Minutes of the January 13, 2006 Meeting

President Larry Leonard called the meeting of the SVABO to order at 10:05 a.m. at Whitney Oaks in the City of Rocklin. Mike Vieira led us in the flag salute. Self-introductions followed. A welcome to Rocklin from Pete Guisasola, Building Official for the City of Rocklin.

The December minutes were approved as submitted.

Treasurers Report
Mark Wood
The Treasures Report was approved as submitted.

Larry announced one of his intentions for this year is to look at the committees and have the committee chairs report on their mission and goals at this meeting. This is an opportunity for the membership to become familiar with the committees and understand what they are all about and possibly generate some interest to become involved in the committees.

Education Committee
Nancy Springer
The mission of the Sacramento Valley Association of Building Officials Education Committee is to promote effective building codes, enforced uniformly, to ensure a safer built environment. We currently have 14 active participants. We try to meet monthly depending on schedules or conferences. The meetings are held at the SVABO office located downtown. We have two subcommittees. The inspector’s program, which is under the leadership of Rick Swenson and Ron Yasui. And the second is the scholarship committee under the direction of Robert Keefe.

  • The goals for this year are to review our mission statement with the advent of the I-codes. We may be looking to restructure the committee to provide cohesive training in partnership with ICC.
  • Maintain our education calendar providing at least four classes per year.
  • We will try to provide at least one special class every year. Last year we had Mike Holt. This year we are looking at providing a class on Customer Service.
  • We will be looking at providing additional classes to raise funds for the 2007 ABM that we are hosting.
  • Provide additional classes for the development of permit technicians.
  • Obtaining  audio/visual equipment or upgrading the equipment we currently have.
  • Continue to take advantage of our ICC waiver. ICC will provide one free instructor.
  • Work with CALBO and ICC to coordinate educational calendars.
  • Nancy is creating a binder to be helpful in the future for chairs of the committee with all the pertinent information associated with the committee.
  • Continue efforts with the inspector’s program and the scholarship committee.

The next meeting will be January 31st, 2006 at the SVABO office.

Inspector’s Program
Rick Swenson
The Inspector education program is intended to supplement and be a smaller part of the larger SVABO Education program. The mission of the Inspector education program is to provide the Sacramento
Valley area
Building department personnel with free or low cost training. This training is designed to be of a specific type. It is an opportunity for the construction industry to provide training and information to keep inspectors current about methods and materials of construction. This instruction is designed to help insure that construction meets code requirements and that products are installed per listing.

  • One of the goals is to provide an opportunity for inspectors to routinely meet informally with others to network and to get to know one another. A huge benefit is often the knowledge gained while talking to other inspectors about shared inspection issues.
  • Inspectors from different jurisdictions get an opportunity to network, which tends to lead to uniform and consistent building code enforcement through quality training. Inspectors gain knowledge to do a better job and grow professionally.

Scholarship Committee
Robert Keefe
The Scholarship committee functions as a sub committee of the Education committee. It is made up primarily of volunteers. Most of the volunteers have been members of the Education committee or have served as officers of the Association. We meet generally once or twice a year. The purpose is to evaluate the applications received and to grant or make a selection for awards. Major improvements made to the program last year include:

  • Structured review process.
  • Notice of scholarship availability.
  • Improved the application and particularly the instructions that accompany the application so the applicants know exactly what kind of information we are looking for.
  • In the year ahead, we propose to improve the process associated with the Bob Stoddard Scholarship.

Plan Review Committee
Paul Klein
Currently the PRC is chaired by Paul Klein with Mark wood as co-chair. The PRC was formed in 1995 and first chaired by Brad Boehm. The first year primarily focused on the newly incorporated Braced wall Panel concept introduced in the 1994 UBC. A mission statement from 2003 includes:

  • Exchange and discuss plan review issues
  • Obtain plan check uniformity between jurisdictions
  • Education of plan reviewers
  • Provide recommendations to the Chapter
  • Provide question of the month

Currently there are 12 active committee members. Meetings are held at the SVABO office on the last Wednesday of every month. RSVP required.

The committee developed a plan review question of the month circulated to over 40 jurisdiction members for comment.  A history of the questions with the results is also available. The committee will also review all the responses and post the results. The Committee will formulate a response to provide the Chapter with additional reference material for that particular topic.

Committee Goals:

  • Actively facilitate the question of the month
  • Compile a history of code topics in an electronic format
  • Develop a binder for each committee member that contains procedures, calendar, and due dates of the questions.

