Minutes of
the
February 11, 2005 Meeting
President Marianne Oliphant called the meeting to
order at 10:03 a.m. at the Sudwerks in Davis with 36 members in attendance (20
government employees, 16 industry or consultant members). Following the flag
salute and self-introductions, host Mark Wood, welcomed all.
The January minutes were approved as submitted.
Treasurers Report:
Becky Fraser: The Treasures Report was approved as submitted.
Education Committee:
Rick Renfro reported that the Permit Tech class was attended by 108
students. Additionally, two more class offerings were approved by the Board, one
in April and another in September. The next classes will be March 30th
and 31st “Means of Egress I and II”. These classes will be held at a
new facility at KVIE. Directions can be found at
SVABO.org. Next meeting of the Education Committee will be at the OMG
offices in Sacramento on March 17th at noon.
Inspector Training:
Rick Swenson reported that the second Energy Seminar presented by Doug
Beaman and Associated was attended by 65 students and very well received. He is
currently working on a Non-Residential seminar to possibly be presented in May
or June. The next training will be focused on the installation of roofing and
windows and will be offered on the second Thursday of March and April from11:30
– 3: PM.
CALBO:
Gene Poalini reported that an informational News Letter is being sent, via
email, out to all that sign up through CALBO. Gene stressed the importance of
attending the next Coordinating Council meeting on February 22nd
followed by the CBSC meeting on Mach 16th and provide testimony. The
topic of discussion at both meetings will be discussion on the issues that have
caused delays in the adoption of the NFPA
There is still time to register for the CALBO ABM in
Yosemite. You can go to CALBO.org to get a schedule. Gene recommends use Hwy 140
from Merced.
The election of board members will be held at this meeting
with three or four positions vacant. Gene has applied for a second term on the
Board. He also mentioned, that there several vacancies to fill on the various
committees. Gene will forward you an application.
Marianne made a motion that the Association sends a letter
of support for Gene Poalini as a second term Board member. It was seconded and
passed.
Rick Swenson made a motion to sponsor a refreshment break
at the ABM in the amount of $350. The motion was seconded and passed.
CALBO has hired a public relations firm and they will be
providing a presentation at the ABM.
The 2002 NEC will be enforced in California on August 1st
2005.
The CPC and the CMC will not be coming out until around
November of 2006.
Plan Review Committee:
Mark Wood reported that the format for the monthly question seems to be
working well and has generated a fair amount enthusiasm based on the number of
respondents. Additionally, judging by the comments received, it is apparent that
there is a need to identify areas that need better understanding and consensus
among Building Departments.
Meetings will continue to be held the last Wednesday of the
month at the Permit Center on Arena Blvd from 12:00 – 3:00. The next meeting is
February 23rd.
Public Relations Committee
No report
Industry
Architect, Steven Merck, asked for suggestions on how to deal with a local
Fire Marshals plan review that had previously been accepted by the local
Building Department. A suggestion was made to either seek an interpretation from
the local Fire Marshals immediate supervisor or to talk to the State Fire
Marshal.
CEC
No report
Program
The program was a presentation from Diana Todd, Senior Investigator for the
Contractor State License Board (CSLB). Diana spoke on a variety of subjects
including investigations, sting operations, need for better communications
between the local building departments and the CSLB, and they many ways the CSLB
would be willing to help the local Building Departments. It was very obvious
that Diana was well informed and was very anxious to provide any help she could,
including providing staff to talk to individual building departments.

The next meeting will be on March 11th 2005 hosted By Larry
Leonard at Woodcreek Oaks in Roseville.
