Minutes of the January 11,
2008
Chapter Meeting
President Mark Wood called the meeting to order at the
Whitney Oaks Golf Club in Rocklin. SVABO Secretary
Todd Cunningham led the group
in the salute to our flag, self-introductions followed. We were welcomed to the
Whitney Oaks Country Club by SVABO member Pete Guisasola, City of Rocklin
Building Official.
The
December minutes were approved as submitted.
Treasurer Report:
Treasure, Rick Swenson provided the treasures report; the report was approved as
submitted.
Secretary Report / No report:
Vice
Presidents Report:
Vice-President, Bob Latz thanked the members that had renewed their memberships
and welcomed new student member Steven Poore to the SVABO membership.
Presidents Report:
President, Mark Wood thanked those in attendance for coming; he discussed the
commitment of the SVABO membership and thanked them for their continued support
and dedication to the organization. President Wood discussed the history of
SVABO and the various past accomplishments of the organization. He discussed the
dedication of past and present members and how important it is to be involved
with SVABO. President Wood talked about the new editions of the Codes and the
challenges and commitments that are needed to move forward with these new Codes
indicating that this year is going to be a big challenge for everyone.
The accomplishments of 2007
were outlined including the ABM, Legislative Day, Outreach and the success of
the training programs as well as the level of attendance of the training
programs sponsored by SVABO. Mark discussed the Code Development Meeting and how
important it is to get involved in the Code development process. He discussed
the outreach programs and the indicated there would be projects planned for
2008. Mark discussed the scholarship program and the amount of money provided by
SVABO for the scholarship program and how important it is that SVABO has this
program; he thanked the scholarship winners in attendance for coming to the
meeting.
President Wood mentioned how
important it is to be involved in organizations such as CALBO and congratulated
Past-President of SVABO, Becky Fraser for being awarded the CALBO presidents
award. He thanked Rick Renfro, for his commitment to CALBO and his attendance at
today’s SVABO meeting. He mentioned the Inspector Breakfast Program and how
important it is that the senior level staff be able to get together to discuss
subjects important to those outside of the monthly meetings as they are an
extension of the SVABO membership and important to the overall success and
future of SVABO.
Marks report included
discussing how important the challenge of education will be in 2008 because of
the new Codes. He emphasized the need to get involved and be proactive in moving
forward with the new Codes discussing the amount of education that will be
needed. He talked about the involvement and importance of the various state
agencies and how important their role is in our chapter and in supporting our
goals. Mark discussed how important networking is and indicated the he is in
contact with the various state agencies inviting them to be involved with the
SVABO membership. Mark discussed participation in committee work and how
important it is to collaborate with the various committees; he said that getting
involved with the various jurisdictions staff members is the future of SVABO;
challenging the members that were present to get their people involved.
Green building was also
discussed as Mark indicated that 2008 would be an important year given what the
state is doing and how the Building Standards Commission is involved. Mark
talked about the future involvement of the membership with green building and
how we will all be addressing this in one way or another. Mark discussed how
important it is going to be involved with ICC and CALBO in order to improve our
future and meet our goals in the future in all areas of the Codes. He discussed
the organization of SVABO and our office staffing contract and mentioned that
there would be an evaluation of the consultant services in 2008. Mark mentioned
the review of our bylaws and indicted that the Board would be taking a look at
hem this year.
Mark asked for a volunteer
to serve as the Chapter Photographer for 2008; Nancy Springer volunteered to
serve in this position. Mark also suggested looking into an update of the
chapter history book and discussed that this is something that it may be time to
update and bring current. Dan Larsen offered that he still has copies of the
history book and said they were available to the members. In closing; Mark
indicated how proud he is to be part of this organization and that he is looking
forward to our success in 2008.

Committee Reports:
Education Committee:
Mark Wood presented an email report from Robert
Keefe, 2007 Education Committee Chair; Robert could not be present at the
meeting because of other business. Mark discussed the accomplishments of the
2007 committee addressing the number of classes and involvement by the members.
He thanked those that served on the committee and indicated that the 2007
members had a successful year. Mark discussed the 2008 training schedule and
mentioned that SVABO is planning a number of classes for 2008 with a goal of
8-10 seminars to be given. He emphasized the continued success of the education
programs the SVABO provides indicting that this is extremely important to our
organization. Mark indicated that the next education committee meeting is
January 16th.
