The treasurer’s report was approved as submitted.
Tom Trimberger also reported that,
due to some confusion regarding our non-profit status, we haven’t filed
an income tax report in several years, we don’t owe any tax but
the IRS is assessing non filing penalties
adding up to about $8,000.00 We are
having our accountant write a letter to the IRS asking to be excused from the
penalties.
COMMITTEE REPORTS:
Education:
Becky
Fraser reported that 76 people attended the recent Load Path class.
The next class is Electrical with Bill Clark on March 26th and
27th. . The first day
will be residential updates and the second day is geared more to commercial.
September and December classes are still pending.
The next meeting of the Education Committee is March 13th at 2
p.m.
in Roseville.
Plan Review/CRDC:
Larry Leonard and Kevin Reinertson reported that14 people attended the
Jan. 29th meeting. Their
emphasis is to get things on track and set a goal for the committee as a group.
They intend to circulate topics by e-mail among the group and bring them
back to the committee for prioritization. They
intend to look at a code section to determine the meaning of the language and
then try to make the meaning more clear by making recommendations to add or
modify language. These issues will
then be passed to the CRDC who will look at those sections as they relate to the
ICC and possibly recommend changes to ICC.
The next meeting is March 26th in
Roseville.
Plan Review meets at noon and CRDC meets at 2:30.

CALBO:
Pete Guisasola reported that Calbo is promoting the 2-2-2
family of codes for California.
This translates to support for the IBC and IRC, the UPC and UMC, and the
NEC and whichever fire code the fire officials prefer. Pete represents
CALBO on the California League of Cities Housing and Economic Development
Committee and says that the League of Cities is now interested in the code
adoption process because they see this as an issue of local control in
government. At a recent meeting of
the committee, presentations were made by CALBO, NFPA, ICC and the Fire Chiefs
Representative. The makeup of the
committee includes mayors and other local representatives who are focused on
promoting and preserving local control. The
next committee meeting will see a vote on this issue and a recommendation that
will go forward to the main body of the League of Cities.
CALBO is also contacting CSAC, the California Counties support
organization, with the same intent of promoting the 2-2-2
family of codes.
Of particular importance is the need for all of us to be
in touch with our local officials. To
help us through this process, Tom Trimberger will get CALBO’s “talking
points” and has forwarded supporting information (Comparison of NFPA and ICC
from the Oregon State Fire Marshall’s Office and a Comparison of the NFPA and
the IRC prepared by the California Building Industry Association) to OMG for
posting to our Web site. Pete ended his report with “GET INVOLVED”.
Ken Welch reminded everyone that
Tom Trimberger is running for the CALBO Board and urged the Association to
support Tom’s effort at the ABM with a hospitality suite, flyers, etc.
Pete reminded everyone that Tom has spent years working with the many
facets of CALBO, including CTI, the CEC Committee and the Building Standards
Code Advisory Committee. Mike Rodriguez assured everyone that plans are well
underway to promote Tom’s election including hosting a hospitality suite.
Mike asked for a motion of support for taking these steps from the
membership and received a unanimous vote of approval.
CEC:
Elaine
Hebert reported that, while the California Energy Commission has been targeting
2005 for their next energy code adoption, there is some uncertainty as to
whether they will remain on track for this date or try to coordinate with a
Building Standards Commission code adoption if it were to slip to 2006.
Additionally, the CEC considers their recent, all-day training
presentation over the Internet to be a huge success.
Several members also reported that their employees benefited from this
excellent program. Training
opportunities by CEC staff are also available to individual jurisdictions or
groups of jurisdictions.
Elaine also reported that State
budget restrictions have resulted in support for her future attendance at
Association meetings is being withdrawn. The
Association voted unanimously to send a letter to Valerie Hall, Elaine’s
division chief, requesting that support for Elaine’s continued attendance be
reinstated. Elaine is a very
valuable member of our team and her reports on energy issues including codes and
training are vital.
HCD:
Kevin
Reinertson says the rewrite of Chapter 11A is moving right along.
They are close to wrapping up the second of three phases.
On March 11, 2003
they should have the last parts ready and the completed rewrite should be
available at the March 20, 2003
meeting. They want it to go forward
as part of the overall code change process, not as a supplement.
INDUSTRY
REPORTS:
Craig Sarmento with Beutler
Corporation reported their recent “HVAC 101 & EFL” workshop was very
popular. This was part of the
Association’s free training for building department personnel and over 100
people attended the two-day event. Craig
also announced that their training facility at McClellan is available for use by
the Association or individual groups.
The membership voted unanimously
to send a letter of appreciation to Beutler Corporation thanking them and Craig
for their contribution.
OLD
BUSINESS:
Mike Rodriguez announced that the official
Association Web site is now www.svabo.org.
He also recommended that new pins for the Association should be oval to
match the new logo.
Dan Larsen agreed to get prices on various quantities and we will decide
on what quantity to order next month.
Gene Paolini asked if we wanted the master plan
sub-committee to continue since it appears there isn’t much support from the
builders. The Association decided to
dissolve this sub-committee at this time.
Mike Stewart has provided us with the meeting schedule for
the Norcal Fire Prevention Officers Association and a membership form.
Both are attached at the end of the minutes.
NEW
BUSINESS:
Rick Reid with Simpson Strong Tie alerted the
membership that the chemical used in the pressure treating of wood process is
changing. This could potentially
affect the use of Simpson products on wood treated with the new chemical
composition. Simpson is currently doing a lot of testing to insure that the
materials will be compatible.
Tom Trimberger announced that he
has researched the transition from ICBO to ICC regarding the availability of
services, etc. He finds that the Whittier
office is still open for “business as usual”.
The ICBO Building Standards magazine will now be called the ICC Building
Standards magazine but it is unclear if the Building Valuation Data table will
continue to be included. A show of hands from the membership indicated that a
number of jurisdictions rely on this table for their building permit fees.
The membership voted unanimously for the Association to send a letter
requesting that they continue to include the table in their publication.

PROGRAM:
Bruce Gunn presented a very thorough overview of his experiences with the
September 2000 earthquake in Napa.
CODE DISCUSSION:
Ken Doyle with the City of El
Grove had an issue with proper plumbing for Culligan
water systems. Larry Leonard with the City of Roseville
brought up an issue regarding labeling of stripped areas in handicapped parking.
Dan Larsen indicated that there are a number of changes in disabled access since
November 2002 and wants everyone to e-mail him ( dan@lp2a.com
) with issues or questions in this area to him so that he can take them forward
at the CALBO ABM.. Pete Guisasola talked about requiring treated wood for the
framing of decks. Dave Purvis
discussed the placement of a two-unit residential unit over a three-story office
building.
NEXT MEETING:
The
next meeting will be on March 7th in Roseville at Woodcreek Oaks Golf
Course. This will be a joint meeting
with fire officials and the program will be roundtable discussions on fire and
life safety issues of common interest to both groups.
