SVABO Monthly Meeting Minutes
January 12, 2007
President
Becky Fraser called the meeting of SVABO to order at Whitney Oaks Country Club,
Rocklin CA. Bob Martino led us in the flag salute. Self-introductions followed.
We were welcomed to Whitney Oaks Country Club by Rick Swenson, City of Rocklin.
The
December minutes were approved as submitted.
Treasurer Report
The Treasurers Report from Bob Latz was approved as submitted.
2006 Presidents Award
Past
President Larry Leonard presented the 2006 Presidents award to Robert Keefe for
his contributions and hard work for the SVABO organization.

Board of Directors Accomplishments of 2006
Becky
Fraser discussed the accomplishments of 2006 by the Board. The board was
involved with policies and procedures for the chapter. The board put procedures
in place for the various committees so they had a guideline to use in
establishing the chair positions and responsibilities. Guidelines were
established for the Host Committee so that the Host Committee would know their
responsibilities and what type of facilities would be needed for hosting the
chapter meetings. The Board created a Student Membership for the Sacramento
Valley Chapter. A new banner was created and used at educational events and
chapter meetings. The Board has worked to extend the chapters relationship with
ICC and with CALBO. The Board is working on establishing a policy and procedure
for travel expenses to help those that need to travel when they represent the
Chapter.
Board
of Directors Plans for 2007
The
Chapter will be busy attending Building Standards Commission meetings and with
the adoption of the California Codes. The Chapter will be busy getting ready
for and hosting the upcoming Annual Business Meeting (ABM) to be held in
Sacramento
this March.
Committee Reports: Education Committee
Nancy stated that the Mike Holt “Grounding and Bonding”
seminar had 120 attendees on the first day and 140 attendees on the second day
in November. The “Putting Quality into Customer Service” was held the previous
day and proved to be very successful with 60 in attendance. The new Education
Chairman will be Robert Keefe. The next meeting for the Education Committee
will be January 24, 2007
at 12:00 PM at the SVABO office in Sacramento.
Educational Committee Accomplishments of 2006
The
Education Committee developed an operations binder and a mission statement. “The
mission of the education committee is to promote training opportunities
resulting in professionalism and uniform code application for safe, efficient
and accessible communities”. Eighteen seminars were offered in the past 22
months. A class was developed by Nancy Springer and Robert Keefe for
“Introduction to Building Codes and Building Plans” for incoming permit techs
and building inspectors.
Educational Committee Plans for 2007
Robert
Keefe stated that the committee has an aggressive plan for training for 2007.
The focus will be the 2006 IBC. Contact SVABO if you would like to work on the
education committee. Rick Julian will be co-chair with Robert for 2007.
Committee Reports: Free Inspector Education Training Program Accomplishments for
2006
Rick
Swenson talked about the free inspector programs that were offered. Gary Wollin
with Doug Beaman and Associates put on “Title 24 In-Depth Review of the Energy
Standards and Compliance Documentation”. The training was sponsored by PGE.
Bill Brooks provide training on “Guidelines for plan check and inspection of
residential photovoltaic systems”. Galen Longley and the Simpson Strongtie team
provided training at their Stockton facility covering fasteners, corrosion
issues and strong wall installation guidelines. Rick introduced Todd
Cunningham, Building Official for Lincoln who will take the lead of the Free
Inspector Educational Training Program for 2007.

Inspector Training Program Plans for 2007
Todd
Cunningham talked about the proposed training that will take place in 2007.
Training will include photo voltaic, handling and installation of trusses, steel
stud installation, guidelines for inspection of concrete masonry units and
rebar, and guidelines for the inspection of tilt up panels. Classes will be
offered one month in the Sacramento area and repeated the next month in the
Rocklin area to make attendance convenient. Information for these classes can
be found on the SVABO.ORG Web site.
Committee Reports: Scholarship Committee
Scholarship Committee Accomplishments of 2006
Robert
Keefe stated that four Jack Atkins scholarship awards were given out totaling $
2000.00. Four awards totaling $ 3000.00 for the Bob Stoddard award were also
given out. Two students were at the meeting to receive their awards. Robert
Keefe gave awards to Eugene New from Cosumnes River College and David Chapman
from Butte College. Robert Keefe handed over the committee binder to Bob Latz
who will be chairman for 2007.
Scholarship Committee Plans for 2007
Bob Latz
stated that his goals for 2007 would be to get more students involved and find
more sources of money for more scholarships.
Committee Reports: Code Review Committee