Code Review Committee:
Don Little, Past-Chair provided the report for the code review committee for
2007. He discussed that the committee had a good year averaging approximately 10
members in attendance each meeting. He indicated how important it is to have
people attend the committee meetings given the new codes and how involved we
will all be. He discussed that the group had done well in getting the question
of the month out and the input was around 50-56% in responding to the questions.
He encouraged the membership to have their representatives stay involved in
getting the question of the month answered as the information is important to
all of us. Don thanked Karen of the SVABO staff for her assistance in putting
things together. Don indicated that there are three questions for the
December-January program and that they would be discussing the answers at there
next meeting. The next meeting of the Code Review Committee is January 30th.
Bob Stetson, Committee Chair provided the report for 2008 He
discussed the various issued related to the new Codes and changes that are of
concern in the new Codes. He talked about allowable areas, heights of buildings,
sprinkler system requirements, definitions and mentioned that there are numerous
changes that will effect all of us and cause a great deal of frustration and
challenge. He invited the various members to attend the next meeting and get
involved in the discussions and to formulate a new code questions indicating
that there may be some discussion about soils reports at the next meeting. He
offered that each jurisdiction needs to provide a designated person for the
question of the month emphasizing how important it is to be involved in this
process.
Code
Development Committee:
Michael Vieira, Chair of the Code Development Committee provided the report. He
mentioned the code development cycle is now an 18 month cycle. Michael
introduced the current committee members thanking them for serving on the
committee and indicated that there are several other positions available.
Michael discussed the past years accomplishments and discussed the hearing
process indicating that the committee will be working at reviewing the number of
changes. He indicated that some of the changes will be impossible to enforce
such as maintenance of dampers. He indicted that there are SFM changes and other
major changes including heights and areas. He discussed the state proposals and
how there would be difficulties in appendix chapter information verses in the
code text. The committee will be reviewing these concepts and the impact that
they will have on the codes. Michael indicated the importance of the code
changes and being involved in the code change process.
The next hearings are in Palm Springs Feb. 17-23rd.
Michael indicted how important it is to have SVABO members attend the Code
Hearings. Michael discussed how the Code Development Hearings work and how the
voting process is performed. He discussed how close the vote can be at times and
the importance of each members vote. He called on the group to attend the Code
Development Hearings so that we can have an impact on this process. A discussion
regarding involvement was introduced by Terry Knox and Mark Wood indicating that
the chapter has money in the amount of $10,000. Dollars to provide for
attendance.
Free
Inspector Training Program:
Past Chair, Todd Cunningham
gave the report indicating that the inspector training program was a success in
2007. He indicated that the program provided several training opportunities with
50-70 people in attendance at each event. Todd discussed the goal of 2008 to
provide up to 5 free training programs. He indicated that the group is exploring
the idea of an energy code update as a first training program for 2008 which
will review the upcoming code changes as well as the requirements for HERS and
the forms required for plan review and inspections. He encouraged the building
officials present to support their staff members attending the programs offered
throughout the year.
Inspector Breakfast Program:
Nancy Springer provided the report for the Inspector Breakfast Meeting Program.
She discussed the opportunity to attend the meetings and how important it is to
get involved and allow the various departments to have their members attend. The
latest meeting included discussion about how the various jurisdictions handle
emergency management and responses of the inspectors. She mentioned the
inspection process and discussed the various equipment needed to ensure for
adequate response and appropriate follow-up for post-emergency situations. She
discussed the cooperation of jurisdictions with each other and how we would work
together in providing consistency in our response programs.
Nancy emphasized how important it is to attend these
meetings as it gets the field people to discuss their various problems we deal
with and exchange information.
Scholarship Committee:
Bob Latz presented the report for the scholarship program. He thanked the group
for allowing him to serve as the Chair of this committee. Bob discussed the
criteria regarding what it takes to receive a scholarship and how the group has
refined this process. Bob introduced the new Scholarship Committee, Chair as
Winfred Deleon. Bob indicated the various scholarships available and how the
committee decides the recipients of the awards. He discussed how the applicants
have to go through the process in order to be considered. He discussed how
important it is to get family members as well as students involved in what we
do. We have many student members; Bob invited them to get involved in the
scholarship process. Bob thanked those students in attendance for coming and
presented the latest recipients of the awards to the membership. Bob discussed
the importance of the scholarship recipients completing the process and
following through the programs they are involved with.
