will include segments for building officials, architects, contractors
and the building industry.
HCD Report
Shawn Huff stated that HCD’s final proposals were approved on January 30, 2007.
Publication is set for July 1, 2007 with implementation on January 1, 2008.
Shawn thanked and recognized the state agency members for their hard work.
CSLB
Diana Todd talked about how the Contractors State License Board had made 22
recent presentations to local building department. There have been numerous
successful “sting operations”.
CEC / No Report
SFM
Kevin Reinertson stated that it had been a busy year. The Code adoption ended
January 29th and 30th. Kevin stated there are approximately 73 new amendments
that are different from the current code. Kevin stated that the new requirements
for care facilities are not retroactive.
League of Cities
Pete Guisasola stated that the League of Cities had their first Committee
meeting in January. Pete extended a thank you on behalf of the League of Cities
to Dave Walls for the California Building Standards vote. Pete stated that by
working together with the League of Cities, we are often able to get their
support on building issues. There are no major agenda issues this year. Dave
Walls responded to a question from Pete, stating that there would be matrix
sections in front of each chapter of the building code and fire code to make use
easier.
2007 Annual Business Meeting Committee
Mark Wood stated that everything is going smoothly. Everyone is busy and
hard at work.
Old Business (none)
New Business
Yvonne Christopher stated that with the transition to the ICC codes the
jurisdictions human resources departments may need to review and update their
job application requirements. The certifications required for employment may
need to be compared to the new certification system used by ICC. Yvonne stated
that Butte College will have an internet class offered in June focusing on the
transition from UBC to IBC. It will be an online semester course. There will be
a one day course on March 2, 2005 course transition to the 2005 NEC. Please
contact Butte College to register.
Code Discussion / None
Announcements
Rick Reid with Strong-Tie stated that there will be a building inspector
workshop offered next Thursday, February 15, 2007. You may go to the Simpson
Strong-Tie web site to apply.
Bob Martino with Placer County announced that Bill Paulsen who worked with City
of Woodland and a past president of SVABO passed away last month. A moment of
silence was observed.
Program
Doug Hensel from HCD talked about the rewriting of Chapter 11 A. It will be
effective May 2, 2007.
Next Meeting
The next meeting will be March 2, 2007. The location will be the Dante Club
at 2330 Fair Oaks Blvd., Sacramento.