Review Committee Accomplishments for 2006
Paul Kline
stated that the goal of the committee had been to post the “question of the
month” on the SVABO web site. The committee received jurisdiction responses to
the questions, posted results and issued an opinion of the committee. Nine
questions were posted covering twenty nine different topics. Committee
technical responses to questions that have been posted since 2004 can be found
on the SVABO Web site. Don Little will be the new chairman of the Code Review
Committee.
Code
Review Committee Plans for 2007
One of the
goals will be to get more jurisdictions to participate in providing responses to
the questions that will be posted each month. There will be a goal to provide
good quality well thought out questions. Questions will cover a wide variety of
topics. The next meeting will be on January 31, 2007 in Sacramento at the SVABO
facility.
Committee Reports: Code Development Committee

Development Committee Accomplishments for 2006
Dan Larsen
mentioned that approximately eighteen members met throughout the year to discuss
the upcoming 2006 California Codes. Five members of the Code Development
Committee went back to the Code Hearings in
Orlando
Florida.
Mike Vieira will be the new committee chairman.
Code Development Committee Plans for 2007.
Mike
Vieira expressed his desire for the Sacramento Valley Chapter get involved in
the Code Change Process as a major player. Mike wants to get the Chapter ready
for code development activity. Mike wants to train interested members to
develop an understanding as to what makes a successful code change proposal,
understand technical and political processes and to track code development
trends.

Rodriquez designated Larry Leonard as the new Past President Council.
CALBO
Report
Gene
Paolini talked about the upcoming CALBO annual business meeting March 12 – 16 in
Sacramento that the Chapter will be hosting. Classes for inspectors will be
held on Tuesday and Wednesday during the ABM. Gene talked about the new CALBO
Foundation that has been established to do charitable work. The first project
will be two houses that need repairs and maintenance. One is in Roseville and
one is in Sacramento. The goal is to help allow senior citizens remain in their
own homes. Much of the work will happen Saturday, January 20, 2007. Volunteers are needed. CALBO is busy with education, CTI and Summer
Code 2007 in Las Vegas
for a week program. There will be a “CALBO at the Capitol” class at the ABM
meeting. CALBO is accepting nominations for various awards such as “Building
Department of the Year” and “Building Official of the Year” etc.

said that the Fire Prevention Officers for the State have been very involved
with the ICC process in Orlando Florida.

2007
Annual Business Meeting Committee
Ken Welch
said that this will be the best ABM that CALBO has ever put on. Ken advised
folks to get reservations as soon as possible for hotel rooms during the ABM
because the “March Madness” basketball events happening at the same time.

Discussion
Mark Wood
asked which energy requirements would be applicable for an unconditioned
non-residential sunroom type building. Energy requirements for lighting were
mentioned as being applicable.
Announcements
Rick
Renfro stated that he would be running for the Board of Directors for CALBO and
would appreciate the Chapter’s support. There was a motion to prepare a letter
stating the Chapters support for Rick Renfro for Board of Directors for CALBO.
The motion was amended to also show that the Chapter endorses Jay Salazar to
continue on the Board of Directors for CALBO and that the Chapter endorses Gene
Paolini for President of CALBO.

would be graduating soon. Anyone looking for employees should check with the
Butte
College
program.
Dan Larsen
mentioned that next semester

would offer an Introduction to the IBC class.
Ken Welch
stated that the Northern Nevada Chapter would have an ICC conference the last
day of September and the first week of October in
Reno
Nevada.
Ken stated that some of the functions could be attended without registering.