Those who have questions they would like the committee to review are encouraged to contact Paul Klein.

CDRC
Dan Larson
The CRDC committee was established to review and develop codes. The committee has been somewhat inactive in the past few years but look forward to an active involvement with the ICC and the review and development of the international codes.  The committee is governed by a set of bylaws specific to the committee.

  • The bylaws need to be reviewed and amended
  • Review the building codes and make amendments or recommendations on a national level as well as the local level based upon the uses of this Chapter.
  • Participate in the Code hearings.

That concluded the committee reports and Larry announced that in addition we have a number of liaisons that contribute to the Chapter.

CALBO
Gene Paolini
The California Building Officials is a non profit organization dedicated to promoting public health and safety to promote building construction through responsible legislation, education, and code development. CALBO is able to achieve this in a number of ways by working with the State agencies, the Legislature on public policy, mandatory certification for continuing education, and provide a number of educational opportunities throughout the State. CTI, the educational wing, is responsible for providing education. CALBO works with individual Chapters to provide additional educational opportunities. There are a number of opportunities to become involved at the State level. CALBO works with the CSLB, the Engineers Board, and the Architects Board. They work with the State Agency’s such as the Energy commission.

The ABM will be in Palm Desert in March where they will summarize the past year’s efforts and project the goals of the upcoming year.

Elaine reported on a meeting held December 13th, 2005 with a collaboration of industry, utility company’s, CALBO, Building Departments, and roofing contractors. The result, an adhoc committee was formed to start planning on how to develop training materials and how to reach target audiences. This may include the use of video tools.

SRFPOA
Greg Lake
Sacramento Regional Fire Prevention Officers Association represents approximately twenty- two fire departments in which Greg is president this year. There has been a misunderstanding concerning the role of a fire inspector. Greg’s experience has been that the role of the fire inspector is to assist Building Officials. It should be a team effort to protect the public safety. Through periodic inspections after occupancy the fire department maintains the level of safety created during construction.  Their main focus is on providing life safety and then maintaining that cause. Greg stressed communication between the two entities to provide a common good and strong public service to produce and maintain a safe environment.

Larry spoke to the Chapter regarding the Awards ceremony. Some awards were not presented and he wanted to take the opportunity to recognize these deserving individuals.   The Presidents award is an annual award and this year’s recipient and her staff provided the chapter incredible continuity and assistance through the transition period and bringing the organization to where it is today. The 2005 Presidents Award was presented to Sandy Virago of OMG.

The second award is for the 2005 Outstanding Industry Member of the Year. This individual has contributed to the organization through an industry perspective and supported many committees. The 2005 award was presented to Craig Sarmento of Buetler Corporation.

The “Bullspitter’s Award” as affectionately known, was presented to Mark Wood for Inspector of the Year 2005.

Gene Paolini presented Larry with a replica corvette complete with the official Chapter insignia for his service as Chapter President.

Announcements
Robert Keefe
On December 1st , 2005 we participated in the 3rd annual Career Symposium where the Chapter provides information to the students of the Building Inspection Technology program at Consumnes River College. On behalf of the Dean and the students, Robert thanked those who participated.

This year at Consumnes River College spring of ’06 semester, the BIT program is offering six courses. Two courses on the Uniform Building Code, plan review, structural plan review, masonry principals and inspection, and electrical course. 

Larry announced the 2006 CALBO ABM in Palm Springs beginning February 28th, 2006 hosted by the Tri- Chapter.

ABM Committee
Ken Welch
The committee is in the planning stages of the 2007 ABM hosted by this Chapter. The theme is 007 Code Finger. There will be a meeting after the Chapter meeting to prepare for the 2006 ABM where we will be hosting a hospitality suite. We have been asked to provide a presentation on coming events for the 2007 ABM at the 2006 ABM.

Program

Bob provided an update on a number of topics:

  • California Building Standards Commission planning for the 2007 Triennial edition of the Building Standards Code

  • Department of Forestry and Fire Protection

  • PUC’s approval of the California Solar Initiative

  • SB 1025

Announcements
Larry announced that on January 27th, 2006 the Stairway Manufacture’s Association is providing a free workshop at the Doubletree Hotel.

Larry recognized the Student Members who attended the Chapter meeting.

Next Meeting
The next meeting will be in Davis at the Sudworks February 10th, 2006.