Outreach Committee:
Craig Sarmento reported that the Outreach Committee had a successful 2007 and
that he is looking forward to the 2008 programs. The committee has held its
first meeting and is moving forward in presenting projects for 2008. Craig said
that he would be providing information about the upcoming outreach projects and
how members could volunteer to participate and help this year as it is very
rewarding.
CALBO Report:
Rick Renfro, CALBO Board Member provided the CALBO report; he commended the
SVABO Chapter on its growth and professionalism over the years. He discussed how
important getting involved in chapter work and how organized the SVABO Chapter
is compared to others. He mentioned the President Gene Paolini couldn’t attend
today due to other business; Rick shared how important the Code Forum is and
getting involved in the code development processes. He discussed the various
events and networking opportunities available at the code development hearings.
Rick discussed upcoming educational opportunities and the education weeks
including the newly introduced mini-education weeks. He recommended checking the
Web site for updates and scheduling of these events. Rick mentioned the CALBO ABM
and emphasized on attendance and indicated that there would be professional
development opportunities available at the ABM. Rick mentioned that involvement
and commitment to ICC, CALBO, and SVABO is very important and that serving on a
Board is extremely important to our overall success. Rick urged us all to get
involved.
ICC Report:
Leslie Haberek of ICC provided the report for ICC. She indicated that she is
available to assist us and to give her a call. She mentioned the voting process
for the code hearings and recommended we collaborate with other jurisdictions
especially the smaller ones to bring our group ideas together rather than just
go to the hearings individually. She recommended being a group and representing
ideas collectively. Leslie emphasized the need for chapter to chapter
involvement and working together to get our ideas out. She discussed how
important it is to have good working relationships within our jurisdictions and
committees using the example of fire officials and building officials as an
example. She discussed class schedules and training opportunities available to
the membership saying how important it is to have training available; she said
that she was impressed with SVABO’s training program and would be watching our
Web site to advise others about our training.

New Business:
President Wood asked for a motion from the floor to provide support for the Palm
Springs Code Development Hearings with the Board setting an amount specific to
supporting attendance at the hearings. The motion was passed by the group.
Yvonne Christopher mentioned
that the membership should support ride-along and volunteer programs for
students and asked jurisdictions to get involved in helping to development more
support for students in this area. She suggested tying the program back to the
Chapter and asked for feedback for this idea. She asked for commitments from
jurisdictions to be available to allow for these types of programs. Rick Swenson
indicted that this is a good thing and that Rocklin has been involved in
supporting students in the past. Terry Knox indicated that the chapter should
create a list of jurisdictions that would allow ride-along inspections and that
he would work with Yvonne to come up with ideas to help the membership support a
program. Rick Swenson mentioned that there have been good hires through
ride-along programs. Terry Knox indicted that there is funding available for
internship programs through the VA and EDD and that they will pay a jurisdiction
and the individual to provide this. Yvonne and Terry agreed to work together to
build ideas around supporting students and ride-along programs and forward the
ideas to the Board Secretary.

Announcements:
President Wood mentioned the Green California
Summit Exposition at the Sacramento Convention Center. April 7-9th.
Bob Latz indicated that there are discounts offered if you use SVABO’s contact.
The expo is holding classes on many topics including hybrid vehicles and other
energy saving programs that could be beneficial to our jurisdictions.
Nancy Springer mentioned
that Butte County has offered several outreach programs for the new Codes and
offered the membership access to her outlines and information regarding these
programs. She also offered her plan check lists and other handout information
that has been developed in Butte County indicating that sharing this stuff is
important.
Nancy Springer announced
that she has been appointed to the ICC Education Committee and if any members
have questions regarding education or classes to give her a call.
Next Meeting:
The next meeting will be held on February 8th in Davis at the Sudwerk
Brewery, 2001 2nd Street, Davis, CA 95616; the program with be the State
Contractors License Board. Please go to the SVABO Web site for more information
