Minutes of
the
February 10, 2006 Meeting
President
Larry Leonard called the meeting of SVABO to order at the Sudwerks in the City
of Davis. Nancy Springer led us in the flag salute. Self-introductions followed.
A welcome to Davis from Mark Wood, Building Official for the City of Davis.
The January
minutes were approved as submitted.

Education Committee
Nancy Springer
The last meeting of the Education Committee met on January 30th.
The last seminar, “Conventional Construction”, had 112 participants on the first
day and 98 participants on the second day for a total of 210. This was one of
our larger seminars and provided some insight into improving our service. The
Committee has elected to close classes at 90 registrants per day with no
walk-ins accepted. It is very important to pre-register for all seminars. The
Committee will be exploring other locations to accommodate larger numbers of
participants.
The next
seminar, “Swimming Pools – the complete package”, will be held on April 26th
and 27th.This seminar will include training in electrical, plumbing,
mechanical, and State barrier requirements associated with pool building. The
speakers will be Robert Holmer and John Taecker.
ICC is
holding a Codes Forum in Sacramento the week of March 20th –22nd.
They have agreed to include CALBO and SVABO. The Committee encourages all to
participate. SVABO Education Committee members will be on-site for assistance.
The next
meeting will be March 8th, 2006 at the SVABO office.

Paul Klein
The last meeting of the Committee was January 25th, 2006. Paul
reported a poor response to the December / January question but attributed the
holiday season for the lack of responses. A summary handout of the results for
the PRC supported response on unusually shaped buildings and assumed property
lines was distributed and posted on the Web site. The February question has been
posted on the Web site regarding fire resistive floor / ceiling assemblies and
accessibility for mini storage units.
Next
meeting will be on February 22nd at the SVABO office.

The last meeting of the Committee was held February 3rd, 2006.
First order of business for the committee was to amend their bylaws. This will
establish the rules of order on how the committee will conduct their meetings
and interact with the Chapter.
The
Committee has established 7 subcommittees dealing with California Codes and the
International Building Codes.

Secretary. Meetings are scheduled for the first Friday of each month from

A reminder
to follow up on hotel reservations for the upcoming CALBO ABM as the hotel fax
number was incorrectly printed on the printed material. There is room still
available in the golf tournament and plenty of raffle gifts to be given.
Jay Salazar
has been working with the California Energy Commission on the topic of Cool
Roofs. There has been a lot of confusion within the jurisdictions regarding the
new CEC regulations.
May 7th
through the 13th is Building Safety Week. CALBO has introduced
legislation that would deem it California Building Safety Week.
Fred
Aguilar was promoted within the Schwarzenegger Administration.
Mike Vieira
added that at the Napa / Solano Chapter meeting, Jay Salazar added a few more
items of interest which include a “Bills of Interest” which summarized the
Legislative Session of 2005 – 2006. Additionally, there is a new Web site format
for CALBO. Jay indicated a proposed book sales program that would enable
ordering of books perhaps at a reduced cost through CALBO. They are forming a
Western States Coalition to include Washington and Oregon, perhaps Nevada, to
help compete with the Eastern States at the ICC Code development process. Jay
also indicated that there were three positions available at the Building
Standards Commission to include a Fire Representative, a Public Member, and a
Structural Engineering position.
HCD
Ron Bergeson
Ron reported that they are on their 4th focus group meeting
regarding the 2006 IBC. An invitation to attend was extended. This meeting will
be held at the HCD offices at 1800 3rd St. Room 184/185 on February
24th at 9:00am. HCD is proceeding with the IBC only. They are hoping to have
that ready for submittal May 1st.

League of California Cities
Pete Guisasola
Pete gave
us an overview of the League and whom its members represent. He has found this
to be valuable because it gives its members an opportunity to find out who we
are and what we do. A task force has been set up to study the flood and levy
concerns that came out of New Orleans. There is a lot of legislation in the
hopper right now and one little piece of that is Building Standards. The things
they are looking at are flood plain related issues as they pertain to building.
Another
item they have been working on in the past year is the list serve. There are
many available. The idea is that a question can be posted and those who are on
the list may respond without a back and forth dialog. This allows for a wide
variety of responses.

Robert Keefe
The application period for 2006 is approaching so the notice of scholarship
availability and application form for the Atkins Scholarship has been updated.
Applications are available and will soon be on the Web site. The application
period will run from March 1st through May 31st. The
budget for the award will remain at $2,000 and no one award will exceed $1,000.
Eligibility for this award is limited to ICC or SVABO membership or the
immediate family of a member.
The
Education Committee made several recommendations to the Board to make
improvements to the Bob Stoddard Scholarship program. After discussion, the
Board with modifications adopted the proposal. Eligibility for the award will be
open to any student who is seeking a Building Inspection Technology degree in a
program recognized by the association. The application period will begin on
August 1st and run through September 31st of each year to
coincide with the start of BIT program year. The award was increased to match
the Atkins Scholarship in that it will be $2,000 with no more than $1,000 given
for any one award.
Additionally, the Board took steps to more formally structure the subcommittee.
The President will appoint the Chairperson for the subcommittee. The committee
will remain a subcommittee of the Education Committee. The members will include
a Chairperson, the Education Committee Chair, the Code Review and Development
Committee Chairperson, the past President, and one SVABO member at large.
Robert
announced that we are seeking information on members who are alumni of Butte
College for our program in April. The intent is to create a PowerPoint
presentation to share with the students.

David Schwartz
David introduced himself to the membership and reminded the
membership that their mission at the Architects Board is similar to ours to
protect the health,
safety, and
welfare of the public. David’s role is mostly forensic as he is on the
enforcement side. He works under the Department of Consumer Affairs to keep
Architects practicing under the Architects Practice Act. One concern is the
increase of complaints and settlement reports on construction defects
specifically, the topic of toxic mold. One of the reasons attributed is they
found that the design professional responsible charge has been left out of the
loop. A solution was recommended by the California Seismic Safety Committee in
1995, proposed by the Architects Board in 2002 to the Building Standards
Commission and did not move forward. With the advent of the IBC in the adoption
process, they are moving forward to bring it back into focus and encourage
feedback to the draft.

Diana Todd (CSLB)
Diana has been busy educating Building Departments on Contractors Law. She
offered to come and speak to any jurisdiction. Please contact her for any
questionable construction practices. A reminder that a General B Contractor
cannot perform a single trade item unless they hold that specialty license.

A reminder that the Board will be meeting in July to work on the fiscal budget
and all committees shall submit to the Board prior to May 1st
proposed budgets for review.

Next
Meeting
The next
meeting will be in Stockton at Simpson Strong Tie March 10th, 2006.
This will be a joint meeting with the Yosemite Chapter and the topic will be
Hurricane Katrina. A reminder that the April meeting has a new date of April 21st.
